    Coburn, Lieberman seek to raise Medicare age to 67

    WASHINGTON (AP) — Two Senate rebels jumped into Congress' cut-the-deficit competition on Tuesday, proposing to raise the age of Medicare eligibility to 67 and increase monthly premiums for millions of current beneficiaries.

    "We can't save Medicare as we know it," said Sen. Joseph Lieberman, I-Conn., who authored the plan with Republican Sen. Tom Coburn of Oklahoma. "We can only save Medicare if we change it," he added in an apparent jab at President Barack Obama and congressional Democrats.

    Democrats reacted with criticism of the proposal, which Coburn said was designed to rescue the financially imperiled program and help the nation confront a "wall of debt." Republicans betrayed no sign of support either.

    If nothing else, the response underscored the difficulty of legislative free-lancing at a time the Obama administration and congressional leaders are struggling to negotiate a compromise that cuts future deficits and clears the way for an increase in the nation's $14.3 trillion debt.

    Without a debt limit increase by Aug. 2, Treasury Secretary Timothy Geithner has warned, the government could default, risking calamity for the U.S. economy and serious effects worldwide.

    Republicans walked out of bipartisan talks last week but nevertheless said negotiations had been fruitful. In the days since, Obama has stepped up his personal involvement in the effort.

    After meeting separately with the Senate's Republican and Democratic leaders on Monday, he invited the Democratic leadership to a White House meeting on Wednesday.

    In the earlier talks, led by Vice President Joe Biden, key lawmakers had outlined a series of proposals to cut several hundred billion dollars over the next decade.

    Other proposed cuts were on the table, including nearly $1 trillion from the assumed end of the wars in Iraq and Afghanistan. Officials familiar with the negotiations say Republicans are reluctant to count that money toward any agreement, saying they want more tangible cuts in domestic programs before agreeing to vote for an increased debt limit.

    Also in the way of an agreement is a partisan dispute over taxes, which Republicans don't want raised, and Medicare benefits, which Democrats don't want cut.

    Lieberman and Coburn were not nearly as reluctant, including both in their prescription for Medicare.

    "Nobody's going to like this plan, we understand that," said Lieberman, who was the Democratic vice presidential candidate in 2000 but is now an independent who regularly picks spots to challenge his former party.

    His statement that Medicare can't be saved in its current form seemed a direct rebuttal to Obama, who said earlier this year that a House Republican proposal would "end Medicare as we know it" — something he vowed would not happen while he was in the White House.

    Coburn is a conservative Republican. But he challenged his party orthodoxy earlier this year when he said he was willing to include higher revenues as part of any deficit-reduction deal.

    The plan the two men outlined includes a gradual increase over the next five years in the monthly premium that seniors pay for doctor and other non-hospital services. Aides said it would translate into a monthly increase of $15 to $20 initially.

    The age of eligibility would rise gradually from 65 to 67.

    For the first time, better-off seniors would be charged more money for Medicare Part A, which covers hospital care.

    The same group already pays more for doctor visits as well as for prescription drug coverage and, under the plan, would face even higher monthly premiums.

    A major source of savings would come from making sure seniors pay out of pocket for at least a portion of their care. To accomplish that, Lieberman and Coburn proposed barring insurance companies from selling Medigap policies that offer first-dollar coverage.

    The plan by Lieberman and Coburn would preserve Medicare as a government program, unlike a House GOP proposal that would require millions of future beneficiaries to purchase coverage from private insurance companies.

    Additionally, the plan includes a $7,500 limit on out-of-pocket costs for doctor or hospital coverage, a provision designed to protect seniors who face potentially catastrophic costs.

    According to the most recent report by the Medicare trustees, the giant program's insurance fund is projected to run out of money in 2024, five years earlier than last year's estimate.

        You know those 'take back the night' marches?? Well, it's way past time we organized something like that to take back our country from corporate and politicians' greed. Speaking of medical care:
        I'm sick....of greedy Republicans and their corporate interests wanting to force us to rely on expensive prvt health ins while Congress gets a free pass (or at least very discounted) health plan.
        I'm sick...of paying for perks like the Congressional health club (that figured in Anthony Weiner's scandal) that costs these folks only $20/ mo...and who knows how much we-the-people pay?
        I'm sick...of the corporate mentality that promotes the idea that quality healthcare is a privilege only for those who can pay.
        Wars in Iraq & Afghanistan are draining our treasury, not to mention 'loans' to countries that would just as soon spit in our eye as deal with us.       I say let all the Senators and Congressmen be put on Medicare & Social Security Retirements. be made to pay into these programs like the average working man, and we will be great improvements in each program. Easy to monkey with a program you have no stakes in yourself.

        most correct post yet. I think it's time to bring them into the main stream with the rest of us. Take everything from their golden pension plans, put it into ss a medicare and give to them the same thing as they have given to everyone else. No more free rides ant the tax payers expense

      Vote yes or no on each and every elected official paying for their own healthcare, pensions, and all past elected officials have their Taxpayer paid pensions stop and all healthcare cancelled.

