    For jobless, more sleep and TV, but also more unpaid work

    At a time of record-level long-term unemployment, the question matters -- and not just for the jobless themselves. For one thing, if the unemployed aren't seen as using their time productively, it's harder to maintain political support for jobless benefits, which some have argued lately are too costly. For another, we can't accurately assess the damage done to the economy by having so many people out of work unless we know what else they're doing.

    One study last year found that much of the extra time gets spent sleeping and watching TV--leading to news reports that the jobless "frittered away" their time. Another analysis--this one released in January and co-written by Princeton economist Alan Krueger, who was announced Monday as the White House's pick to serve as the chief economic adviser to President Obama--pointed in the same direction. It found that people tend to devote fewer hours to job searches the longer they've been unemployed, and that sleep--especially "sleep in the morning hours"--increases as joblessness goes on. Together, the studies appeared to create a picture of the unemployed as lazy and unproductive.

    But a sophisticated new analysis (pdf) complicates that picture. In a paper written for the National Bureau of Economic Research, Mark A. Aguiar, Erik Hurst, and Loukas Karabarbounis, using data from the American Time Use Survey, found that the jobless do spend about 30 percent of their extra time--the time they would otherwise have spent working--sleeping or watching TV, and another 20 percent on other leisure activities. But around 35 percent is spent doing unpaid but nonetheless important work, like child-care and housework. And other investments--things like education, health-care, and volunteer work --account for another 10 percent.

    That jibes with what The Lookout found anecdotally when we asked readers who had been out of work for half a year or more to tell us about their experiences. Many described feelings of boredom, futility, and depression, leading to wasted hours in front of the TV or in bed. But plenty of readers told us about using the time more productively--whether by doing unpaid work, by bettering themselves, or by spending more time with their kids.

    The notion advanced by some that jobless benefits are being used to support a life of leisure is, at best, simplistic.

    But as Nancy Folbre, an economics professor at the University of Massachusetts, Amherst, notes, there's a limit to how much useful unpaid work the jobless can do. "They lack the capital, land, tools and skills needed to flexibly shift from wage employment to production for their own use.," she writes. "Even when they can make a partial shift, their productivity is likely to be lower in unpaid work than paid work."

    Folbre adds: "That's why involuntary unemployment represents such a waste of human capabilities and loss of productive output for the economy as a whole." That's true, it appears, however the jobless spend their time.

        You people calling for tariffs never seem to amaze me. Look into some history about them. Stifling trade between countries turning into tradewars is not the route we need to go. Theres other things you can look into doing with the tax codes and education in America that will help with the problems way better than just throwing the tariffbandaid at it... TARIFFS NOW!! ...its just a kneejerk reaction...

        How about giving me the job to decide whose lazy, and who isn't, and how they should spend their time, oh ya, this WAS America!Stop feeding and schooling and houseing immigrants and help our own. I am actually in the process of applying for disability, and I was sent a flyer, that if I was an immigrant, I could also get a medicaide card, but I'm not, so if I do get my SSA, I have to wait 2yrs for my medicare card. This is the truth, can you stand it!!!!

      I was out of work for 15 months, I was very depressed. Had no internet to search the web, no money for gas. I was self employed, so no bennifets at all. I really don't know how I survived but I did. I felt like I was dying everyday.
      So why don't you ignorrant, self centered, smart as%#s quit acting like you know what your talking about. Because you don't and God forbid that you have a hardship in your life

      All you Idiots who thinked the unemployed are lazy, I hope you get laid off so you can feel our pain. I know there are people that milk the system but there are also people like me. I have 11 recruiters and spend 2-3 hours scouring the internet per day. When there are no jobs to apply for, there are no jobs to apply for. Some day I apply for 20 and other days 3. The economy blows people. I only hope for those who say we are lazy get LAID OFF or there company goes under. People shouldn't criticize because one day it might happen to you!! IDIOTS......

      The willingness to work is more important than the ability to work. There are many people who are smart and healthy, but they don't want to work. This scenario is costing the tax payers money for more welfare assistance. The government needs to find ways in encouraging and enabling people back to work and become a productive member of society.

      two years ago i was working 60 hour weeks, My little girl that year failed school, i got laid off and devoted all my "extra" time making sure she understood what school is really all about, i succeeded, teachers tell me how productive she is now. This only happened because of the time i unexpectedly was given, fate works in mysterious ways!!

      I have worked 22years and now I am unemployed. I am not lazy I don't waste time. I have sent out resumes, made phone calls, been knocking on the door. I was told at one place they would like to hire me but they don't have a budject for another person as of yet. I been hearing that all over. I have paid into the unemployment system it comes out of our check either the company doesn't raise your pay rate to pay into the system.

      On comment was Death Penalty for the Unemployed..... This guy is a nut. I would like to work.

