-- Fox News' Megyn Kelly discussing pepper spray and the weekend clash between police and Occupy protesters at the Univ. of California-Davis with Bill O'Reilly on Monday night. The Fox News hosts speculated that the pepper spray used in the UC-Davis incident may have been watered down. "They should've had more of a reaction than that," O'Reilly said. Kelly, though, tried to make it clear she was not downplaying what happened to the students. "That's beside the point," she said. "It was something abrasive and intrusive."
