    Anyone Can Make a Super PAC: So Who Is the 'Real-Life Stephen Colbert'?

    What do the NBA Sport Players Super PAC, the George W. Bush for a Better America Super PAC, the United States Billionaires Super PAC and the Sears Department Store Customers Super PAC have in common, aside from being super PACS?

    They're all fake, and they're all run by the same guy.

    Well, technically, they're not fake. All these super PACs  are  real, but they have no money. They don't have anything, really, except a name and a few Federal Election Commission documents filed by Josue Larose, an enigmatic self-proclaimed billionaire who has waged a few unsuccessful write-in bids for office in Florida.

    Larose wouldn't be nationally noteworthy were it not for the "Citizens United" Supreme Court ruling that brought about the creation of  super PACs, the technically independent groups that can raise and spend unlimited amounts of money to support or oppose candidates. Since the 2010 ruling, Larose has formed dozens of super PACs - they cost nothing to create - changing their names every now and then to keep things interesting.

    His goals are unclear. Florida's Department of State had brief contact with Larose  when he created about 40 political parties in the state, causing Florida to make a law barring a person from being in charge of more than one super PAC at a time. But trying for clarity from Larose  is like chasing a ghost - seemingly limitless phone numbers listed under his name go nowhere, and Larose  didn't return a message sent to the email address he'd listed on his super PAC filings.

    Whatever Larose's aims, he has had the effect of mocking the super PAC system - a "real-life Stephen Colbert" as Robert Maguire, a PAC researcher at the Center for Responsive Politics, put it. Except Larose has been gaming the system for longer.

    Larose has created hundreds of regular PACs in Florida, and he converted some of his federal PACs to super PACs - all he had to do was to  fill out a different form to make the change - making him now the creator of five dozen super PACs that have been registered so far in the 2012 election cycle.

    "Nobody really knows what he's doing," Maguire said. "Nobody knows where any of his money comes from."

    In a super rare interview in 2009, Larose told the South Florida Sun Sentinel that he was creating the scores of PACs "to give everybody a voice."

    Since that interview, Larose has muted his own voice even as he left a small imprint on the state and national political scene.

    Chris Cate, a spokesman for Florida's Department of State, said officials spoke with Larose on the phone because he "wasn't understanding or complying with campaign finance contribution and expenditure requirements." Larose never told them what his specific goals were, Cate said.

    "We serve everyone equally, no matter their intentions or motivations," Cate said in a statement. "Mr. Larose was treated like anyone else who failed to file reports and documents timely."

    In May 2010, Larose claimed he was the head of the American Federal Lobbying Firm, an organization that doesn't exist but still manages to have 87 clients, all of which are shell groups with no money either.

    Many of Larose's state and federal PACs have benign names that cover nearly every issue - such as  the Marriott Hotel Customers Super PAC and the USAID Employees Super PAC - but some are much more obscure, for example,  the Billionaire Josue Larose's Dating Women Committee.

    He also might have delusions of grandeur. The bylaws of one of the political parties he created, the American Bourgeoisie Political Party, mandate that the chairman, i.e., Larose, have bodyguards with him at all times and that the party buys him a limousine.

        The SCOTUS did not create PAC's. The brilliant McCain-Feingold bill did. In their foolish effort to curb free speech/free will/free participation in elections by individuals and unions and corporations...and limit tv and ad use and time....McCain & Feingold helped spawn the current day PAC and '501' groups. George Soros, a billionaire Democratic backer & donor, has created many 501 groups and 'non-partisan' thinktanks & publications. All perfectly legal.

        McCain never figured out why the left and the mainstream media was so happy to back his silly campaign finance reform bill....they knew it would assist them in raising money, and limit the right a great deal. As it did, as the GOP was slow to get on the 501 bandwagon. All fair game.

        These silly fake 501's and PAC's are fine with me....it's his money. Decades ago comedian Pat Paulsen did what Colbert is doing now.....sadly, many take Colbert
        seriously, and think Stewart and Maher are great intellectual political creatures.

        We are all special interests, by way of our jobs, where we live, what schools we use or go to, our hobbies, our associations, our HOA, our faith or lack of it, our industry, etc. Union or not, your job is connected to a PAC one way or another.

        We don't need more limits on campaign financing....we need more sunshine on the donations. I'm all for that. Nor do we need a President who was all for a candidate taking the matching funds (and thus limiting his own finance intake), until he ran for President, and then he ditched that idea completely - Mr. Obama. I want more
        information about who donates, who sets up a group, who funds a group.

        The Supreme Court only ok'd what McCain-Feingold created....
        Fact is many on the right thought the Supreme Court would overturn all of McCain-Feingold as an infringement on free speech..........they did not. They should have.

      For the record, I'm a Republican. I don't understand why there are so many people here who are dumping on Mr. Colbert. This is not about the political party he supports. This is about getting big money out of politics. What Mr. Colbert is doing is helping ALL of us. Because when the only way to win an election is to be super-wealthy, then we're not free...

      I'll tell you one thing... We could have MUCH better candidates than people like Mitt Romney and Rick Perry. But they have money and no one good has as much money as they do. So we're stuck with them.

        spot on. we don't really get to choose candidates...... we get to choose from the candidates " they " provide. Now ask yourself this......... when was it any different? Aha, there it is, this is not trying to get back to true democracy...... this is new. People want candidates that support them, without another agenda, but all we have EVER gotten are the people who can afford to run. Read my comment about the General Election Fund.

        You are right. Only the rich run anyway, they should pay for all of it themselves,use their own money!! NO contributions from anyone! That would stop a lot of the mud slinging and a lot of the corruption. You will never get it all gone.

        I've always said, the $1 election fund on your taxes, shoudl be mandatory. And that's the ONLY money that can ever be used for election campaigns. I mean it doesn't seem like alot, but it's really 100's of millions of dollars. Should be $1 for you, and $1 for every dependent you have, as those people typically are children and cannot vote, but our represented in gov't by their parents. No donations, no looby's, no nothing...... just the general election fund. And if $1 isn't enough...... make it $5. If people complain about $1-5..... then they have other issues and shoudln't participate in gov't..

      Independent senator Bernie Sanders wants and has asked for amendment to constitution, election finance to make it clear that corporation are is NOT a person so they can’t give money to any ones campaign or for corporation/business to just buy adds for or against some politician . I would add the max any one could donate to 10% of medium income family. I don’t like the way democrats and republicans are being bought. The only way for it to get any traction is for all of us to write your congress people repeatedly once a month.

      Also there should be either amendment or laws that stop congress person (pc) from working after serving in congress for any one that sell to the government serves or products for ten years. Congress sold out the real people of united states america and allowed all fraud, theft and the recession to happen. All to make the corporate master happy.
