Abbas tells Europeans: Time to recognize Palestine

STRASBOURG, France (AP) — Palestinian President Mahmoud Abbas has appealed to European countries to recognize a Palestinian state, saying "there is no more appropriate time" than now.

Abbas addressed the parliamentary assembly of the 47-member Council of Europe on Thursday after applying two weeks ago for United Nations recognition, despite a threatened United States veto in the Security Council.

President Barack Obama has told the U.N. General Assembly that a state can only be established through negotiations with Israel.

Seventeen members of the Council of Europe have recognized the state based on 1967 borders with Israel, Abbas said. The assembly is made up of national lawmakers in Europe — not to be confused with the European Union's Parliament — and focuses on human rights.

Abbas wants as many European countries as possible on board.

"There are European states that have said they will do so: they will recognize a Palestinian state at the appropriate time," he said. "I believe there is no time more appropriate than this moment."

The largely sympathetic assembly has urged its six members with Security Council seats — France, Russia, Britain, Germany, Portugal, and Bosnia and Herzegovina — to support the Palestinian bid at the U.N.

In the face of U.S. support for a return to negotiations, and a tricky political calculus in the U.N. Security Council, Abbas's appeal amounted to a pitch to hold — and strengthen — support among Europeans he sees as supportive.

But the reception that Abbas received summed up his challenge: while he drew solid, polite applause, it was far short of the multiple standing ovations for Israeli Prime Minister Benjamin Netanyahu's speech to the U.S. Congress in May.

In that speech, Netanyahu said Israel was willing to make territorial compromises, but did little to entice the Palestinians back to the bargaining table. The Palestinians want a halt to Israeli settlement activity before returning to talks.

Answering questions from assembly delegates Thursday, Abbas insisted there was no "contradiction" between the Palestinian effort for recognition through the Security Council, and the long-stalled peace process.

Speaking to reporters after his speech, Abbas said he believes U.N. "technical procedures" will delay any action on his membership bid for at least a month.

The Security Council is the only body that can bestow full membership, and is reviewing the Palestinian application. The United States may not even be forced to use its veto — which could trigger embarrassment or worse for Washington in the Arab world — if Palestinians cannot muster the nine votes that it needs in the 15-member council.

While he didn't want to speak in "specific numbers," Abbas said that permanent members Russia and China are among the countries who have said they will support the bid.

"We're still conducting discussions with other countries, and we have a period of about under a month to win over the support of these countries," Abbas said in Arabic through a translator.

"We are making our efforts with all countries...(and) discussing with them quietly."

this has become a critical cross road; Iran wants to maintain status quo......Israel wants to maintain status quo......but for completely opposite reasons. If the Palestinians are ready to throw the towel and concede Israels basic demands for security to reach statehood.....there is now way we should stand in the way. It would continue to paint a big target on the US and do nothing to improve security for Israel.....only make the hardliners feel ok to continue their insane policies

Israel didn't attack anybody on October 6, 1973. That was Egypt, Jordan, Syria and Iraq that were the aggressors and in turn they got their tails kicked and kicked hard! You're fortunate they didn't extend their borders further then they did at the time! Now you want Israel to recognize Jordanians as Pallestinians and call it state and you want Israel to give back the land that was gambled away during the attack in 1973..?
Do you realize that if Pallestine is recognized as a "state", any further aggression towards Israel would be interpretated as an act of war? Can you say "escalation?"

The West Bank was already occupied by Israel before 1973.

the U.S. hasn't an independent middle east policy in decades. All U.S. policies are dictated by tel aviv and aipac. Any American wanting to run for public office must first swear allegience to tel aviv and AIPAC or have their political destroyed by smear campaigns and slander.

Israel attacked President John F. Kennedy in Nov 1963. The 50th anniversary is coming up and the truth about Israel needs to be known by the whole world.

There must be no recognition of the Palestinians until they cease their terrorism, renounce the Palestinian terrorist group Hamas, and stop seeking genocide of the Jewish nation state.

Mr. Abbas, Europeans have recognized Palestine a long time ago but Israel is an idea greater than Palestine for all of us Christians. The Holy land is the birth of our Old testament that we share with Israel. Unfortunately the Palestine of Yaser Arafat, you and Hamas is not the biblical Palestine, it is a place of terror and violence. Stop the attacks on
innocent Israelis and abolish we Christian Canadians, Americans and Europeans might be able to help the poor Palestinian people who have suffered because of your own deeds.

There is no "biblical Palestine". It doesnt exist. It never has. Palestine was a Roman territory, renamed from Israel to Palestine by the Roman General Hadrian around 135 CE, during the 2nd Roman invasion of Israel.

Israel had been Israel for over a thousand years before that. And before THAT, the land was called Canaan.

