    China: US currency bill would have repercussions

    BEIJING (AP) — China stepped up its criticism Tuesday of a proposed U.S. law to punish countries with artificially low currencies, saying there would be serious repercussions for the world's two biggest economies if it is passed.

    The criticism comes after U.S. senators voted Monday to open a week of debate on the bill that would allow the government to impose additional duties on products from countries that subsidize exports by undervaluing their currencies.

    How worried China is about the proposed law can be seen by the fact that the Foreign Ministry, the Commerce Ministry and central bank all issued statements denouncing it.

    But the legislation faces considerable hurdles before it becomes law. The Obama White House, while agreeing that China's currency, the yuan, is undervalued, has been wary of unilateral sanctions against the Beijing government.

    Chinese Foreign Ministry spokesman Ma Zhaoxu said the Senate move "seriously violated WTO rules and seriously disturbed China-U.S. trade and economic relations."

    Ma said China is reforming how it manages the yuan and that since June 2010 it had increased in value by 7 percent compared to the dollar.

    He repeated Chinese comments that the exchange rate is not the cause of America's big trade deficit with China.

    Ma said in a statement that China is the fastest growing export market for the United States and trade is important to both sides.

    "The Chinese side appeals to the U.S. side to abandon protectionism and not to politicize trade and economic issues, so as to create a favorable environment for the development of China-U.S. economic and trade ties," Ma said.

    Supporters of the legislation say it would create new jobs and boost the U.S. economy, but China, and some in the United States, say it could trigger a damaging trade war.

    The Chinese central bank warned the proposed law would not fix the economic problems in the United States and could cause more serious problems.

    If the bill passes, it "cannot resolve insufficient saving, the high trade deficit and the high unemployment rate in the U.S., and it may seriously affect the progress of China's exchange rate reform and may lead to a trade war, which we do not want to see," the bank said.

    Commerce Ministry spokesman Shen Danyang said China has taken measures to increase U.S. imports and added Beijing hopes "the U.S. side can make positive efforts in substantially relaxing restrictions on exports to China."

      Of course China cautions against protectionism! Good lord people, when will we wake up? We have crippled our ability to produce goods, employ people and therefore purchase goods by allowing other countries to dictate what is fair trade. Give tax breaks to US companies that employ workers domestically in "quality" jobs. Tax heavily those who move off shore and then import thier products back into the US. If you benefit from our country you should either contribute equally or pay heavily!!!!!!!!!!!!!!!!!!!!!!

      The Chinese learned from the U.S. and Japanese trade imbalance back in the 80s and early 90s. They learned that the U.S. can be manipulated - the greed of corporate America and its political pawns..

        Decades ago, US pushed Japan to adjust its yens from 250 yens/dollar to the present 75 yens/dollar, since then the trade imbalance has not changed but Japanese economy came to a stall. China saw this as another attempt by US to stall its economy again. Chinese yuan has risen from 10 yuans/dollar to the present 6.3 yuans/dollar over the past 20 years but trade imbalance kept going. Many economists think even if yuan rises to 5 yuans/dollar, the jobs still will not come back.

        While Chinese labor is becoming more and more expensive, capitals are flowing into cheaper countries like Vietnam, India, ..... That's why we are seeing more and more products made in Vietnam. Are we going to punish India, Vietnam, Mexico after Japan, then China in order to get jobs back?

        Yet, we got crazy teapots and Rep going around demanding a smaller government. They want no government at all when Dem is the President. Once Rep is the President they screw everyone with no regulations so their rich people can get richer. After they Rep gets kick out, Rep and Teapots always complaining that things are being fixed fast enough that we should put them back into office so they can fix everything.... its same typical #$%$..

        American made things are often inferior and then companies can't afford all of the red-tape. Think about it; machines only certain people of certain ages can operate, required break times etc. LMAO!! It's all the crap companies don't/won't deal with.

      What people don't realize is how SUBSIDIES work ;
      The Chinese Gov. gives a rebate from 10 to 30% on exports to Chinese manufacturers shiping abroad, say if a Chinese company exports a million dollars, gets a check from the Chinese Govt. of US$200,000 in turn - what the company does is to sell the US buyer at cost - and his real profit is the subsidy in most cases given by the Chinese govt...HOW CAN US COMPANIES COMPETE...? The answer is THEY CANNOT.
      Happy the US Senators are opening their eyes as the US must export and start producing again, otherwise it will go a severe RECESSION ( worst than presently ). Again GREED by US Importers has brought about this vicious circle too.

