    Cameron to hold talks on Scotland independence

    LONDON (AP) — British Prime Minister David Cameron will hold talks with Scotland's leader this week on plans for an independence ballot, his office said Monday, with the two expected to wrangle over the timing of a vote that could break up Britain.

    Cameron will travel on Thursday for a first meeting with Alex Salmond, whose party has long campaigned for Scotland to leave the United Kingdom and go it alone for the first time in more than 300 years.

    Salmond hopes to hold the referendum in the fall of 2014, likely in September. A "yes" vote would lead to independence and a May 2016 election for the Scottish Parliament.

    With opinion polls showing that only about a third of Scots currently favor splitting the nation, Cameron and others opposed to independence are pressing for the vote to be held earlier.

    Scotland and England united in 1707 to form Great Britain, but Scotland gained significant autonomy after voting in 1997 to set up the Edinburgh-based Scottish Parliament.

    Its legislature has autonomy over education, health and justice and can make minor alterations to income tax. However, London retains primacy on all matters relating to Britain as a whole — including defense, energy and foreign relations.

    The other nations of the U.K. also have administrations with some limited powers. Wales voted for a national assembly in 1997, while the Northern Ireland Assembly was created to provide cross-community government in the province under the U.S.-brokered Good Friday peace accord of 1998.

    Salmond held initial consultations with Michael Moore, the British Cabinet minister responsible for Scotland, in Edinburgh on Monday, acknowledging there are "key points of disagreement" between the two sides.

    Britain's government and Scotland's administration also differ over whether 16- and 17-year-olds should be entitled to vote and over what question should be put to Scots.

    Alongside the choice to accept or reject full independence, Salmond has suggested the ballot could include a third option, backing increased autonomy and additional tax-raising powers for Scotland's government.

    "There is no question that we still have some way to travel to reach agreement on some important aspects of the referendum," Moore said following the talks.

    "I am still not convinced that the people of Scotland should have to wait nearly three years to have their say on independence," he said.

    Moore suggested that a vote could take place in 2013 and insisted Britain's government opposes the idea of adding a third option of increased autonomy to the ballot.

    "An independence referendum should be a straight question on independence. Whether Scotland should be part of the U.K. is the issue we are dealing with," he said.

    Salmond joked that his scheduled brief talks Thursday with Cameron are similar to the British leader's calls on his counterparts during overseas trips.

    "Courtesy visits are usually what prime ministers do to foreign heads of state — I don't know if that's what Downing Street meant to imply," Salmond said.

    Salmond insists that full independence, which would create a sovereign country of 5 million people, would bring greater prosperity and allow England and Scotland to better pursue their own national interests.

    He has pledged that an independent Scotland would keep Queen Elizabeth II as head of state.

      One wonders, should Scotland return to independence, will the Scots/Irish, in the 6 counties, who wish to be 'loyalists', be loyal to Scotland or the dissolving UK?

        The Scots/Irish in N.I. are nearly all Presbyterian and they would stay with the UK (unfortunately) Their leaders are advising the Scots not to break away. The Ulster Unionists are Unionists!

        A high percentage of the 30% of Scots who say they will vote for Scotland to leave the Union are Catholics .... If you know anything about British history in the last 400 years this should be obvious to you.

        Is that why President Obama had a meeting with Prince Charles during harvest time of the poppy fields in Afghanistan last year? Bringing back old traditions I figured. Filling the coffers with old methods, or not, but the timing was certainly conspicuous.

      It's not the breakup of Britian ... it's the breakup of the U.K. or United Kingdom for the AP journalists who wrote this bunk. And secondly, the poll in which AP cites that 2/3 of Scots opposed independence ... where was this poll taken ... Balmoral Castle?

        Loads of polls have been done in Scotland in the last 9 months. The results always show that between 28% and 35% of Scots support independence.

        Polls in England show that between 40% and 47% of English support Scotish independence, since devolution in the late 90's this has become a very one sided Union Scots get many benifits that the English don't like free university education (English have to take a £50,000 loan) they get free nursing homes for elderly (in England if you have assets like a home or savings, they are drained before any assistance is obtained ..... lots of other freebes as well. Each Scot gets over £2,000 p.a. more in public services than each English person. In Northern Ireland it's even worse! they get over £5,000 p.a. each spent on them than the English!!

        Another reason more English want it is because Scotland votes socialist, England votes conservative .... if the Scots go there own way we wont have to suffer any more Labour governments...... I have nothing against the Scots but it can't happen soon enough for me (trouble is I don't think they'll vote for it :o(

        Oh Joe ... and re your comment "It's not the breakup of Britian ... it's the breakup of the U.K. or United Kingdom" The title of the country is "The United Kingdom of Great Britain and Northern Ireland. But you are wrong anyway. There are currently 4 countries in the United Kingdom if Scotland leaves there will be three (unfortunately unless the English get a vote in it there isn't much chance of Scotland leaving. Salmond knows this which is why he also wanta a devo max opion on the ballot paper.

        Scotland could survive on their own (the benifits they have now would be reduced but they would survive) Salmond tries to kid the Scots that they'd keep all of the oil ..... they wouldn't, but there would be enough revenue from oil and whisky sales to keep them going. They would almost certainly need to join the nightmare Euro as well.

        Wales produce nothing much apart from water and sheep, and Northern Ireland are a total welfare state living on the backs of the English, so your idea of Welsh and Northern Irish independence in plain silly (unfortunately)

        You are correct, and high percentage of the 30% who support independence are young and naive (and buy into Salmonds arguements that they could be richer) or are catholics (there is still a discernible sectarian divide,in Scotland)

        Why is it that Americans in New York and some of the lower eastern seaboard know the status quo and what goes on in the rest of the world? ..... whilst the rest of America doesn't have much idea! :o/

        Unfortunately I don't think there is a chance in hell of the majority in Scotland voting for independence. Salmond should extend the vote to the English ..... polls now show that nearly 50% of English would like them to leave the Union.
