    Education secretary says he feels ‘very badly’ for children in Texas schools

    Duncan (AP)Education Secretary Arne Duncan appears to be the first member of President Obama's cabinet to take a swipe at Rick Perry, the Texas governor and newly announced Republican presidential candidate. Duncan told Bloomberg Television that Texas schools have struggled under Perry, saying he feels "very badly" for children who attend them.

    "Far too few of their high school graduates are actually prepared to go on to college," Duncan said. "I feel very, very badly for the children there."

    Texas' ACT and SAT scores are lower than the national average, and the state is in the bottom 10 of states in estimated graduation rate, Bloomberg News reports.

    On the Bloomberg Television show that has yet to air, Duncan criticized "massive increases in class size" in Texas and said the state's recent spending cuts don't "serve the children well."

    Perry cut spending on education for the state's 4.85 million students by $4 billion for the next two years, about 6 percent across the board, from the state's education spending formula. Before these cuts, Texas ranked 37th out of 50 states in per-pupil spending, and 31st in average teacher salaries, the Dallas Morning News reported. A recent study found that about 29 percent of Texas freshmen in the 2006-2007 school year left school before graduating.

    The numbers aren't all bad for Texas. According to the National Center on Education Statistics, the pupil to teacher ratio in Texas is 14.56, lower than the national average. Texas students scored at around the national average on the National Assessment of Education Progress tests. The state has more poor children than most, with one in four children living in poverty, compared to the one-in-five national average.

    Perry and the Obama administration have butted heads over education policy for the past two years. (Obama passed up an opportunity to criticize Perry on CNN yesterday, saying he was going to "cut him some slack.") Texas is one of only six states that refused to adopt Common Core State Standards, an effort to get all states to agree to a national curriculum framework. Perry also criticized Race to the Top, the Obama administration's signature education program, which handed out money to states that adopted administration-approved reforms like teacher evaluation systems tied to student test scores.

    "I will not commit Texas taxpayers to unfunded federal obligations or to the adoption of unproven, cost-prohibitive national curriculum standards and tests," Perry wrote to Obama in January 2010.

    Perhaps one of the reasons Perry has so been so vocal about federal education policy is that his predecessor, George W. Bush, signed into law the No Child Left Behind law that symbolizes big-government interference in education to many conservatives. Perry has been clear that he thinks states should not face any federal mandates for their schools.

      in the 60's we did not have teachers aids and classrooms were full,the teachers taught and the students learned. why,because our parents wanted us to do better than they did. it starts at home,schools should not be babysitting services or restaurants. we said the pledge of aligance every morning. we did not dare get smart with a teacher because our parents would be notifed. and this was in a inner city,not the suburbs. check the students doing porley and look at their home life,it tell the whole story.

        I am a teacher and could not agree with you more. Parents are so laid back and want to be "cool" rather than discipline. It is so outrageous that these kids can talk back to teachers the way they do and how some administrators back down to parents and kids in schools. It is all about the levies and "you can't #$%$ parents off". Your kid is bad? OWN IT! They get an "F" OWN IT.

      The best education I had was in Texas, they wouldn't let me leave till I finished my work and sometimes I was there until 9:00pm. When I moved to Kentucky they just gave up on me. Kentucky's school system made finishing college very difficult.

      I chose to make sacrifices to put my kids in better schools. All states have better schools if you look for them, the schools I chose were rated exemplary. I purchase my home based on the school system my kids would be attending. I was a single parent with three kids. My son is in the top one percent of all military ASVAB scores. My son scored in the top percent on college entrance testing. Yes he did attend Texas schools. My youngest daughter national honor society yes texas public schools did it "with parent involvement" I am one proud dad, I did this on an income of less than 30k per year and no public assistance. I had high expectations of my kids and it shows now.

      Texas would have been held hostage to the Feds rules. Texas (as any other State) is coerced into accepting funds (carrot and stick) to implement Federally regulated programs that they are not allowed dictate under the Constitution (unfunded I should add because they provide money but don't tax for it).
