    Billion-Dollar Disasters 'Harbinger' of Future Extreme Weather: NOAA

    SAN FRANCISCO — The 12 $1-billion-plus disasters that hit the United States this year are most likely not simply a matter of the stars aligning against us, according to the head of the National Oceanic and Atmospheric Administration (NOAA), who implicated climate change as a contributor. 

    Climate change, caused by carbon dioxide and other greenhouse gases humans have emitted, is expected to increase certain types of extreme weather, leading to more disasters, according to a report being assembled by the Intergovernmental Panel on Climate Change (IPCC).

    "The report that was released by the IPCC on extreme events suggests that what we are seeing this year is not just an anomalous year, but a harbinger of things to come for at least a subset of the extreme events we are tallying,"said Jane Lubchenco, NOAA's administrator, during a press conference held here this week at the annual American Geophysical Union meeting.

    A summary of the report released in November predicts an increase in certain types of extreme weather, including daily high temperatures, heat waves, heavy precipitation and droughts, in some places. [Photos of Devastating Texas Drought]

    Costly disasters

    With this increase in extreme weather there will likely be an associated uptick in costs. Earlier Wednesday (Dec. 7) the agency announced that this year, so far, had broken the record for costly, weather-related disasters,including drought, wildfire, tornados, flooding, a blizzard and a hurricane. She noted that the agency is still tallying costs related to Tropical Storm Lee and the unseasonable snowstorm in the Northeast that occurred over Halloween weekend.

    "I believe there are probably four reasons why we are seeing an increase," said Lubchenco, referring to the number of costly events. "One is there are more extreme events, period, but it is more complicated than that," Lubchenco said, adding that the country now has more people, who have more stuff to lose in disasters, and more people and their stuff now reside in harm's way, such as along the coasts. More people also have insurance that pays for their losses, magnifying the costs associated with a disaster.  

    The previous record, for nine $1-billion-or-more weather-related disasters was set in 2008.

    Climate-change connection

    Of the types of extremes that battered the country this year, only certain large-scale phenomena among them —such as heat waves, droughts and heavy precipitation —have links to climate change.

    "We are likely to see more and more of them down the road as climate continues to change," she said.

    The connection between small-scale extreme events, such as a localized hailstorm or a tornado, and climate change is less understood, she said.

    Since about 1970, NOAA's Climate Extreme Index —which tracks the percentage of the country affected by climate extremes over time —has shown an upward trend that is notably different than the activity in earlier decades, she told an audience of scientists at a talk earlier in the day.

    This trend is driven by daily highs and lows, availability of water and heavy precipitation in a single day. Most notably, since 1970, more of the country is experiencing unusually warm nights, with less of the country experiencing unusually cool nights. This particular shift is significant, she said: "Warm overnight lows are related to heat stress in both people, and plants and animals; they never get a chance to cool off."

    Likewise, while the country has had periods of severe drought, such as during the Dust Bowl of the 1930s, it has never become drier and wetter at the same time, as has happened in the last decade, she said.

      Eric1 is a typical example of the current environmental extermists. His posts reflect blind ideology and judgements about issues and people of which he apparently knows little except that it dieverges from his world view so therefore is suspect. He draws false conclusions from his prejudices regarding people of which he knows nothing of their scientific/educational credentials or their research. Ditto with Steppenwolf.

      When presented with the hard, irrefutable data that the most predominant constituent which makes up 95% of the total of greenhouse gasses is water vapor, they go into denial and diverge off topic into eratta such as strip mining, landfills and ocean dumping.

        No, when presented with figures we generally like to check the sources to determine their voracity. For example, most papers I've seen place water vapor's contribution at roughly 60%. However the exact number is beside the point, so even assuming you're right (which i doubt) how do you determine the impacts of the change of the 5% contribution? The answer is of course, you haven't. You've just parroted a (probably made up) figure and attached your own meaning to it. You're a prime example of the intellectual laziness of your position.

      CO2 is currently at about 380ppmv concentration in the atmosphere. This is one of the lowest levels in the geologic history of the planet. During the late Ordovician ice age, CO2 levels were over 4000 ppmv. The geologic record shows no correlation between CO2 levels and global temperatures. CO2 does play a small but relatively unimportant role in the Earth's greenhouse effect. Of all the greenhouse gasses the most predominant and effective component is water vapor which makes up over 95% of the greenhouse gasses. CO2 makes up only about 3.6% of the total volume of greenhouse gasses. Human contribution to CO2 levels average out to be about 0.117% of the total. Even if we cut our carbon dioxide 'footprint to zero, it would have no impact on Earth's greenhouse effect.

        So you're saying.. pollution is a good thing? Burning off forests, strip mining, landfills, ocean dumping, and greenhouse gases -all inconsequential, all trivial and to no effect on the environment or quality of life for future generations? The Ordovician age was more then 450 million years ago, and that the composition of the atmosphere was different only means that the primitive life forms of the time had evolved to survive in that extreme, just as there are tubeworms that live near the vents of underwater volcanoes, neither place fit for human colonies. The gases in our atmosphere represent a fine balance, one that we have evolved into, changing that balance will have consequences.

      OK, since you like "studies", there's one by the University of SanDiego that finds plants consume 45% more co2 than previously thought, which makes all the current figures for the projected rise of co2 levels totally inaccurate. Again.

      As for the article above, the costs are based on a dollar that's now worth about 30 cents, and more people are now living in the way of said events. Build your house in a flood zone and then complain when it's washed away, or on the side of a mud hill and complain when the hill slides out from under you. Since when is a winter storm in the winter unseasonable? Holy crap what a natural disaster.

      I wonder about the timelines, and the speed at which the climate is changing, but that we are causing climate change, I think there is little doubt. The earth's breathable atmosphere is a layer less then a mile thick, we are running 100's of millions of cars, trains, trucks, planes etc. each day producing millions of metric tons of pollution, not to mention industries that create products for 7 billion people, clear-cutting forests, ocean dumping, landfills etc.. to deny that we are changing the world is very foolish..

      It is no longer possible to trust any information reported by the media or even our own government agencies, is it...all controlled by the money. Even NOAA has to report what the government tells it to, even when you can still access their original data, and it contradicts what they report. This has happened before, in other countries - never to this extent in this one. If we want these freedoms back, we may have to fight for them again.

      Carbon Dioxide is miniscule in climate change compared to water vapor (clouds) .01% vs 4%. The climate change hoax is all driven by the desire for more tax revenues, particularly by our socialist bretheren in Europe, who are still trying to rescue their failing socialist policies that are bankrupting them. You cannot get into people's wallets unless you can make them feel guilty, and the carbon dioxide hoax is the newest "feel bad" technique for doing that. If the carbon tax fails, look for another new "feel bad" scam to get into your wallet.
