Cash-Strapped San Jose Police Won’t Respond To Low-Priority Calls

SAN JOSE (KCBS) — Deep cuts to the San Jose Police Department budget are forcing the cash-strapped agency to make major changes to its response policy.

As a result of police officer layoffs, anonymous noise complaints, burglar alarms and non-injury car crashes will now fall under the category of 'non-response.'

More: View reactions in the CBS video report.

San Jose Police spokesman Jose Garcia said the department wants to get the word out as soon as possible so residents know exactly what service reductions to expect.

"To avoid frustration on the community's part, we'd just rather say look, these are the type of calls we will not be responding to because of the staffing levels," said Garcia.

Garcia said the police department also will transfer some emergency calls to other city departments.

"If the responsibility falls under a different department, and it's not a danger or hazard to the community, we may just refer them back to that appropriate department to handle and investigate," he said.

Last month, the city of San Jose laid off 66 police officers as a result of a multi-million dollar budget deficit.

My solution is simple... more traffic tickets, parking tickets, public disturbance tickets, ticket the heck out of everyone. As an inducement, we can take 5% of the money they earn by giving out tickets, and put it in a special "doughnut" fund that they can use during their many coffee breaks.

Never call the number '911' unless it is a serious emergency.

wow, this is just retarded. people need at least some sort of help if, lets say, someone breaks into their car and steals something. also, even if no one is hurt in a car crash, they do need justice cuz each side has a totally different story. if no justice is given, the situation might become worse. and the good part is - the police will still not respond! (sarcasm)

If your car gets broken into you should report it to the police over the phone. The police will likely not send an officer unless you have the suspect under citizen's arrest, or you know exactly who, and where the suspect is at the time of your call. That just makes sense to me. Regarding a vehicle accident, simply exchange identification, including drivers license info, insurance coverage info, then, report it to the Police by phone. if there is no personal injury, and if it is not a "hit & run, and the other driver is not obviously drunk, or looking to fight you, it is unlikely that the Police will send an officer. It is not necessary. Just report your side of the story to your insurance company.

Car burglaries don't often get solved. Don't store valuables (laptop, GPS, cash, backpacks, parcels) in your car, and your chances of being a victim go down. Even when the police take a report, car break-ins are rarely solved.

Your insurance company has investigators that will take statements from the involved parties and witnesses, inspect the damage, and determine fault. No need for the police to be involved if there is no hit-and-run or DUI involved.

There is a big need for the police to respond to accidents wether there are injuries or not. You need to have a police report to make an insurance claim. Any one who drives a car should know that..

I've seen groups of SJPD officers in Starbucks and at Paneras all over the area and at any given hour. Now, had they been performing their jobs, they may still posses it. Reminds me of Oakland when police officers would hang out at Raider games in uniform and on the clock.

HOW MANY COPS DOES IT TAKE TO CHANGE A LIGHT BULB? Great! Announce an open invitation to all robbers that the police will NOT respond to alarms or robbery calls, but funny I am still seeing 2 to 3 patrol cars to cite one traffic ticket? So, How many cops does it take to write one traffic ticket?
      • Utopia 9 mths ago
Just one Shirley....the others are there as back-up. Officers have been shot and killed while writing a ticket. They also might have been there to conduct a vehicle search. One watches the driver while the others search the vehicle. Officers have been killed conducting a vehicle search with their backs to the driver/passengers.

OK, I agree to that for our police officers' protection, since after all their first duty is protect us they deserve the same, but they can still save money by doubling up in their cars versus sending 3 cars they're still spending money on another vehicle and gas. Either way, there's not a win win situation. I feel that the public has soften up criminals, if minimum to no punishment why stop committing the crime? Like teachers, police officers are being more and more limited to what they can do.
      • Utopia 9 mths ago
I agree that police should be "doubled-up" when on patrol but they try to fool you into believing there are more police on patrol than there really are by having one to a car....smoke and mirrors.
The punishemnts metted out are an arguement you should serve on your local city councillor/state representative. The courts can only punish as far as the laws let them.

Someone behind this article is trying to persuade those wicked minds to create social turbulence by letting them know the police force deduction; hence making civilians feel unsafe, then, people will agree to pay more tax to support the police force; a self feeding system!
If the society has no crime or convicts, why do people even needed police forces!
      That is the point!

someone has to write speeding tickets and eat donughts!

Excuse me! If my business is being broken into and the police don't respond to my alarm. What am I suppose to go in and capture the thief myself? Perhaps there should be a salary adjustment be made instead of a laying people off.

Hire a private security firm that works for you first and only. Its called free enterprise. It used to be what made this country great. Before people and attitudes like yours came along...
      • J 9 mths ago
@ Derek, attitudes like hers? You mean because she is paying taxes for a service she expects when she needs it? I think it is your attitude that may need an adjustment.

@Catherine, they can't just cut their salary because they need the union to agree to it. That was one of many ideas the city proposed, but the union said no and that they would rather have fewer officers than take a pay cut. Then they use those cut officers to put out PR like this so that the community will be riled up and complain about the cuts to the police department.
      • Swashbuckler 9 mths ago
Before we go cutting salaries, does anyone know how much they make? I'm sorry. For someone who puts their life on the line every day, I think it's OK to have a decent salary. You know, miniscule increases in tax revenue can pay for this stuff, but the Republicans block all of that at every chance. Then, CA is forced to finance necessities through bonds, on which we pay interest. Republicans want to cut spending, well, you've got to live with the consequences.
    • Raymond  •  9 mths ago
They should just say; "We won't respond to calls that don't provide Revenue".
    • human  •  9 mths ago
I got a idea why not start billing people when they're called for noise complains and making alram companies that use police instead of their own response pay a part of the money they're making without hiking up fees. Kind of like you're going to be responsable for your actions. I know this thought is was out there being responsable for your actions , but it might catch on.

      San Jose is a pit.
    • Gonzoe  •  9 mths ago
so what the point in having a burglar alarm system?
    • J  •  9 mths ago
You people are throwing this way out of proportion. They never responded to these calls anyway. They did keep San Jose safe though. It used to be as bad as Oakland it will probably be that way again soon.
    • Enough already  •  9 mths ago
Oh this is just great. Vigilante law anyone?
    • J  •  9 mths ago
Wow 66 officers is a lot. To think San Jose was one of the safest places to live. F GOV BROWN
