    Is Child Sexual Abuse on the Rise?

    With the stream of accusations of child sexual abuse not losing any gusto lately, from the ever-growing charges against former Penn State football coach Jerry Sandusky to allegations of such behaviors by assistant basketball coach Bernie Fine, it'd be easy to assume a real upsurge in such abuse.

    But that may not be the case. 

    First, Sandusky was accused of sexually molesting at least eight boys over the past 15 years; he has pleaded not guilty to the more than 40 charges against him.

    Then last week Fine of Syracuse University was fired amid accusations of sexual abuse. So far three men, including two former Syracuse ball-boys, have come forward stating that Fine molested them as minors.

    Neither Sandusky nor Fine has been found guilty of any crime, but these are only the latest in what seems to be a year filled with news reports about sexual harassment and sexual abuse. Earlier this year an ABC News investigation revealed that USA Swimming (the governing body for the sport up to and including the U.S. Olympic team) has banned for life nearly 40 swimming coaches over the last decade because of sexual misconduct.     So what's going on?

    According to the nation's top experts, children are actually safer from physical and sexual abuse than they have been for decades. A National Incidence Study of Child Abuse and Neglect issued by the Department of Health and Human Services found that both physical and sexual abuse of children have dropped significantly over the past 20 years: From 2005 to 2006, an estimated 553,000 children suffered physical, sexual or emotional abuse, down 26 percent from the estimated 743,200 abuse victims in 1993. And between 1993 and 2005, the number of sexually abused children dropped 38 percent, while number of children who experienced physical abuse fell by 15 percent and those who were emotionally abused declined by 27 percent.

    In fact, incidence of sexual abuse of children began to drop two decades ago, according to Dr. David Finkelhor, director of the Crimes Against Children Research Center at the University of New Hampshire.

    In his book "Childhood Victimization: Violence, Crime and Abuse in the Lives of Young People" (Oxford 2008), Dr. Finkelhor notes, "The child victimization declines of the 1990s were something new, and not simply the extension of trend lines from the past. For example, available data on child abuse show strong increases in all forms of maltreatment from the mid-1970s into the 1990s. After a short plateau, the sexual abuse decline seemed to start in 1992, and the physical abuse decline gained momentum after 1996. Many analysts did not interpret the earlier rise as necessarily indicative of a real increase in child maltreatment but rather as the result of a new public and professional mobilization to identify and report cases. But some data suggested real increases in the 1980s."

    Overall, Dr. Finkelhor told LiveScience.com, "There is very little evidence that child sexual abuse is on the rise in the U.S., and considerable evidence that it is declining, including data from law enforcement, child protection and surveys of victims themselves." He added that though the prevalence of child sexual abuse worldwide is hard to assess, "there are some indicators of decline in other countries such as Canada and the United Kingdom."

    Many of the recent accusations of sexual abuse date back many years; just because the public is hearing more about it now doesn't mean that it's on the increase. Thus while the barrage of news reports about sexual abuse of children may make parents fearful, the reality is that kids today are safer than ever.

    Causes of the drop in child sexual abuse are complex and not completely understood. Some experts point out that the overall crime rate dropped significantly during the same time, and that child abuse rates fell along with murder and assault rates. Other analyses credit the economic prosperity of the 1980s and 1990s as improving overall social conditions, while still others note that tougher penalties for sex crimes led to higher numbers of offenders being jailed. It's also likely that greater social awareness of child abuse through television news (and even Hollywood films such as "Mystic River") resulted in parents taking more precautions for their children's safety. Like most social problems, there's no simple answer.

        The article suggest that, true, but how do you explain the rise in child porn and its relation to child sex abuse. Predators are just adjusting tactics to keep from getting caught. Yes, we've had these type crimes for centuries and they come and go, but usually rise with the drop in a societies morality, which we are currently experiencing.

      I think it is declining because victims are speaking out. I was born in 1965, was abused by several males, and never said a word. When I had my daughter, I was open about it, talked to her honestly about molestation, and she came through untouched. I think that my generation became much better about speaking up, which has taken away a lot of the stigma.

