    Bills to cut foreign aid to Israeli doves on hold

    JERUSALEM (AP) — Controversial bills that would slash foreign funding for dovish Israeli groups have been put on hold after objections by some Cabinet ministers, the state's attorney general and foreign governments, an Israeli official said Monday,

    The bills, approved Sunday by a ministerial committee, would limit donations by foreign governments or international bodies to a single group to 20,000 shekels, or about $5,200, a year. They would also slap a 45 percent tax rate on the contributions.

    Opponents see the measure as an attempt to muzzle dovish groups critical of the government — and as such, as a dangerous infringement on Israeli democracy. Since their initial approval, the measures have figured prominently in newspaper columns and on radio talk shows.

    "The government fears for the security of its regime, not the security of the state," wrote Boaz Okon in Monday's edition of Yediot Ahronot newspaper. "It therefore exploits its power of legislation to shut people's mouths."

    Taking the opposing stance, the paper's leading commentator, Nahum Barnea, wrote that "not only right-wingers, but almost every Israeli feels discomfort when a state such as Norway, Britain or the European Union funds left-wing political activity within Israel's borders."

    "Involvement of foreign governments in the political game within Israel smells fishy," Barnea said.

    The bills were drafted after Israel-based groups funded by foreign sources gave critical testimony about Israeli military conduct during the 2009 war in the Gaza Strip to a U.N.-appointed commission. The panel concluded there was evidence Israel committed war crimes there, but the author of the report later toned down the criticism.

    The bills have been referred to the full Cabinet for a debate instead of proceeding to parliament for a vote, the Israeli government official said. No date has been set for the debate, he said, speaking on condition of anonymity because he was not allowed to talk to the media about closed discussions.

    Western governments oppose the bills and the official said a top aide to Prime Minister Benjamin Netanyahu warned the ministerial committee of "international repercussions" if the bills passed parliament.

    Attorney General Yehuda Weinstein called the draft legislation unconstitutional and predicted it would be struck down by Israel's Supreme Court, the Justice Ministry said.

    Although the proposed legislation would apply to all "political" groups, critics saw it aimed specifically at leftist organizations, which receive donations from official bodies, while hawkish groups generally receive their millions from wealthy Jews.

    The bill is the latest of several pieces of legislation advanced under Netanyahu's government that critics say mean to stifle dissent and pluralism.

      Our government is silencing any group that may expose their crimes whether directed against Palestinians or Jews
      The "Wealthy American Jews" that donate millions to build settlements on stolen Palestinian lands are welcomed by our government, providing that a cut is given under table (in Ehud Ulmert case)

      Maybe the US should consider limiting donations and taxing the heck out of contributions to groups such as AIPAC and JDL. Of course, "not only [left]-wingers, but almost every [American should feel] discomfort when a state such as [Israel] funds [right]-wing political activity within [the US's] borders."

        Jerry, nice you're worried about Mitt's potential anti-semitism and not worried about Bibi's anti-Christian racism. You probably think Israel is a democracy for all its citizens. Just ask an Israeli Christian or an Israeli liberal female how they feel about equality in Israel.

      Israel needs constitutional laws. Something in writing for basic human liberties. Zionism is an ideaology that was founded on the 19th century principles of nationalism and racism. The same principles that founded Nazism in Germany, Facism in Italy and Francoism in Spain. However, Zionism was ignored by the allies of WWII because they were practicing their ideaology and annexing territory in a third world country that had little to no trade value. The UN and the US need to put pressure on Israel to reform its government and become one with the majority Palestinian people. End the Zionism.

        Not whatsoever. Zionism is the political embodiment of the Jewish principle held for millennia that believes in a sovereign homeland for the Jewish people. To call that racist is to call the belief in the establishment of the United States for the American people racist. The Jews are by far the majority in Israel, hence the name "The Jewish State".

      Israel is not a democracy. They take pride in being the "only free state in the Middle East" but they aren't. Military service is compulsory in Israel, the left wing parties are not allowed to operate without LITERALLY being criminalized and investigated, and Netanyahu is currently seeking to slash free speech rights. You can find an article about "free speech" in yesterday's Haaretz newspaper.

      There is no way to sugarcoat Israel's regime anymore. Oppression, racism, apartheid, fascism, ethnocentrism, atheism, and perversion. Is that the "Jewish State" America supports? Modern Zionism was spearheaded by an athiest Austrian Jew named Herzl, who condoned the terror of Jews, to make them come running to the Zionist state for identity and protection.       If you think "perversion" is going too far, search "Israeli soldiers hit on minor muslim girls" in YouTube. You'll see it's obviously not fake. Also search, "Israeli Soldiers Beat Jews" for helping Palestinians in Hebron.

      When will Americans realize that these aren't even Jews they are supporting, but a bunch of atheists fighting for their right to be evil? Chassidic and Orthodox Jews in Israel do not support Zionism, not this brand of Zionism. A land for Jews does not mean the expulsion of all other people by violent means. And if Jews had just come back to what had become Palestine, and lived alongside the current inhabitants, things would have been SO much different. But no, they wanted to move back, clobber people over the head, take their homes and lands, and turn those people into refugees while oppressing the people who stayed.

      These groups are the equivalent of anarchist/communist groups in the U.S. whose funding comes from extra-national sources, and whose main goal is to destabilize the rightful government and try to change the social order to what they see fit. No other country allows political dissent to the extreme that Israel does, yet it is lambasted for trying to outlaw people being directly treasonous to the State. Anyone else find that a bit ridiculous?

        Israel doesn't slaughter innocents.. you have them confused with Hamas. And the fact that the Palestinians decided that they want the land that Israeli settlements exist on to be part of their yet-nonexistent state does not make the settlements illegal, Lazyr. The "border" between Israel and the west bank is merely the armistice line that existed between Israel and Jordan before the 1967 war. I don't see why it should have any bearing on current negotiations to give the Palestinians, a nationality invented within the last few years living within land that used to belong to Jordan, a state.

The Republicans' criticisms of Obama on Israel are based on their support of Netanyahu's political faction, and they turn it into support of Israel. Tzipi Livni's Kadima ran on the slogan, "Don't believe Bibi", before Sarkozy's open mic statement. Germany's Angela Merkel told him that she doesn't believe anything he says. And British Prime Minister Cameron avoids him, like the plague.

      These groups have little support in Israel. Much of their money actually comes from European governement "foreign aid' funds. The US has a law that requires NGO's and lobbying groups to report their foreign sources of money. At the least Isreal should have the same.

Only three months ago the Zionazis banned Israelis from boycotting products made in illegal settlements (despite the UN and international laws banning the sale and export of these goods). Peace Now and other Israeli rights groups have come under increasing pressure from the far right racist Zionazis. Zionazi "democracy" means we are free to oppess and bully and threaten anyone who opposes our Nazi policies.
