    ACCESS TO SAFE CONTRACEPTIVES IS ONE WAY TO CURB ABORTION

    For nearly four decades, advocates for reproductive rights have been stuck fighting an ugly, expensive and sometimes dangerous campaign to ensure that women have access to safe and legal abortions. It's a Groundhog's Day sort of battle in which both proponents for choice and the opposing camp -- rigid anti-abortionists -- trot out the same arguments over and over, with neither side persuading the other.

    It's also a largely unnecessary battle that I once thought would be relegated to the footnotes of history by the early 21st century. That's because medical science long ago provided a solution to the problem of unplanned pregnancies: safe and easy-to-use contraception.

    But the last couple of weeks have reminded me how wrong I was. Even as Planned Parenthood was showing its resilience, a new battle broke out in the same fraught territory: Should the Affordable Care Act require religious employers to upgrade their health insurance plans to provide free contraceptives?

    Rolling out regulations for the new health care law, the Obama administration answered with a clear "yes." Its policy exempts churches, but would cover large Catholic-affiliated institutions such as hospitals and universities. You know by now that the rule ignited a firestorm of opposition from Catholic bishops, who, based on Vatican teachings, oppose any birth control methods beyond abstinence.

    They contend that the policy represents a gross violation of their First Amendment rights to exercise their religious beliefs freely; Republicans in Congress and on the presidential campaign trail, many of whom have pledged to battle the Affordable Health Care Act to an early grave, quickly joined in. The White House has also been criticized by a few Democrats, including former Virginia Gov. Tim Kaine, a Catholic currently running for the U.S. Senate.

    Their objections are not to be taken lightly. Religious freedom is a cornerstone of this great democracy, one of the founding principles that separate us from much of the world.

    But religious freedom, like the others granted by the Bill of Rights, is not absolute. Child welfare authorities, for example, have intervened on behalf of minor children with serious illnesses whose parents have religious objections to medical care, and courts have often ruled that those children be treated.

    Besides, 28 states already have similar measures that require insurers to offer contraception, and Catholic institutions operate in those states. Those rules sometimes caused controversy, as Michelle Goldberg notes at The Daily Beast, quoting Cardinal Edward Egan's opposition to the New York law, passed in 2002.

    "We will not be daunted by the abortion and contraception extremists whose aggressive agenda includes putting the Catholic Church out of the business of providing health care and social services throughout the state of New York," Egan said.

    Yet, federal courts upheld the law, and Catholic institutions still flourish throughout New York state. They have found a way to abide by laws meant to support a broader societal goal, whether ending gender discrimination or expanding health care.

    Obama has signaled a willingness to look for a compromise that may satisfy the U.S. Conference of Bishops, and I hope he does so -- so long as he doesn't gut the protections offered under the new health care law. This rule doesn't go into effect for organizations affiliated with religious groups until 2013, so there is plenty of time for reasonable people to seek ways to protect religious freedom while also expanding access to contraceptives.

    But the bishops may not want any compromise. If they don't, Obama should proceed with the new rule.

    About half of all pregnancies in the United States are unintended, according to the Alan Guttmacher Institute, which promotes reproductive health. About 40 percent of those end in abortion. If you want to curb abortion, then you have to reduce the number of unplanned pregnancies. It's simple enough.

    For those of us who have grown weary of the abortion wars, broad contraceptive use -- encouraged by the Affordable Care Act -- offers a rational way to turn down the temperature on a difficult and divisive issue. Since a new poll from the Public Religion Research Institute shows a majority of Catholics approve of Obama's rule, I'll bet many of them agree.

      Everyone seems to have access to anything else. iPhones, internet. Food stamps, free lunch programs and anything else government can buy. Why not birth control? Maybe there will be a few less stupid people on government dole. (sarcasm, in case you missed it)

      this whole issue is #$%$ whether through planned parenthood or elsewhere, birth control pills are available to everyone for almost nothing, whether your insurance covers it or not. But I have known people who quit using them to "save" $50 or less a year. These people ended up pregnant. The problem is not the cost or availablility of the drugs - they are super cheap and plentiful, the problem is stupid people.

      Just a very minute amount of self responsibility on the behalf of the female partner would make most abortions unnecessary. Democrats aren't fighting for a "woman's right to chose" ....they are fighting for a woman's right to be RECKLESS and still not have to be a parent.

      Contraceptives are used not just to prevent pregnancy but to help with disorders and life threatening pregnancies. Unfortunately, not all contraceptives are cheap and sometimes you can only take a certain kind due to allergies or drug interactions. If that kind is incredibly expensive, you're in trouble.

        A subtle argument, but in the vast majority of cases it simply doesn't apply. If a drug is administered to prevent pre-eclampsyia or regulate labor, for example, the woman must already be pregnant, and the drug cannot prevent conception in that case. As long as it is an "on label" use it usually can be prescribed at facility that doesn't prescribe the same drug as a contraceptive.

        Some drugs used for contraception are also useful in regulating menstruation. Doctors, assuming the condition is severe, usually have some latitude to decide whether to use a particular drug even though it has the side effect of temporarily rendering the woman infertile.

      I believe (my opinion) That the entire issue of birth control is a matter between the people involved. Also, I am pro-life but that does not mean that I would be against a a legal abortion to save the life of the mother if she were in danger.
      Another issue for me--there are too many C-sections today. Guess I got off the subject some. Just causes insurance premiums to increase for everyone.

      Another way to decrease the number of unplanned pregnancies is to move beyond the sexual revolution and associate sex with love, not instant gratification. Countries that do not promote casual sex have much lower unplanned pregnancy rates.

      Right wingers oppose tax dollars for contraception and abortion. Yet, their tax dollars go to pay huge medical costs for welfare recipients and the working poor who instead give birth to unwanted children many of whom will grow up to perpetrate the welfare cycle. Makes no sense.

      yeah. after years of sex ed in public schools, more teens are still getting pregnant. In predominantly black schools in the city, there are daycare centers inside the high schools cuz so many kids have kids. hey moms, howsabout setting the example for ur kids to hit the books and keep their pants on and knees together until they getting a godam job!!!!?????

      Many of these comments make me really angry. The compromise is certainly reasonable. It does not force those who object on religious grounds to pay for contraceptives, yet it doesn't deny those who want them access. What could be more fair? I can't see any 1st amendment argument here as many want to claim. Further, I am sick and tired of phony philandering politicians telling women what they can and can't do with their sex lives.Get out of my bedroom before you dare tell me that you are for more personal freedom. Additionally, from a strictly objective viewpoint, the world does not need more people, especially people who are unwanted. I'd rather pay for contraception than welfare any day. That's my religion.

      My insurance would not pay for birth control pills for my teenage daughter. She got pregnent at 17,and then my insurance paid for the birth of my granddaughter. That was in 1985. I never could understand why they wouldn't pay for birth control pills,but they paid a big hospital bill for my daughters pregnency.

      My concern never addressed with contraception is the fact that there is a blood disorder (I have it) that deals with not being able to break down clots easily. Contracptions thicken the blood and sets people like me to have clots thus raisng the risk of heart attacks and strokes. So I guess the gov will have to pay for that too.Abstinence and condoms does not thicken blood.

      Rather see a person on birth control, or even have an early abortion rather than have a child they don't want, can't support, and give the commitment that a child deserves.. there are too many abused and neglected kids out there for that very reason.
