Tropical Storm Isaac continues to weaken as it heads north toward Arkansas, but storm surges and heavy rainfall have flooded areas in Mississippi and Louisiana. The Coast Guard and Louisiana National Guard are working to rescue people stranded by high waters in low-lying areas.
