China cuts 2012 rare earths export quota

BEIJING (AP) — China announced a cut Tuesday in its rare earths export quota as it tries to shore up sagging prices for the exotic metals used in mobile phones and other high-tech goods.

China accounts for 97 percent of rare earth output and its 2009 decision to curb exports while it builds up an industry to create products made with them alarmed foreign companies that depend on Chinese supplies.

In its latest quota, the Commerce Ministry said exporters will be allowed to sell 10,546 tons of rare earths in the first half of 2012. That is a 27 percent reduction from the quota for the first half of 2011.

China's export restrictions have strained relations with the United States the European Union, Japan and other governments that have called on Beijing to remove its curbs and make its intentions clear.

Despite production and expor curbs, rare earths prices in China have tumbled as U.S. and European economic woes dent demand for its exports. The government ordered its biggest producer to suspend output for a month in October to shore up prices.

But the restrictions have made rare earths much mor expensive abroad, giving Chinese makers of products that use them a price advantage and foreign manufacturers an incentive to shift operations to China.

In a sign of unusually weak demand, the Commerce Ministry said actual Chinese exports of rare earths in 2011 totaled 14,750 tons for the first 11 months of 2011 — the equivalent of just 49 percent of the total annual quota.

In another possible move to tighten control over exports, the ministry's announcement Tuesday said only 11 companies will be allowed to sell abroad. That is down from 26 companies given licences for the first half of 2011.

Rare earths are 17 elements including cerium, dysprosium and lanthanum that are used in manufacturing flat-screen TVs, batteries for electric cars and wind turbines. They also used in some high-tech weapons.

The United States, Canada and Australia also have rare earths but stopped mining them in the 1990s as lower-cost Chinese ores flooded the market.

Surging demand has prompted ccompanies in Canada, California, India, Malaysia, Russia and other other countries to develop rare earths mines, some of which are expected to start producing by 2015.

Prices in China have fallen sharply since August, declining by 45 percent for neodymium oxide, by 33 percent for terbium oxide and by 31 percent for lanthanum oxide, according to Lynas Corp., an Australian rare earths producer.

Its figures showed an equally striking gap between prices in China and abroad, with lanthanum oxide costing triple the Chinese level on global markets, neodymium more than twice as much and terbium oxide near twice as much.

If China cuts its export quotas of rare earth metals in an attempt to undermine American and Japanese competition in industries like solar energy, then the United States should respond by limiting the amount of polysilicon the United States exports to China and raising tariffs on Chinese made solar cells.

China is trying to game the system by giving unfair advantages to its domestic manufacturers. By limiting export of metals, China is making those metals cheaper for Chinese firms while making them more expensive for US firms. By raising tariffs on Chinese solar cells, the US would be protecting its own market from predatory Chinese practices, and by limiting export of silicon the US would weaken Chinese competition.

Thanks for the summary, but we actually read the article.

Really, because it was my interpretation that at least the first paragraph, and the majority of the second, was an opinion, not a summary of anything contained in the article. You may have read the article, but should probably read my comment before posting such a snide reply.

There are two other known sources of rare earth, one of which makes Chinese resources look small. One is in a Northwestern state of the US and the other is Afghanistan.

You sounded like you knew what you were talking about until you said Afghanistan. Haha, and you don't even know the state? It says which one in the article.

Afghanistan and Viet Nam too. Rare earth is a key componet of making gasoline.

Good! More American miners can have their jobs back!

Our Commander in Chief should order the military to start mining our own mines. Failure to open within 3 months should be punished with death.

If China wants to restrict exports from their country, I say let's help them. Let's impose across the board limits on their imports to stimulate US job growth and keep American dollars at home.

Hey AP morans (sic), you're pathetic. Do you not have a computer?
FTA: Despite production and expor curbs,
FTA: rare earths much mor expensive abroad

      EXPOR? MOR?