Not Palestine. Palestine has never existed as a country, just as a territory of whoever was invading Israel next. And there are no Palestinians either. No such thing exists, there are no native peoples in the land that have ever been called Palestinians, in all of recorded history.

        There is no "biblical Palestine".
      • Toula 7 mths ago
Palestina existed as the southwest coast of Israel. It is mentioned in the Bible. Hadrian's designation and renaming controversy is equivalent to the term Hellenistic territories all the way to the Indus River. They existed as much as Palestina did.

Frankly, I don't care what the "tea party" idiots think and your so-called biblical facts- the fact on the ground is Isreal in an Apartheid state and they need to leave the occupied territories with people being killed on the ground.Go to your so-called religion and tell it violence and murder is justified and you will have your answer to Israel doing what it is doing today! period !

I would assume, that to be a member of the UN, there would have to be some kind of state- land for you to claim statehood..........You can't just get a group of people together and call yourself a 'state', can you...???..........Why don't the Palestinians just rename Jordan....Palestine.....?.....I'm sure Jordan wouldn't mind... and then the Palestinians wouldn't have to go around declaring terrorism on everyone...And, maybe eventually, they would just die out as a species and all would be peaceful again....Ahhh, wishful thinking....
      • case99 7 mths ago
Buffy---almost 50% of Jordan's population consists of Palestinian refugees & Jordan's royal family and their minions definitely do NOT want any more of them as it increases the likelihood of their corrupt regime(it was established by British imperialists & covertly supported by the CIA in the 1950's & 1960's) being overthrown like similar regimes have been during the Arab Spring.
      • Po' Bakro 7 mths ago
We Americans like Queen Noor. After committing many acts of terrorism, Zionists got a group of people together and called themselves 'state'. God gave the land of the Middle East to me and I want the Palesinians to have a state. It shall be so.

It is about time. Israel and its ally the US are in reality the only ones opposing such a move. Why? Obama, when addressing the UN he did not do it for the sake of the Palestinians but to appease Israel and the Jewish voters in the US. This is the root of the problem. The Jews control Congress, the Senate, the Administration and the media, and therefore all decisions made by the US government are to serve the interest of Israel and the American Jews. This has been so for the last 60 years and it will not change. Therefore, sooner or later the question of Palestine will only be resolved by war, a war Israel and the US will never win as is the situation in Iraq and Afghanistan. The Arabs have had enough and they no longer tolerate being terrorized and humiliated by the Israelis. If Israel wants to survive in a neighborhood of Arabs, then it needs to change its policy of aggression and make concessions to the Palestinian people as well as to the Arabs. Then we will have peace.

God, said he would be a mule like man aganst everyone! ( Arabs) I wonder do they do anything in their lives except percuit Jews?

Because we need a Roman territory in place of Israel. Yes, that's what "Palestine" was. Israel was renamed Palestine around 135 AD during the 2nd Roman invasion of Israel. It was the Roman General Hadrian who renamed it, in order to try to distance it from its rightful Jewish owners.

It had been Israel for almost 1500 years before that. And before THAT, it was the land of Canaan.

Not "Palestine". Palestine has never existed as its own country, ever. No flags, no rulers, no currency, no cultural customs, no artifacts of any "Palestinians" ever dug up. No nothing. Just a bunch of murderous Arabs Yassir Arafat instructed to start calling themselves "Palestinians" in the 1960s.

a timer goes off, and its "time" to recognize a "palestinian" state? no.....what about Gaza? what about Hamas? get your act(s) together, stop the rockets, change your charters, and THEN apply. its not a matter of time, its a matter of merit.

Mr. Obama, When you ran for President, you ran on a platform of change.
Now is the time to keep your promise.Abandon the bankrupt and inhuman policies in-place since 1948 and SUPPORT the creation of a Palestinian Homeland based on 1967 Borders.
There is plenty of land for everyone so please, let's get er done, do it now. Long Live a Free Palestinian State.

Recognising Abbas will marginalize Hamas in Gaza They in the west bank have quetly been building institutuions to have a proper state. The Israelis have a long term plan based on the way we took land from the indians."Settlers" move onto land they clearly do not own, provoke a violent response and are rescued by the cavalry over and over no matter how poorly they behave. Why do they use the term settlers,it implies they are taming the wild land.and it by default makes the arabs the savages.Face it the Israelis do not want peace. They want all that land. They went from basicly zero population in the west bank, to twohundred fifty thousand. Not by accident. but by carefull calculation. The open disrespect from Bibi the wife cheater shown our president shold be met with expulsion of their diplomats immiediatly and the withdrawl of ours.Untill a public apology is issued all loans and foreign aid should be frozen.I have nothing against Israel but they are a grown up country now and they should start behaving like it.

Abbas, you and Hamas recognize Israels' right to exist as a country, stop the bombings and then you will have a valid arguement.
