    Chicago clerk buying bond for sticker designer

    CHICAGO (AP) — Chicago's city clerk says she will buy a $1,000 savings bond for the boy whose winning design for the 2012-13 vehicle registration sticker was scrapped because some believe it may depict gang signs.

    The sticker in question was designed by 15-year-old Herbert Pulgar, who attends a school for troubled youth. It includes the city's skyline inside a heart, with hands pointing toward a police hat, firefighter helmet and paramedic symbol.

    The boy said it was meant to honor city firefighters, paramedics and police.

    City Clerk Susana Mendoza, reacting to concern the artwork contained gang signals, decided against its use.

    The runner-up design will be used instead. That art depicts a firefighter, police officer and paramedic as superheroes.

    Mendoza said Thursday she feels terrible by what Pulgar is going through.

      Simply a mistake by the city of Chicago. Should have let him re-draw the hands to suit their taste and been done with it. Created a firestorm of negative publicity over their myopic liberal attempt at attempting to please everyone. If this is any indication as to how the city deals with the day to day operations of a major metropolitan city, there needs to be an investigation by the citizens of Chicago. You can only imagine what they based major important city bylaws and financial transactions on...

      The clerks response is ego driven. This woman believes she knows that which is best for all. The entries were juried and a winner was chosen. Then one woman with serious control issues created a situation that otherwise would not have existed. I, like many, have seen the sticker in question and I have yet to hear anyone equate it with gangs or gang signs. I am sorry this young man got caught in the crosshairs of this self-important bureaucrat who thinks that writing a check equals righting a wrong.

        To all morons defending this kid: 1. He posted pics of himself on face book throwing gang signs. 2. His dad is in the news, did't see? FBI upeed the reward to $10k. amazingly he supplied coke to the latin kings gang. Is the sweet little boy still so innocent? By the way he has a juvie record also...

        michaelyou are so full of #$%$ The kid is not perfect.. yes. but his art teacher showed pics of the hands he used. He offered to redraw the hands...The City of Chicago OVER reacted. And now they will not back down. I grew up in Chicago, this does not surprise me..The clerk most likely realized the city screwed up and is trying to make amends.

      Did it ever occur to anyone that if these supposed "gang signs" became the symbol of law and order, the gangs would have to abandon them and find something else? How about RECLAIMING symbols instead of running from them?

      (Of course I think the whole thing is ridiculous anyway, and rather Freudian if the city officials are seeing "gang symbols" in the most innocent of pictures.)

      frankly, both designs sound like garbage. firefighters and police are superheroes now? the oft-overused "heroes" designation wasn't enough? most of these are just slightly overweight guys with bloated pensions who get paid OT to sleep all day or cook breakfast, and occassionally go on a call about a cat up a tree.

      so I'd be embarrassed if my city/state allowed either one. but the "gang sign" aspect seems completely overblown. they should have given the winning kid a chance to fix it to meet their concerns.

      Think they should have allowed him to redesign the sticker. Also giving him a $1,000 bond is the least they can do.
