    Could debt-ceiling stalemate cause another hit for housing?

    It's tough to see, given the onslaught of brutal economic and political news that has dominated recent headlines, but Thursday actually brought a sliver of good news about the beleaguered housing market: The National Association of Realtors reported that its measure of pending home sales climbed by 2.4 percent in June, followed a strong but oft-forgotten 8.2 percent rise in May.

    Thursday's report surpassed the Bloomberg consensus forecast for a 2 percent drop. But despite the signs of new life in the housing market, potentially terrible news looms on the horizon. If Congress and President Obama can't find agreement on raising the nation's borrowing limit, the housing sector could suffer another big hit.

    Housing remains the economy's most troublesome problem child. Unlike consumer spending and hiring, which each surged briefly during this slow-and-go recovery, housing has stayed in near free-fall (except for the period when federal tax credits were propping it up artificially) throughout the country since the financial crisis.

    Home prices continued to fall, year over year, in the Case-Shiller numbers released this week. Home sales and home-building levels remain extremely depressed, and with them, employment in real estate and construction. A glut of foreclosures continues to clog the market.

    Those problems figure to compound under almost any scenario in which lawmakers fail to raise the debt ceiling in time. If the government defaults on its debt, or if rating agencies downgrade its credit score, interest rates figure to soar—and likely, mortgage rates with them.

    Equally troublesome is the possibility of the federal government prioritizing its bills, having run out of borrowing authority, and skipping payments to contractors, government workers, or beneficiaries of social programs such as Medicare or Social Security—leaving a lot of Americans with a lot less money to buy a house or make a mortgage payment.

    Analysts' estimates of how much that would hurt the market range from "a bit" to "a ton."

    "If Congress fails to raise that ceiling then the U.S. housing market would most likely experience a severe double-dip contraction marked by much lower home sales and depressed house prices," Christian E. Weller, a senior fellow at the liberal Center for American Progress, wrote in a white paper earlier this year. "That, in turn, would spark a return of the economic pain of the past few years for many families as foreclosures would remain at or near record highs, and jobs in key sectors, such as construction, would disappear again."

    Mark Calabria, a housing expert at the free-market Cato Institute, predicts a price decline from increased interest rates would "be minor, no more than 5 percent." The length of the impasse beyond the drop-dead date of August 2 is key, he added.

    "Anyone with any sense has already decided not to close on their mortgage on either August 2 or 3. Or to go mortgage shopping those dates. So if this lasts less than a week, then the impact will be relatively short lived."

      I am a carpenter with a passion to build homes. And do so with pride. And now can't even get a job at wendys cause my whole resume is const. related. My whole family has been devastated by the houseing crash brought on on crooked banks. Whom I am sad to say we bailed out. Now if you where one of the unfortuneate ones now own a home that is only worth half of what was paid for it. I can only imagine their sorrows. But any way where is all the help for all the out of work construction workers. We bailed out the banks we bailed the oil industries favorite auto industry. Cause they where to big to fail. So the construction trades which are a lot more honorable then any bank I know gets the shaft. Jesus was a carpenter too I'm sure he would agree shame shame shame on those crooked banks!!!

        I am also in the same boat, you can't lend money to people who can't pay it back, also they made it so easy the scum of the earth moved into nice neighborhoods In Canada the housing market is strong because you need 20% down to purchase those who unwilling to sacrfice or save rent!

        I think you future will be in building bridges and such for the highway department as a carpenter. Housing is overdone and there is enough inventory for our children & their children before it comes back.

      Social Security is our money, not given to us but paid in over the years. For some of the elderly that is their only income. Not paying them is going to put a lot of old people on the street.

        The rich don't care about Social Security because they don't need it. That's why they call it entitlement (even if we paid for it all of our working lives). The rich don't care if the much of the country is making it below or near the defined poverty level. All they care about is making more money and not paying any taxes. If I was in charge I would outlaw rich people and reward any poor schmuck that takes any of the rich out (and I don't mean out on a date).

      Social security and Medicade are paid for by us. There should not even be a question about cuts. It is not the governments money. They already stole 2.5 Trillion and are supposed to pay it back to social security. Cut the foreign aid and welfare to illegals. Stay away from OUR PAID BY US MONEY

        SS and Medicare are self-funded and not part of the deficit. The SS surplus didn't get there by accident. Reagan knew the boomers would retire in 30 years so increased the tax rate so that the money would be in place to pay for their retirement. The Medicare tax rate is 1.45% and has been for decades. If it was allowed to raise along with private insurance company premium increases, there would be a large surplus also to pay for future health care needs of retirees. Too bad the Department of Defense isn't self funded.