        Chinese government also gives big $$ rebates to consumers who buy Chinese made cars, that's why superior American cars couldn't fairly compete with poorly made Chinese cars in China.

        The Chinese have been wanting to get their hands on technology of the electric car Volt made by GM. So what they are doing is giving even bigger $$ rebates to Chinese buying Chinese made electric car, though poorly made but with the big government rebates the Chinese couldn't turn down the offer. In addition, the Chinese are more ethnocentric than the Americans, therefore they don't want to buy anything but Chinese made. GM is forced to plan on building Volt in China so the Chinese can buy them. This is how China plays unfair to get their hands on Volt technology and trade imbalance.

        you mean you can get your rebate back from china? the last few american rebates i dealt with took alot of time and and constant phone calls after waiting 8 months. that and gov. regulation is like a cancer to our economy. we can just get rid of the senate greedy fools i mean all of them dems and repubs, they are fail anyways and should all be removed. i say boycott them at all costs and anything they pass untill they figure out their job priorities, that they work for us not the lobbyists or corporations. boycott them all

      It's pretty obvious that this bill will benefit the United States, else why is China so up in arms about it?... My two cents is this... "Rip The Bandaid Off, Don't Tug At It!" Make Profound and Drastic Changes or this will keep dragging on as it has been for the last 60 years. Make a Stand! Make a Change! before you really see the ugly side of desperate.

      Okay, how about this guys? In exchange for us not passing this bill and Obama signing into law, PLUS compensation for all the intellectual property you copy without consent of patent or copyright holder, software piracy, movie and music piracy basically, but we'll say it politely IF you forgive our entire debt to your country and you allow us to render null and void the T-bills you hold. Start with a fresh slate, how about that?

      Looks like it is going to be hard to get our tariffs back up to where they were, and get our jobs and economy back. They should have thought of this before they lowered them and we started to lose our independence to socialistic countries .like China. Now who has the upper hand???       if it didn't cost twenty dollars to make an .80 cent toy, maybe there would be more toys that said made in America. Why does it cost so much? well let me tell you, American greed. This is why we buy every thing from China because its so cheap, just like corporate America. But on the other hand who can survive on $10 per hour? In today's American economy you have to be earning $50,000 or more and if you have kids you still have to watch every penny. To go back to the days of old, manufacture products in America and once again become self sufficient, we must do some major house cleaning up on the hill. The problem with this, politicians built a safety net for themselves complete with job security. Look at the age of our government 1/5 of our leaders are beyond the national average of retirement but yet they are still there, still acting like they are looking out for the greater good. Many of them are sitting at home and still drawing a full paycheck, no I take that back they are not at home, they are sitting on the porch of their vacation homes we paid for collecting that fat check. We can not blame China for giving us what we want, that's simply casting the blame away from the truth, we need to point the finger right back at ourself.

      The Chinese are taught to be loyal to china and in some cases their people can be punished if they are not. This is the way around the Chinese worry we fine or tax the people for not buying American and not fine the product. In more cases if people just read the lable they would realize price of American products are cheaper. The economic war is fought from within also.

      this is freakin nuts you have congress selling our jobs over seas to lift up their economy and the ticket that we were suppose to have was under the understanding the innovation jobs would kick in but that never happened! instead we are standing still with no jobs the banks are closing their lending dept so they dont have to answer to no one and no one goes to jail for scrutini that they put the USA in so pretty much they spit in our face after we bailed out their banks and no new incentives for us.       We are a self sufficient country and need to realize this. Stop thinking so politically and more logically. What does any other country have that we aren't able to produce here. Yes, I know mabey it's somehow less expensive to build a tinker toy in china and have it shipped 1000's of miles away but I don't care. Let's build electronics here (we could use the high tech jobs). That's all they are holding over our heads. It's that simple. Sometimes a big explosion can get peoples attention for decades. Might be time to send another message. Peace?
