    Block of OTC morning-after pill sparks debate

    WASHINGTON (AP) — It's the morning after and the controversy over how to sell emergency contraception still looms.

    The Obama administration's top health official stopped plans Wednesday to let the Plan B morning-after pill move onto drugstore shelves next to the condoms.

    Overruling scientists at the Food and Drug Administration, Health and Human Services Secretary Kathleen Sebelius decided that young girls shouldn't be able to buy the pill on their own, saying she was worried about confusing 11-year-olds.

    For now, Plan B will stay behind pharmacy counters, available without a prescription only to those 17 and older who can prove their age.

    It was the latest twist in a nearly decade-long push for easier access to pills that can prevent pregnancy after unprotected sex, and one with election-year implications. The move shocked women's health advocates, a key part of President Barack Obama's Democratic base, as well as major doctors groups that argue over-the-counter sales could lower the nation's high number of unplanned pregnancies.

    "Secretary Sebelius took this action after careful review," Obama spokesman Nick Papas said. "As the secretary has stated, Plan B will remain available to all women who need it, and the president supports the secretary's decision."

    Sebelius' decision is "medically inexplicable," said Dr. Robert Block of the American Academy of Pediatrics.

    "I don't think 11-year-olds go into Rite Aid and buy anything," much less a single pill that costs about $50, added fellow AAP member Dr. Cora Breuner, a professor of pediatric and adolescent medicine at the University of Washington.

    Instead, putting the morning-after pill next to the condoms and spermicides would increase access for those of more sexually active ages "who have made a serious error in having unprotected sex and should be able to respond to that kind of lack of judgment in a way that is timely as opposed to having to suffer permanent consequences," she said.

    The move will anger many Democrats. Sen. Patty Murray of Washington, a member of the Senate leadership, already was asking Sebelius to explain her decision. But it also could serve to illustrate to independents, whose support will be critical in next fall's presidential election, that Obama is not the liberal ideologue Republicans claim.

    Nor will this end the emergency contraception saga. In 2009, a federal judge said the FDA had let politics, not science, drive its initial behind-the-counter age restrictions and said it should reconsider. At a hearing scheduled in federal court in New York next Tuesday, the Center for Reproductive Rights will argue the FDA should be held in contempt.

    Sebelius' decision pleased conservative critics.

    "Take the politics out of it and it's a decision that reflect the concerns that many parents in America have," said Wendy Wright, an evangelical activist who helped lead the opposition to Plan B.

    "This is the right decision based on a lack of scientific evidence that it's safe to allow minors access to this drug, much less over-the-counter," said Sen. Chuck Grassley, R-Iowa.

    FDA Commissioner Dr. Margaret Hamburg made clear that the decision is highly unusual. She said her agency's drug-safety experts had carefully considered the question of young girls and she had agreed that Plan B's age limit should be lifted.

    "There is adequate and reasonable, well-supported and science-based evidence that Plan B One-Step is safe and effective and should be approved for nonprescription use for all females of child-bearing potential," Hamburg wrote.

    Pediatrician Breuner said taking Plan B, which contains a higher dose of the female progestin hormone that is in regular birth control pills, wouldn't harm even young adolescents.

    Sebelius didn't raise safety concerns. She said maker Teva Pharmaceuticals hadn't proved that the very youngest girls who might try Plan B would understand how to use it properly.

    A Teva-funded study tracked 11- to 17-year-olds who came to clinics seeking emergency contraception. Nearly 90 percent of them used Plan B safely and correctly without professional guidance, said Teva Vice President Amy Niemann. But Teva wouldn't say how many of the youngest girls were part of the study.

    The company was determining its next steps.

    Taking Plan B within 72 hours of rape, condom failure or just forgetting regular contraception can cut the chances of pregnancy by up to 89 percent. But it works best within the first 24 hours. There are two other emergency contraception pills: a two-pill generic version named Next Choice that also is sold behind the counter, and a prescription-only pill named ella.

    If a woman already is pregnant, the morning-after pill has no effect. It prevents ovulation or fertilization of an egg. According to the medical definition, pregnancy doesn't begin until a fertilized egg implants itself into the wall of the uterus. Still, some critics say Plan B is the equivalent of an abortion pill because it may also be able to prevent a fertilized egg from attaching to the uterus.

      Morals? Parents are not responsible for teaching morals these days. They are too busy with careers to be bogged down with something as unimportant as parenting. Abortion would not even be an issue if we had parents at home actually parenting their children. This pill is just an easy way for stupid people to make up for their idiocy.

