    Ariz schools' ethnic studies program ruled illegal

    PHOENIX (AP) — An administrative law judge ruled Tuesday that a Tucson school district's ethnic studies program violates state law, agreeing with the findings of Arizona's public schools chief.

    Judge Lewis Kowal's ruling marked a defeat for the Tucson Unified School District, which appealed the findings issued in June by Superintendent of Public Instruction John Huppenthal.

    Kowal's ruling, first reported by The Arizona Daily Star, said the district's Mexican-American Studies program violated state law by having one or more classes designed primarily for one ethnic group, promoting racial resentment and advocating ethnic solidarity instead of treating students as individuals.

    The judge, who found grounds to withhold 10 percent of the district's monthly state aid until it comes into compliance, said the law permits the objective instruction about the oppression of people that may result in racial resentment or ethnic solidarity.

    "However, teaching oppression objectively is quite different than actively presenting material in a biased, political and emotionally charged manner, which is what occurred in (Mexican-American Studies) classes," Kowal wrote.

    The judge said such teaching promotes activism against white people, promotes racial resentment and advocates ethnic solidarity.

    Huppenthal has 30 days to accept, reject or modify the ruling. If he accepts the judge's decision, the district has about 30 days to appeal the ruling in Superior Court.

    "In the end, I made a decision based on the totality of the information and facts gathered during my investigation — a decision that I felt was best for all students in the Tucson Unified School District." Huppenthal said in a written statement.

    Messages left for a district spokeswoman Tuesday night weren't immediately returned. In the past, district officials have said they can't afford to the financial hit that Huppenthal's decision would bring.

    The battle over the ethnic studies program escalated shortly after Arizona's heavily scrutinized immigration enforcement law was passed in April 2010.

    The program's supporters have call challenges to the courses an attack on the state's Hispanic population, while critics say the program demonizes white people as oppressors of Hispanics.

    Huppenthal ordered a review of the program when he took office in January after his predecessor, Tom Horne, said the Mexican-American Studies program violated state law and that Huppenthal would have to decide whether to withhold funding.

    Huppenthal, a Republican, had voted in favor of the ethnic studies law as a state senator before becoming the state's schools chief.

      We are 13th in the world in education of industrialized nations.
      Don't teach reading, writing or math..
      Don't concentrate on the sciences.
      Don't teach the Constitution.
      Don't teach children to make a living or how to be good husbands and wives or fathers and mothers.
      Teach dissention, hate and blame someone else for your social problems.
      And then tell the taxpayers they have to pay for it.

      I'm a Hispanic Tucson native, the program their talking about is La Raza and its nothing short of fascist breeding ground for mexican style youth revolutionaries and furthering of entitlement belief. These programs are illegal, waste of money and unethical often led by self-described bleeding heart liberal teachers who honestly don't understand what their talking about and are transplants to Tucson and the southwest form some mid-western college. There are huge problems in the southwest regarding immigration, most of it has to do with the fact that Mexico has a large racist european population that refuses to take care of its native indians. The Mexican government laughs at the welfare we pay to its citizens on their behalf. Its time for Mexico, the spanish, french and european families who control mexico, to take care of their own.

      Having gone through the teacher credentialing program in California, I can honestly say that the Chicano Studies program at Cal State Northridge is nothing but anti-American racism against anything or anyone that is not Hispanic. I have never heard more garbage spewed from anyone that could equal that of the Chicano Studies (so called) professors. Furthermore, the most racist group I have ever seen on campus had to be MeCha. They were physically intimidating and violent to anyone who disagreed with them and this happened to several people I know on more than one occasion.

      I went to that school district. 1997
      Took those Mexican American studies classes (MECHA) for about a semester as an easy way out. They were very race driven. Very divisive. Because of those classes I chose to speak English only to my children. Best decision I ever made.

      why is it always the white countries who have to stretch their curriculum to cater to non-whites? why is it always whites who have to intermarry or else be villified? why is it always white nations who have to have open borders or else be villified by the entire world? does any non-white nation ever do these things, are non-whites ever called racist for not wanting to intermarry?

      I don't have a problem with ethnic studies as long as all views are represented. I got a feeeling they would be bawling racism if there was a caucausian studies class. Funny how the knife doesn't cut both ways.

      We are Americans. When everyone stops segregating by way of the hyphen we might have a chance to become one nation indivisible. Just a thought. Everyone coming here should assimilate and want to be an American. Period.

      My grandparents came from Italy. My dad spoke both Italian and English in order to communicate with my Grandparents when he was young. But when I asked to be taught how to speak in Italian I was told no way. My father said I am an American and not an Italian. He said in America we speak English and that's all I was going to speak. Now we have idiots that can't see the division, segragation and hate that is prevelant in the hyphenated communities. Sad. Very sad.

      Everyone keeps on asking why? Why not more science, math, reading, ethics, etc........Answer..................they want a society of undeucated fools that think they are entitled to something based on how they were told they were treated in the past. If you get a whole bunch of idiots arguing about race,sexual behavior ansd being wronged; they will not see what is coming their way.