        It's not that I disagree but every time I see an article about congress/senate proposing health care or spending legislation all the highest rated comments are "make them pay for their own health care" or "make them forfeit their salaries" which I'll say again it's not that I disagree -- but there's what 435 or so in congress, 100 senators...how about we do something that's actually useful and not just symbolic? Or is it just that this is the only thing Dem/Rep can agree on?

        The "Cadillac" health care that congress provides themselves probably runs upward or 20K per year on average. 535 x 20K is over 10 million dollars. Now add in catastrophic care like for Ted Kennedy or Gabby Giffords. Just those 2 alone must be in the 10's of millions. You have to look at what the plan pays out; it's a little more than symbolic. .

        Let's just assume that is the case and that we pay ten million dollars for all of their healthcare plans. The deficit is over a trillion dollars. Congratulations on trimming less than .001 percent of deficit. The whole "make them pay for their own healthcare" argument is an asinine red herring. The imbeciles that bring this up only intend to distract people from real issues and places that we actually can decrease the deficit.

        The problem with the budget is that nobody is actually putting anything on the table to be cut. Military spending? The republicans have taken that off the table. Tax increases? The republicans have taken that off of the table. Medicare? Democrats have taken that off the table. Social Security? Technically this can't even be addressed under law and is also a red herring, but it's been taken off of the table. Education? Democrats have taken it off of the table.

        Unfortunately those three categories alone make up over 60 percent of the federal deficit. Throw in things like roads and transportation which is actually underfunded, Interest makes up another five percent of spending. This leaves 19 percent of spending left to play with. That's about 650 billion dollars of leeway. The deficit alone is 1.3 trillion dollars meaning that if we were to cut every last pork barrel project and social program other than the aforementioned, we'd still be 650 billion dollars in the hole.

        People claim that the deficit is a huge concern to them, but nobody wants to address it. When congressman x talks about shaving money by reducing bus services, the public moans. When congressman y talks about raising taxes to pay for it, the public moans. Congressman z promises not to do either and is ultimately elected in the primary battle. The end result is two nearly identical candidates battling for the spot and America Keynesian spending for the past 30 years.

        Unless we as Americans wake up and actually vote one way or the other on issues, we will not succeed in reigning in the outlandish spending.

      It is disgusting how these wealthy thieving politicians figure out ways to hurt the average American. Punishing seniors with a higher limit to attain their entitled medicare indicates their frail character.
      I shudder at the thought of being in a foxhole with Lieberman until I realize that this would be an impossible scenario since this sneak managed almost as many deferments "let's have a war" Cheney. What scum.

      Lieberman will say and do anything as the wind blows. How the folks in Connecticut keep reelecting this parasite is beyond me. It is time for all of those in Congress to pay their own way instead of the forever benefits they receive. As far as Medicare or even Medicaid, one has only to investigate the amount of tax dollars spent in Florida hospitals. The amount of tests, most of them unnecessary, performed upon the elderly is unconscionable, just to raise the coffers a bit higher.

      I have a better idea. Let’s eliminate all Executive and Legislative perks (including health insurance and golden umbrella retirements), cut Medicare to only those who really need it and dump a bunch of graft created bureaucratic positions. Next let’s eliminate all Foreign Aid programs and use the proceeds for our elderly live out their lives in peace and security.

      Lets fire half the congress half the senators cut the rest pay by 40% make them pay their own healthcare eliminate their benefits end all tax breaks for all companies that manafacture overseas, These companies are not hiring in the U.S. anyway. They had the last 12 years of tax breaks just to layoff American workers. I will not vote for anyone who tries to balance the budget on the backs of those who can least afford it. I am asking all my fellow Americans to demand this Lets show these politicians wre not as stupid as they think we are.

      Why is congress always trying to balance the budget on the middle class, low income class and the elderly. They won't even discuss a tax hike for the richest 2% of Americans. Raising the medicare eligibility age to 67 is ridiculous. Just as one approaches the age 67 they'll raise it to 69. It will be come the illusive program. What these people won't tell you is that Medicare is run more cost effectively than private insurance but the richest Americans are exempt from chipping in because the "grand doughnut hole." Close that loop and offer Medicare for all which would place young healthy people into the system and that is how you fix the medicare problem.