        Kids have too much freedom. My mom always knew what we were doing. She raised us well. The outside influence on kids these days can really trump anything the parent tries to do. Kids will always find a way to do what they really want. As we are trying to teach them not to sleep around, we also need to teach them that if they become sexually active, they can feel safe asking for birth control or condoms. You really have to play both fields and let them feel comfortable talking to you about sex.

        Hell society seems to think its good to make shows surrounded by teen pregnancy. Between parents, today's society (tech world) and the entertainment industry (what is best for ratings) no one care about morals, let alone how to take responsibility for actions. Whatever is easiest. Cheers Dustin! How about needing a license for parenting to cure the deadbeat parents. Then maybe abortion and the morning after pill would not be an issue. Having a child would be then a "privilege" and not a right to be taken for granted

      how about parents/families should be teaching better morals and behaviors! they shouldn't even be thinking about sex at 11 years old! Society is falling apart; these are the reasons why we have shootings and increases in gangs, etc- there is less guidance and teaching going on. Also the pill encourages "children" to be having sex and the hell with being responsible! Just do whatever and then take a pill later to save your butt! Do people realize that the rates of diseases would skyrocket, worrying about pregnancy does help keep those down.

        The outside influences can really have an effect on kids. As we teach to hold off on sex we need to let them know if they do become active to not be afraid to ask about birth control and condoms. At least they can be safe that way. They need the bluntly honest truth about life.

      Please, if parents taught their kids right from wrong with explicit details of what will happen (not could happen or might happen) should they get pregnant, then plan B might not be needed as often. Telling kids not to drink while you're holding a beer in your hand gives the same results as telling kids not to do drugs with a joint in your fingers or a syringe stuck in your arm. Screwing a different guy or gal a night while making it sound like fun (all that giggling and laughing while the house shakes) is NOT teaching your kid not to do the same.

      You want kids to wait to have sex? Then try raising them right in the first place.

      Why is it that the meaning of consequences is becoming so diluted? Sometimes the only way to learn from a poor decision is through the consequenses. If you take consequenses out of the equation the lessons will be lost and we take the risk that the poor decisions will continue if not increase. Yes, we have rights to make our own decisions. However, with that right also come the right and responsibility of accountability and suffering the consequences even when they really hurt. It is how we grow up and learn to make better decisions.

      Do you think a $50 pill is going to stop anything? How many will resort to stealing to get it because they can't afford it or just don't want to pay that price for it? Seems to me that while we soften the blow of one set of consequences....we just present more opportunities for more poor decisions and yet even more consequences in which Of Course.... we will need to soften the brunt of those as well. The disfunctional cycle is getting bigger and bigger...isn't it about time we stop it before it destroys us?????

      What ever happened to being responsible for your actions? If you can't handle the responsibility that comes along with possible pregnancy when you engage in sex; then don't have sex! I am so sick of of things coming about that allow people not to be held accountable for their actions. What is this pill saying to our young girls but, it's okay to have sex because if you think you might get pregnant, then you can pop this little pill and it will make that go away; ridiculous. This will only make the decision to have sex too early, even easier on young impressionable girls. This pill is absurd and should most definitely be behind counters, if it needs to even exist at all.

      birth control pills are also MUCH cheaper than plan b (which is under patent and expensive). Generics exist for birth control pills. As I said before, there is no real reason to force a woman to purchase an expensive, less effective, reactionary product when a generic preventative medicine exists and can be made OTC (if HHS decided to do so).

      People need to take responsibility for their actions. If you don't want to get pregnant, try the only method that works 100% of the time... DON'T HAVE SEX! And if you don't want young kids having sex, stop promoting it in movies and music that is geared toward preteens and teens. Our society has turned little girls into sluts with no self respect or moral conscience.

      This is a message to all the guys reading this. Wrap that raskle. Maybe it's just a one night stand, but if you are into the girl enough to get into her pants, give her the courtesy of not getting her pregnant. You've got all your life to find a permanent partner and stop wearing a condom. A real man takes responsibility and wears one until that happens. I certainly did.

      Plan B (Morning After pill) often works as an early abortifacient since at times fertilization has already taken place. In otherwords, it doesn't always work to prevent conception, so it shouldn't be put in the same category as condoms.

      Why not just make birth control pills ( a preventative measure) OTC?They are safer and more effective than a morning after pill. Sounds like some people prefer drastic measures rather than preventative measures.
