    2nd child shot by mom in Texas welfare office dies

    McALLEN, Texas (AP) — A 10-year-old son of a woman who shot her two children and then killed herself during a police standoff at a Texas welfare office died on Thursday, a day after his sister succumbed to her wounds.

    Timothy Grimmer died Thursday evening at a San Antonio hospital after he was removed from life support, Laredo police investigator Joe Baeza said. His sister Ramie, 12, who authorities say was also shot by mother Rachelle Grimmer, died Wednesday night at the same hospital.

    Their father, Dale Grimmer, spent time at his son's bedside Thursday before consulting with doctors and deciding to pull Timothy off of life support, said Mary Lee Shepherd, the children's grandmother.

    "He spent hours with Ramie and finally had to let her go," Shepherd said. "He's just concentrating on saying goodbye to his children."

    Their mother, 38-year-old Rachelle Grimmer, shot the children Monday and then killed herself, ending a seven-hour standoff at the Texas Department of Health and Human Services office in Laredo. Authorities say she had asked to speak to a caseworker about why her food stamps application had been rejected and pulled a gun after being taken to a private room to speak.

    Police say Grimmer let the roughly two dozen people in the building besides her children leave unharmed. During the standoff, she rattled off a litany of complaints about government, Baeza said.

    The family had been living in a rundown trailer park, and Rachelle Grimmer had been seeking food stamps since July, shortly after they moved to Texas from Ohio.

    The state Health and Human Services Commission released a timeline on Thursday of its contact with Rachelle Grimmer dating back to July 7, when Grimmer submitted an application for benefits.

    At that point Grimmer was told she would not qualify for "emergency benefits," in which documentation requirements are postponed, because she said she received child support that exceeded her expenses for rent and utilities.

    A caseworker interviewed Rachelle Grimmer July 22 to see if she was eligible for benefits. She was told then that she must provide documentation of her income, in this case child support.

    "We closed the case on Aug. 8 because we hadn't received proof of her income," agency spokeswoman Stephanie Goodman said in an email. "If we had that, it's quite likely she would have been eligible for benefits."

    On Nov. 16, Rachelle Grimmer called the agency's ombudsman to ask that someone look into her case. On Dec. 1, an agency supervisor called Grimmer, but got no answer and the voice mailbox was full.

    Dale and Rachelle Grimmer divorced six or seven years ago, Shepherd said. Dale Grimmer flew to San Antonio Wednesday with his brother and father. She described him as shocked and devastated.

    Shepherd said her former daughter-in-law had a history of mental illness and Dale Grimmer tried three times to have the children removed from her custody while they were living in Anaconda, Mont., and Ohio with no results.

    "Many, many times he tried to tell people what was happening and nobody would listen," Shepherd said.

    The Montana Department of Public Health and Human Services could not immediately verify her claims on Thursday.

    Texas Department of Family and Protective Services reported finding two cases Wednesday involving Grimmer and her children.

    In the first case, reported Sept. 15, 2010, the department received a possible neglect report after Rachelle Grimmer and her two children were found living in a tent on a South Texas beach. Investigators found no evidence of neglect and closed the case, spokesman Patrick Crimmins said.

    In a report made last June, Corpus Christi police said Rachelle Grimmer had come to police headquarters with her two children and reported that she had been a domestic violence victim. Caseworkers checked on her and the children, determined the children were not at risk and took no further action, Crimmins said.

    It appears Rachelle Grimmer and the children were in Ohio until at least some point in 2009.

    Rachelle Grimmer was homeschooling them, but keeping the Crooksville Exempted Village School District apprised of the curriculum she was using through the 2008-2009 school year, said Vicky Nelson, administrative assistant to the district superintendent.

    "There were no problems," Nelson said. The district sent a renewal application to Rachelle Grimmer for the next year, but received no response and was told the family had moved.

