    Property tax bills anger Cook County homeowners

    CHICAGO (CBS) It's sticker shock in the mail. Tax bills went out to Cook County homeowners this week and the big jump in the amount due to many homeowners has some wondering if they can keep their house.

    CBS 2′s Dana Kozlov takes a look at how the dramatic jump in property tax bills is affecting people and what you can do about it.

    According to the Cook County Clerk's office, tax rates are up for schools, park districts, municipalities and other government bodies. Some of those tax levies have made double-digit increases in tax rates.

    The property tax reality was setting in with Markham homeowner Patricia Taylor on Wednesday.

    Asked if she can keep her house after receiving an $8,100 property tax bill, Taylor said, "I don't know right now. It's bad right now, it's really bad."

    That's because her property tax bill for her three bedroom, one bathroom house shot up from $6,400 last year to $8,100 this year — a whopping 27 percent jump.

    Taylor took time on her day off to head to the Cook County Assessor's office to see if anything could be done for herself and her mother.

    "What do they expect? I don't live in Beverly Hills, I stay in Markham and this is ridiculous," Taylor said.

    Kelley Quinn, spokeswoman for Cook County Assessor Joseph Berrios, said the office has had thousands of taxpayers like Taylor walk through their halls this week, wondering what was going on with their bills.

    Countywide, property tax bills will jump an average of almost 2.7 percent, according to Quinn.

    "What we're seeing are a lot of anxious people," Quinn said. "But what we're also seeing is once they leave here, they're satisfied and many of them are happy because they are seeing a tax bill that does go down a bit."

    Quinn said many of the people voicing complaints about their tax bills are senior citizens who didn't apply for their senior exemption, which they must do every year, because of a new law.

    Those seniors can still get their exemption with help from the county.

    But everyone else? They could be out of luck, because taxing districts — from schools to parks — needed the extra revenue and the taxpayers were forced to foot the bill.

    "So your local tax rates are going up, even though your assessments are going down, which results ultimately in a tax bill that could be a little bit higher," Quinn said.

    People who believe their tax bills are incorrectly assessed can appeal through the Cook County Board of Review, but dates for that are very specific and depend on your township.

      Why do senior citizens, who our politicians know will probably have some difficulty remembering things, have to file every year to get an exemption? Oh i forgot, that's because our politicians are predators that prey on the weak and the old and those without the ability to fend for themselves!         David, you are right on. Once you hit "senior citizen" status you should have to file once and that's it. But... we need to provide that 35$ an hour union job to process all of those yearly forms don't we? Vote them out. I wouldn't live in Crook County for anything.

        @ Dave L ... I couldn't agree more. Tea Party used to have my support; but after their backing of one dumb candidate after another - Sarah Palin, Michelle Bachmann, etc; Tea Party no longer have my support. I don't want USA to end up like the movie "Idiocracy".

The only thing capitalism is good for in this state is to keep fueling corruption, especially the corrupted libs and Dems..and dont dare to say anything about the other guy in DC..and yes there are some GOPs here as well, not good for Illinois.. In the last election we got rid of some crooked people. Hopefully in 2012, if we do our math, put our heads together, we can get rid of some more corruption.. just wishful thinking. people in Illinois will never be free from corruption.

      I am a Certified Residential Appraiser and listen to me: The only way you can beat these Crooks is by filling an appeal within 30 days of the Assessment Letter they send you, dates vary depending on your township. Do not settle for the assessments they indicate, those are usually garbage and based on sales in your neighborhood like from 3 years ago (another stupid Illinois law that they get away with). Unfortunately, many people are mistaken by thinking that just because they lowered your assessment value your tax bill will go down, it’s actually opposite, most of the time they increase the multiplier (tax rate) and still get their money plus more. You can try to file an appeal yourself but I would strongly recommend to use professionals – eithers appraisers or attorneys. And this is not an advertisement but a friendly advice. I have been fighting government crooks in Cook, Lake, Will and DuPage counties for some time and know what I am talking about. Most of the time for just a few hundred bucks you can save way more. I also like when local assessors discourage my clients from filling an appeal, telling them that an assessment of their property was fair but when I look into that usually it’s way over assessed and not even near where it should be. So anyone there who is upset with their property tax bills should stop sitting on their butts and do something about it cause no one else will.

      $8100 in property taxes for a modest 3 bedroom house? Even the $6400 bill is outrageous. Let's be real folks, there is no private property ownership in America anymore. Oh you can pay off your mortgage, but, if you don't pay your property tax bill your property will be confiscated from you. Private property ownership has, long ago, been reduced to a privilege, not a right. Our country has gone into the toilet the past 80 years largely due to liberal policies. I don't think most of this will ever be reversed. With that idiot president and his minions, things have gotten and will continue to get much worse. I'm 62 and don't have that many years ahead of me. All I can say to our young people is, good luck. Your parents and grandparents put this crap in charge of our country and this is what you will have to live with.