        Medicare and SS are part of the deficit. They are 70% of it. The Medicare and SS "trust fund" or "lock box" doesn't exist all that money is spent yearly.

      Having paid INTO SS for more than 40 years, it is NOT an entitlement, it is a RETURN of monies paid into what was supposed to be a TRUST fund.
      The fact that the politicians have been STEALING REGULARLY from it is beside the point.
      And the jailed Madoff for LESS!!

        Everyone elected to a government position is on a form of welfare. they are living off the taxpayers. Time to eliminate elected welfare. treat them like the military that protects them. Provide them with equal pay and housing appropriate to the armed services. eliminate the perks. no more royal treatment and all raises and medical coverage voted on by the people that elect them. GETT THE BOTTOM FEEDING LEACHES OUT OF WASHINGTON D.C.

      If one single dollar to Social Security or Medicare recipients (who didn't ask to pay their lives into it...but were FORCED) is cut while we continue to give money to rich countries like Israel, bail out scumbag banksters who turn around the give themselves huge bonuses, pay our so-called representatives a hefty life-time pension for a couple years work, and spend trillions on phoney wars that provide ZERO BENEFIT to the average citizen....there will be a revolution.

      All I can say is that social security checks better go out to the retirees who paid into the SOCIAL SECURITY TRUST FUND. They and their employers were forced to pay into that system and the thieves in Washington spent that money instead of investing it like they should have. That money should not have been touched. If it wasspent and they are not paid hat means the US Government has been running a ponzi scheme and we all ought to go to DC and arrest each and every congressional representative for fraud!!!! Especially the one who have been in office for a while like Harry Reid, John McCain, Nancy Pelosi, and all the other old timers who ent the money that wasn't theirs to spend. THIEVES!!!!!!!

      Housing is a smoke and mirrors game---lots of people shouldn't be given mortgages but the greedy banks and slippery politicians (needing votes) make sure these programs continue--and they go bust and who gets stuck: the taxpayers. Time to rein in all the spending in this country. People have to realize they can't have it all. The old champagne dream on a beer income.

      The way that washington is going I think theirs wages should be the first to go. After that if more than two have a vote for their state, those jobs should go. one rep and one dem and if there is a tie vote we the people should vote to brake the tie. Maybe then they will leave our rights alone. What happen to any one that when to work for the gov. had to take s.s. after a date and year. I think it was sometime in the 80's.

      Don't let them fool you. It's the jobs. You know, the ones that are now labeled "Made in China" evertime you pick up something in a store. Check your appliances and cars. You'll find Chinese junk in those also. If it isn't made in China it's made in Pakistan or some other third world hell hole. Great, we improve their lives a tiny bit and destroy ours.

      If the jobs were still here we'd have all of the dollars we need to pay Soc. Security, infrastructure, healthcare and everything else. The wholly own subsidiary of our corporations, the Congress, allowed the jobs to go overseas.

      As far as the debt ceiling, President Obama should use the 14th amendment ploy immediately before the inexperienced, idiot, idealogical teabaggers completely ruin us.

      Hey Obama, Boehner, Reid, and the remainder of the Congress and Senate, if you truthfully want to cut the deficit then begin in your OWN HOUSE!! Stop paying the former Senators and Congressman who were voted out of office their full salary, and free medical care for life. This will prove to the Nation you truly do want to correct the errors of the past. Furthermore, stop using Social Security as your private piggy bank, giving away millions of dollars of OUR money to foreign countries, and to the enemies of this Nation!!!!!! There are other programs that can also be cut to save even more; how about cutting public housing funding by half? Cut complete funding for foolish research spending on programs that should not even taking place. There is also, yet another idea for the problems that this Nation faces, such as passing a “Flat Tax”, and all but eliminates the IRS. The IRS can remain to collect taxes from businesses. The citizens of this great Nation are fed up with how you all are driving this Country into the graveyard. People, I urge you to make your voice heard to our leaders. Fix it NOW or face another revelation!!!!!!!!

      This social security money is money that has been paid by us the American Citizens. Who does this government think they are to borrow that money and not put it back. It is not their money to touch. Why do we keep sending foreign countries money. We shouldn't be paying our troops to be in Iraq, Afghanistan and so forth. Those countries should be paying us to have our men and women over there. What is wrong with this #$%$ government? They sure don't work for the people anymore. They work for themselves and what they want. Start cutting the pay of the politicians and spend that money where it needs to be spent.

      I second what Disgusted just wrote, and add the following: Stop all foreign aid, funding for the three wars we're in - bring all our troops home immediately and put them on our own borders, and start closing unnecessary federal offices and eliminating many of them altogether. Our government is too bloated. It needs to go on a diet - NOW.
