The congressional panel probing the causes of the financial crisis has referred multiple cases to the Justice Department or state authorities for potential prosecution, according to reports. The people and companies implicated in the referrals aren't known, and a panel spokesman isn't commenting.

The Financial Crisis Inquiry Commission, which Thursday morning will release its final report on the causes of the crisis, has been criticized as ineffective and riven by partisan disagreement. But that image would likely change if the commission's work were to lead to criminal or even civil charges.
