    Cable cos. to offer $9.95 broadband for poor homes

    NEW YORK (AP) — Cable companies said Wednesday that they will offer Internet service for $9.95 per month to homes with children that are eligible for free school lunches.

    The offer will start next summer and is part of an initiative the Federal Communications Commission cobbled together to get more U.S. homes connected to broadband.

    One third, or about 35 million homes, don't have broadband. That affects people's ability to educate themselves and find and apply for jobs, FCC Chairman Julius Genachowski said.

    "The broadband adoption gap in the U.S. is very large, and the costs of digital exclusion are high and getting higher," Genachowski said.

    The initiative, called Connect-to-Compete, also includes Microsoft Corp., which pledges to sell PCs with its Office software suite for $250 to low-income families. A firm called Redemtech is offering to sell refurbished computers for $150, including shipping.

    For those who can't afford those prices, Morgan Stanley is pledging to develop a microfinance lending program for community-based financial institutions.

    People are still signing up for broadband, but growth has slowed in recent years. For those who still haven't signed up, cost is a minor factor. Most say they're simply not interested or don't need it, according to a report by the Commerce Department based on Census Bureau data from last year.

    To help address the lack of interest and computer skills, Best Buy Co., Microsoft and nonprofits such as America's Promise Alliance and United Way are promising to support the initiative with training.

    All major cable companies are standing behind the $9.95 offer, which will be valid for two years. The price doesn't include taxes, but the companies are pledging to charge nothing for installation or modem rental.

    The minimum download speed will be 1 megabit per second, less than one tenth of average cable speeds. Brian Dietz, a spokesman for the National Cable & Telecommunications Association, said it will be up to the individual cable companies to decide what speeds they provide.

    The NCTA estimates that about 5.5 million homes that don't have broadband will be eligible for the offer. According to the Commerce Department study, 78 percent of households with school-age children already have broadband, making them far more likely to be connected than the average household.

    The big broadband gap is between younger and older households: Only 45 percent of people older than 64 have broadband. Black and Hispanic households were less likely to have broadband, even when adjusting for income, according to the study.

    Comcast Corp., the largest cable company and the country's largest Internet service provider, is already offering broadband to $9.95 to low-income families, with a 1.5 megabit per second download speed. It offered to do that so regulators would let it take control of NBC Universal.

        Because that would require a massive financial hit to the cable companies' bottom line... And believe it or not, whether you consider massive, wealthy corporations to be "job creators" or any other type of benevolent guardians of our society, they are ACTUALLY most concerned with their own profit.

        how else can they get the money to give it to away to those who cant or wont work??? We all pay for everyone else who wont work...I have no issue with those who need it. My issue is seeing the abuse of the system and no one seems to care!!

        For starters they could have had one before losing a job. Or gotten one as a gift. Or had a place like we have in Portland - Free Geek - that gives computers away for free. Or gotten one for free off Freecycle or Craigslist.

        It's not hard to get your hands on a cheap or free computer anymore.

        Agreed, they keep upping the price and speed but in reality most people don't need anything near 20 mp/s. A basic $20 package would work great for most people...at least those without teenagers....

      I'll bet that two things will happen. 1) These people will get a tax reimbursement for every dime they pay for internet service and 2) those cable companies will figure out how to pass the cost off the low fee on to the rest of us.

      Soooo I should sue for discrimination because I chose to work and pay my bills, even though I am just above the goverment's poverty level....So this is my reward? I have to pay the 29.95 for internet access and try to feed and clothe my children without a government handout. And yes Virginia, I pay my own health insurance too!

      i work at a school and see raggedy children all the time. It saddens my heart to see all these children's basic needs being ignored but parents come in the front door with their cell phone stuck to their ear, reeking of cigarette smoke and driving a big SUV! Now the are getting 9.95 Internet! Why can't ud working, tax paying people ever get a break?????

      Last Thanksgiving, my company decided to deliver Thanksgiving dinner boxes from Feeding America to needy families. I delivered 4. There was a 50" plasma with full surround in all 4 houses. One of the people wouldn't even take the box from me. She said, "Um yeah, just put it over there with the rest." She had a table FULL of donated food. We decided that we wouldn't be doing that again.

      I'm dropping Comcast, and will not buy my new computer or anything from Best Buy. Most "poor" people get all kinds of freebies--if you pay attention, most of them don't budget their money correctly--putting tattoos, drugs & alcohol ahead of rent and school clothes is not Responsible. If these companies continue to enable them, things will never change. I'm sick of breaking my neck working hard, being gone 12 hours a day to my job, just so I can support lazy people! I intend to boycott companies who ENABLE people who are not taking jobs that they think are "beneath" them!