It seems like u government people keep getting richer and us poor people keep getting poorer. People make documentaries about whats going on with the economy and u or no comment or try to shut them down. Do u not want us poor people to see whats really going on well to late we know.       I am danielles husband and I have been out of work for two years now and I have applied everywhere for a job. I always get we will give u a call and after two days I end up calling them just for them to tell me we have hired someone for the job. I wish i had time to sit and watch tv or sleep I got three kids I take care of and work just as hard now as I did at my job. I actually watched more tv when I was working than I do now. So all u professors and people saying jobless people are more lazy than working people fuck u I probably do more work in a days time than u do in a week.

      Well, in the last 13 days I, my daughter, and Brother became homeless. On the positive side shes enrolled and attending school. Myself, I still have my job. My brother will stay woth friends and I am looking for a place for me and my daughter. My incomes $29,000 a year that is also honestly reported to the IRS, but I applied to a Federal Homeless Grant called HPRP 60 days ago when I had a house and townhome on hold - I was denied they said I dont qualify making $63,000 a year --- I warn people so not rent our rooms to try to keep your house instead of taking in income tax return wich shows the income earned and the amount in rent -- they took the individual tennants income inflaited it as mine and denied me ---so for the unemployed on a black leather couch in someones home looks good to me ....working for food in this economy looks better then working for money

      What I used to do when I was younger on the go all day and half the night, now I can sit on my couch and watch TV yet when I look outside there is a Mexican mowing my yard, a Vietnamese kid cleaning my pool, a Puerto Rican waxing my cars, and in the living room a German lady cleaning my house, while a Japanese guy is installing my surround system in the Movie room, Yes life is good! these days and all this at bargin prices Think God I was smart enough to work hard. So see Obama even I can create jobs. Maybe one dya all these people will be able to say the same thing, Go American Dream!!

      Anyone ever wonder what goes on in those Republican conventions? It goes something like this:

      First off it starts out by everyone claiming that "God has called them to public office".

      Then the rhetoric -

      "If you vote for me I will make government inconsequential in your life." (meaning if he's elected he'll do absolutely nothing for you).

      Republicans all cheer.. yaa !

      "If you vote for me we will repeal Obamacare" (meaning no affordable health care, no insurance for pre-existing conditions, no carrying you kids on your insurance till early 20's and 50 million Americans remain uninsured)

      Republicans all cheer.. yaa !

      "And if you vote for me we will eliminate all collective bargaining" (meaning no more voice for the American worker re their jobs and working environment)

      Republicans all cheer.. yaa !

      "If you vote for me we will KILL Medicare and Privatize Social Security (meaning there go Americans meager long time paid for safety nets)

      Republicans all cheer.. yaa !

      "And if you vote for me I will eliminate "minimum wage" and "unemployment insurance" and continue to give money to corporations that outsource your jobs" (meaning if your lucky enough to get a job, you will get paid what we want you to get paid or else)

      Republicans all cheer.. yaa !

      "If you vote for me I will "drown governement (that I've worked for for 20 years) in a bathtub" (meaning Americans you're on your own in any type of disasters occur and infrastructure starts falling apart etc etc)

      Republicans all cheer.. yaa !

      Then you hear two good ol' boys in the back saying -

      "Well Clem, that'll show Obammer and his middle-class Liberals"!

      The other guy thinks for a minute and asks "But Jethro, ain't we middle-class too?" LOL !

      Jethro takes pause then says, "Well heck, I never thought of that Clem, oh well he/she shore is purty!"LOL !

      Could go on but I could only take two minutes of this nonsense - LOL !"

      I find this article to be interesting!?! What buisness is it what we are doing? I worked my butt off for years attemtping to build savings and support my family. Now I am unemployed and for the first time in many years I actually get to attend family functions. Lets not forget that every pay check that I made over my entire career was taxed for unemployment benefits. Now when I am out of work people are wondering what I am doing? Thats hilarious! Thats like me paying for years for car insurance and then when I get into an accident the insurance company finding reasons not to pay! Typical Government rhetoric designed to damage the image of the American worker. I don't plan on being unemployed for very long but what about people displaced in fields that have no more labor!

      We are going to have to redefine the roll of goverment in our lives.The goverment has destroyed the economy, And offer goodies to those affected. We need to get control of the economy away from Washington. Let the free market dictate. Get rid of the income tax, and replace it with sales tax. We will all have jobs and the ability to create wealth. It is time to get rid of all the Great Society type of programs. I know more people who are scaming those programs, than are on them legimatly {DISABILITY BEING THE LARGEST}. Lets try capatilism for a while. We have tried and failed at socialism.

      Its not the experience that gets you the job. I was told out right by a friend in a large corporation HR dept.... "We are hiring fresh kids out of college because they dont know they can get 18 and hour... so they only ask for 10 or 12 an hour, which leaves you out in the cold at age 47 with 20+ years of experience. The boss dont care you have experience... he cares if you are cheap and easy like a 'two-bit hooker' who will sell her soul for the company name on your resume" ... cold hard facts of this economy.... The corporate bosses want to know they can keep their 4 homes boat 4 sports cars, 2 mistresses, wife 4 kids and still take 4 vacations a year. Guess what you taking 10.00 /hr is getting them that your 18.00/hr wont? THIS IS THE REALITY OF WHY THERES NO JOBS!
