Angola says to spend $432 mln on electricity meters

JOHANNESBURG (Reuters) - Angola's government plans to spend $432 million to roll out over a million electricity meters by 2017, the state news agency said, in a move that could help boost revenues for power producers. Energy Minister Joao Baptista Borges said the meters would be linked to a pre-paid system, which is commonly used in Africa for mobile phones, ANGOP reported late on Tuesday. Angola, sub-Saharan Africa's second biggest oil producer, suffers like the rest of the continent from chronic power shortages, with only around 2,000 MW of installed capacity for a population of over 20 million. Africa's power problems are compounded by a reluctance of many consumers to pay once they have been hooked up to a grid. Pre-paid systems are seen as one way to encourage compliance because they force people to pay before they can switch their lights on.