You must be competing (strong word) to be the laziest and stupidest news source on the planet.

I understand not using spell-check, (I don't), but I don't work for a newspaper and I know how to proofread.

      What's your excuse?

The only reason we put up with China and all their #$%$ is because we have the best politicians that legalized bribery can buy for international corporations and banksters. As long as we have the bribery ring called campaign finance, we will not have a legitimate government.

This export restriction from China is necessary in order to prompt other countries to mine their own rare earth resources.

The EPA regulations ran most of our rare earth producing companies out of business. Under Obama the EPA is running our other businesses out of business.

yeah sure, douche bag....this is obamas fault. Bush was wonderful....you wanted cheney to dress up in leather and enter you from behind...we get it!
      • Maybe Yes, Maybe No 4 mths ago
Well Earned. Everything that has happened since Obama took office is his fault. Anyone else would have had this country doing great by now.

Every country also blames Obama for all the problems. You can't fix stupid whether it is Obama or someone that supports him.

Bush send US deep deep deep under DEBT ........ Obama have hard time get out of the sinkhole ......... Clinton left Bush a country that was paying debts and without deficit ....... Bush left Obama a country full of debts and with a big deficit .... So May be this or may be that ..... just wake up after a decade of Bush administration and just shut up and pay for all those years that bush gave you an illusion of well being and pushed all Americans to spend more than what they earned ..... Now that you have spent more than what you earned for a decade ...... just shut up and start to pay your debt .... and with interests

We have tons of 'rare'earth metals available here in Nevada. We have a good deal of mining too. but the last 'rare earth' mining operation in this state was closed down last year by the EPA. Something about the dust mining creates. even though the mine was (no joke) 86 miles from the nearest town, population 52. they had to close it. Fkng Gvmt.

The article said that the rare earths are used on flat TV, cars, cell phone, etc. in 2011 there are 26 companies can export it now down to only 11 companies. so dones that mean it well be hard to buy flat TV, cars, cell phone etc in 2012 then in 2011?. IF THAT IS TRUE, THEN THAT IS THE GOOD FOR THE CHINESE PEOPLE?

for example: 1. flat TV - the tope 3 TV companies are SAMSUNG, LG, & Sony. all these companiese are not Chinese companies. they are korean and japanese companies. So if the Americean the European (which are the top 2 countries that Chinese export to) cant buy SAMSUNG, LG, & Sony TV (that is made in China). then the Chinese people cant not buy the TV either because the rare earths that made the TV is not as much as in 2011.

      2. Cars - the top 4 car maker are Toyota, GM, VW, Hyundai. all these companiese are not Chinese companies. they are Japanese, American and korean companies. So if the Americean the European (which are the top 2 countries that Chinese export to) cant buy the Toyota, GM, VW, Hyundai cars. then the Chinese people cant not buy the car either because the rare earths that made the car is not as much as in 2011.

      3. cell phone/smart phone - it is the same for this industry.

THE EARLIEST THAT ANOTHER COUNTRY SUCH AS JAPAN, CANADA, AUSTRALIA TO PRODUCE THE RARE EARTH IS IN 2015 THAT IS 4 MORE YEARS TO GO.

SO WHAT IS THE GOOD FOR THE CHINESE PEOPLE IF THEY EXPORT OR PRODUCE LESS RARE EARTH THAT IS USED ON OUR DAILY LIFE SUCH AS THE TV, CARS, CELL PHONE ETC.

Good. That will help other mining start-ups open in locations that up to this point was too expensive, and once the initial start-up costs are covered they will be able to stay competitive in the future, China's dominance will decrease.

If you lot won't mine your own, they'll charge what they like. You can complain all you want, but the answer isn't changing what THEY do. It's changing what YOU do.

Does this surprise anyone? China is aways looking out for themselves. Why can't our government do the same? (because they are idiots)

Hmm, I should have learned how to mine me some rare earths here in the good ol' USA.