      Nonthing new here, the CPS system that is suppose to protect the children is nothing but an utter failure that collects money from the non-custodial parent, which in case is most likely the father 99% of the time. Only a mother could get away with having children live in a tent out in the middle of no where and the state say " well that's ok" no neglect here, had that been a father the children would have been yanked away in a hot minute. Let's no forget that the child support system doesn't benefit either parent, it benefits the crooked system because they collect x amount of dollars for every check processed out of the paying non custodial parent's paycheck. Another note, lets also acknowledge the state of California has been busted a great number of times for throwing Child Supoort payments in a slush fund and using it for personal adventures, and then respond to the custodial parent that they could not locate them to pay the money out... One other thing, if a mother goes to collect health benefits or medicare from the state, then the child support services forwards all the money being paid by the non- custodial parent to the state as a re-payment for health services that are provided to the custodial parent for her and her children, she only then receives $50.00 of the child support being paid. This is regardless whether or not the medical services being provided only costs a 100.00 or less to the taxpayer. This is a no good for nothing Ponzi Scheme that takes money from the people and uses it for other things, Parents need to figure out things on their own and work out the payments with each other outside of the crooked system's hands. If you cannot act like grown adults and agree upon something then you can get the crooked state involved to steal your money. IT'S THE EFFING SYSTEM PEOPLE. GET A GRIP AND FIGHT IT.

      Both the court system and welfare systems in this country badly need overhauling. And also the mental health system. This situation shouldn't have happened. Apparently the investigators with the case of the woman and the children living on the beach had about as much brains as the people who checked on the house where Jaycee Dugard was being held captive. In both cases they really let the children down.

      Before anyone can Judge may they first walk in her shoes,desperation can often lead you into a darkness that no light can penetrate,my heart aches for this family,it is ridiculous to deny a family food,for that is needed to sustain Life.

      This Tragedy could have been prevented,but those with the cushy government jobs could care less as long as they get their big pay cheques,kind of hypocritical when you think about it....CPS is to protect children,yet Social Services deny them food,where do you get your degree's,in a cracker jack box.

      Canada is no different,they love to intrude on our lives,but do very little to help,I too have been in dire situations,but thank God I found my way.

      Only recently I had my neck broken by a public servant and had to leave my job due to the complications of my surgery to repair my c5 and c6,my muscles have been left spastic,and when I requested help to purchase beds for my children,I was given two different answers.............that left me in awe,totally speechless,even our local MHA was of no help,way to go,Keep screwing up,that's what they seem to do best.

      This case was handled as poorly as most cases are.....and the goverment continues to make cuts to the very people who need help the most....and now 2 children are Dead because no one would listen to the mother desperate for help......a simple yes...We will help you from DHS would have saved those children's lives....I would have taken up a collection of money to help this mother rather than see those children Die...!!!!!!!!!!!!!

        This case was not handled poorly. There has to be checks and measures to run the system. She was told to being in proof of income, which would have gotten her approved, and did not do so. It is easy to say that 'I would have taken up a collection' after the fact... how much money did you donate to charity last year? Did you call social services about helping a family in need for the holidays?

      This is not just happening in Texas, I lost my job in 2008, I have been desperately trying to get a job since then, the only person working right now is my husband and it is really hard to get by. So 2 months ago i went down to the welfare office to get food stamps they denied my claim stating that my husband makes to much money. He grosses 2400 a month that's gross not net. To qualify her in Nevada you have to gross no more than 1600 for a family of 3. I was devastated. I guess they don't take in account that we have to pay rent, bills insurance, ect ect... I have already sold everything of value that we had to continue to support my family but now i have no more that i can sell. The only thing left to sell is my baby girl's TV, her play station and her Violin. Food is scares in my home but i still thank God my daughter can still eat and still has a roof over her head . for how who knows. We just keep trying. What i would like to know is where are the jobs the GOP said they would create. These SOB will never help one soul. I do believe that we will hear of a lot more horrific stories like this one. I wish people, before doing anything like this would turn to God, besides tomorrow will always come and if you take your life or the life of your loved ones you will never find out what good thing might be just ahead, if they had waited for tomorrow.

        They had a father who was paying child support, who attempted to get custody of the kids. If she couldn't take care of them she should have let him take custody so she could get her life in order.

      A lot of people are without jobs. Many of them have no help are support from anyone. They don't understand some of the paper work, and get no help with completing them. Some people have been in jail. When they get out, the government will NOT give them food stamps, are help them in any way. They also have a harder time finding a job. We need to help everyone get their lives back. If the government would do something about the illegals, everyone who is a citizen, and wanted a job, would be able to find one.
