Bulgaria bans Chevron from using 'fracking'

SOFIA, Bulgaria (AP) — Bowing to public pressure, Bulgaria's government says U.S. oil company Chevron cannot explore for shale gas in the country using the extraction technique known as "fracking."

Energy Minister Traicho Traikov said that under Tuesday's decision "Chevron can still have the right to test for oil and gas, but without using the controversial technology of hydraulic fracturing."

He says San Ramon, California-based Chevron had not yet been notified of the decision and negotiations on the contract are pending.

Over the last weeks, thousands of people gathered at protest rallies across Bulgaria to protest against shale gas extraction and the use of fracking, fearing it could have a hazardous impact on the environment and people's health.

Last June, Bulgaria granted U.S. oil company Chevron a permit to explore for shale gas in the northeastern part of the country. The potential reserves of shale gas in this area — the country's main grain producing region — are estimated at up to 1 trillion cubic meters.

Bulgaria, which is almost totally dependent on Russian gas supplies, has long pushed for a way to diversify its energy sources, including shale gas. It has said Chevron would prepare a five-year project worth euro50 million ($72 million) and invest euro4 million ($5.8 million) on environment protection.

Traikov explained that it was not possible to drill for shale gas with the permits already issued. He added that companies were required to submit a working program setting out the method of extraction, which had to pass various environmental impact assessments before it could be approved conclusively.

On Wednesday, Parliament is scheduled to vote a proposal on a total ban on hydraulic fracturing in Bulgaria and its Black Sea territorial waters. The draft was made by the ruling center-right GERB party and is expected to be approved with a comfortable majority.

Nice to know the government there at least listens to the people. Does not happen in the U.S. anymore. We have 'fracking'. And yes, I feel as though I am being 'fracked'. Ron Paul would stop it.

That's real good news...Chevron getting told to sling its hook.
They bought out Petroleum Direct, the wee Canadian company which originally made the find up Pleven way, when it became known, the size of the gas potential.
Bulgaria doesn't have extensive Oil and Gas legislation in anything like the countries surrounding the UK Continental shelf, (ever noticed the distinct lack of any significant Chevron presence in UK waters)
Chevron plainly thought to them selves "We're gonna make a killing here...there's no rules, so we wont be breaking any when we inevitably wreck the BG environment"
      Ha bloomin Ha !
What Chevron didnt bank on was the Bulgarian sense of self-determination, nor did they expect the bolt from the blue that shot them right in the backside in the form of the very extensive Environmental legislation that does exist in BG, in particular trhe huge swathe that is primarily concerned with the Subterranean Environment.
Ouch ! that's gotta hurt..all that dough paid out for PD, all the smarmy buttering up that went on courtesy of the US ambassador (check out The Sofia Echo and Novinite online for loadsa detail on that bit of skullduggery)...and no Production rights to show for it.

From the above article : " It has said Chevron would prepare a five-year project worth euro50 million ($72 million) and invest euro4 million ($5.8 million) on environment protection."

Peanuts...in oill and gas industry terms.....the likes of Shell waste more than that every day in just the Central North Sea.
Offering peanuts to monkeys, as Chevron obviosly take the Bulgarians for.
      BIG mistake !
Bulgaria, contrary to a lot of popular opinion, is not some backward third world country, to be bought off with a few peanuts, baubles, bright shiny things and as many freebie Tellies n stuff that characterised much of the way that business was conducted in early UK Oil business.
Bulgarians are in fact a very sophisticated and technolgically aware nation.
Aye, Chevron...they even have access to the Net , and know all about the disgrace that is the shale oil industry in the US, and the reams of pending court cases from folks that have had their lives blighted by Fracking and the inevitable pollution with subsequent health issues arising from it.
Now dont get me wong here, there certainly was a fair bit of snout-dipping going on by various BG politicians (including Bati Boyko - again , check out Novinite or if you can read Bulgarian , look through back issues of 24 уаса) ...but know what ?
Even they knew where to draw the line .
The Bulgarian people are large are fiercely proud of their country and have a huge sense of national identity.
It took them a long time to kick the Turks out of Bulgaria after many years of brutality, and ther's no way on this earth that they are going to go down the road of handing their land over to some foreign exploitation.

So ...bye bye Chevron, and close the door on the way out. ...and take your peanuts with you