        I am about the same age as you and was abused by many, and I'm mentally ill as a result, and therefore couldn't have kids because I would be an unfit mother. GOOD FOR YOU that you stopped the cycle. People act all outraged about sexual abuse, when it's in the news, but when those kids grow up and have mental illness as a result, then they are hated and feared. Abused kids lose on every level possible.

      My daughter, now 16, was victimized by the step father and neglected by the mother when she was 13 and 14. The abuser refused cooperation. The mother abandoned her daughter as her husband inherited over $1 million of assets from a family trust. As expected she has been is protected 100% of the time since August 30, 2009 with me. I can understand why the parent who is protecting gets frustrated with the "system" that is suppose to hold those accountable who violated and neglected. We have been through it all with DCFS, Children's Court, CSSD, family law court, police, therapists, doctors, suicide attempt, moving, restraining orders, staulking, some attorneys that were useless and some attorneys that were great. Janet Dockstader of Long Beach and Robin Sax of LA are "angels" for my daughter. Also not to mention missing work 100 times in a two year period. I would do it ALL over again because my daughter is safe and protected. I can only encourage the parent who is suddently thrust into protecting a child to be strong and determined.

      With more people on this marbel today than ten years ago I'm sure there are more cases today than then. I guess it would really depend on percentage rates. Besides all this, the news media is always looking for the ratings so they will publish the worse stories so you hear more sories about abuse.

        Agreed, and while we on the subject, there have been an up-surge in "sexual abuse"A woman can walk around with her boobs hanging out, and #$%$ shining, and men don't yell" sexual abuse" but let a man put a move on one of them walking advertisement sex machines, and he gets hauled in for sexual abuse., it's a dual standard., Every thing most women wear suggest sex, let a man suggest sex and he gets arrested.,

      There was a man convicted of molesting a few young boys who were part of a sports team in our community. It came out at his trial that he was sexually molested when he was young, many years before. I think a number of people want to rush to judgment when they learn of an arrest or charges and they don't want to consider that many molesters were victims themselves. That does not let them off the hook but it should be a wakeup call to society that this stuff happens in families adn in organizations. The vicious cycle of child abuse needs to be broken. I think the only way to help assure that kids are not molested is to always have at least two adults together when dealing with young children. Personally I would never give a child a ride in my car to or from an event without another adult present. There are no guarantees that this will prevent things from happening, nor accusations being made. But awareness and not taking things for granted can help. I don't allow overnite stays of friends of my own kids at our home nor do I allow my children to sleep pver friends' homes. I am with my younger kids even at the doctors visits. I think you can never bee too careful when entrusting your children to anyone. You need to have good communications with your children. Once the damage is done it is too late. You need to have street smart kids and be an involved parent.

        Yes, probably some were molested as youngsters, but we have become a society that blames others for our own shortcomings, regardless of what the crime. And I don't buy all that "I was molested, so that's why I did it" crap either. Much of this is a sympathy ploy used by lawyers to get a guilty as sin party off the hood.

        The main reason we have s spike in all sex crimes is because we have lost our way on morality. We see all sorts of sex deviation on TV constantly and reality losing its natrual occurances with the idea of right verse wrong terribly out of balance with no thought of conscience.

      I think the fact that more actors and celebs are coming out and speaking about this the more society is starting to wake up. Our education system is starting to help out too by letting these kids know that they are not alone and there are people who really do care. The younger generations don't know what it use to be like - Now they have "stranger danger" and "Good touch, Bad touch" information that we didn't have.I recently read a book by Peter S. Pelullo called "Betrayal and the Beast" and it is just apalling on how bad it really use to be, how could you just "turn the other cheek" to something like this?!?!

      No, child sexual abuse is not on the rise. False claims of child sexual abuse are on the rise because it is a sure-fire way to make money. No one goes to civil court with these allegations. These claims are settled out of court by insurers. False sexual-abuse claims are a growth industry, especially in a bad economy. Need money to send your spoiled, worthless kid to college? Claim at teacher perved him or her and they'll settle out of court and your lie will ruin the teacher's life.
