    Coburn proposes $9 trillion deficit cut measure

    WASHINGTON (AP) — One of the Senate's staunchest budget-cutters unveiled Monday a massive plan to cut the nation's deficit by $9 trillion over the coming decade, including $1 trillion in tax increases opposed by most of his fellow Republicans.

    The plan by Sen. Tom Coburn, R-Okla., is laced with politically perilous proposals like raising to 70 the age at which people can claim their full Social Security benefits. It would cut farm subsidies, Medicare, student aid, housing subsidies for the poor, and funding for community development grants. Coburn even takes on the powerful veterans' lobby by proposing that some veterans pay more for medical care and prescription drugs.

    Coburn would also eliminate $1 trillion in tax breaks over the coming decade, earning him an immediate rebuke from Americans for Tax Reform, an anti-tax organization with which Coburn has had a running feud. He would block taxpayers from claiming the mortgage interest deduction on second homes and limit it to homes worth $500,000. He would also ease taxpayers into higher tax brackets more quickly by using a smaller measure of inflation to adjust the brackets.

    Coburn was a member of President Barack Obama's fiscal commission and voted for its plan to cut the budget by about $4 trillion over a decade. He recently dropped out of the closely watched "Gang of Six" senators seeking a bipartisan agreement to rein in deficits and break through the partisanship engulfing official Washington over the deficit.

    His re-entry into the deficit debate comes as Obama and lawmakers struggle over increasing the so-called debt limit and avoid a first-ever default on U.S. obligations.

    Coburn's $9 trillion savings figure doesn't include another $2.4 trillion in cuts to Social Security that are funneled back into the program. In addition to raising the retirement age gradually, he would peg future benefits to a less-generous measure of inflation and curb benefit increases even more for the top 40 percent of earners.

    Cuts to the Medicare program for the elderly and the Medicaid health plan for the poor and disabled would total $2.6 trillion over 10 years, far more than proposed by the fiscal commission or House Republicans. He proposes raising the Medicare retirement age to 67 by 2027 and then gradually increasing it until the retirement age hits 69 in 2080. It would also raise Medicare premiums for doctor visits so that premiums pay 35 percent of such costs instead of the 25 percent currently covered.

    Coburn would cut $1 trillion from the Pentagon budget over a decade. He would block military retirees from the Tricare Prime health care plan, the option with the lowest out-of-pocket cost, saving $115 billion, and he would raise the prescription drug copayment under the program, as well as require higher out-of-pocket fees. He also would reduce the fleet of aircraft carriers from 11 to 10 and Navy air wings from 10 to nine.

    "I have no doubt that both parties will criticize portions of this plan, and I welcome that debate," Coburn told reporters. "But it's not a legitimate criticism until you have a plan of your own."

        Lets get rid of corporate america if everyone hates it so much. Wonder how many jobs will be left then???

        It goes back to the loss of manufacturing in America. We would rather have $4 T-shirts and work in A/C. After 30+ years of sending jobs overseas, we are paying the price. Both parties watched this happen, and the American people can take credit for this one too!

        Obama managed to keep General Motors in business contrary to the Republicans' and Romney's wishes. In the process he managed to save thousands of jobs (all the support industry that feeds parts to GM). This is a case of American business retaining U.S. jobs. That is the sort of thing this country needs: lean and mean home grown products.

        The funny thing is that the only possible candidate that has flirted with the job problem was Trump who claimed that he would change things for the jobs to return here and then he quit. Romney made his fortune by dissolving companies, laying off workers, and selling the assets. Does any Republican actually have anything to encourage U.S. job growth in the private sector. We have seen that tax breaks for the wealthy do not cause job growth.

        Mother of Three, the problem is the excessively large corporations. Consider Wal-Mart - how many small businesses have failed after Wal-Mart has moved into an area ? The small businesses are often corporations themselves, but they aren't able to compete with the large one.
        Even then, the large corporations compete with each other for power very strongly. Wal-Mart wanted to own its own bank, but the other bankers all hollered at Congress and the regulators not to allow it to happen.

      Yes, it is a plan. Yes, it is controversial. It is intended to bring about debate and discussion, which is far more than we are seeing from DC so far.

      I still have to wonder why everyone calls Social Security an "entitlement" in the same breath as the freebies and social-service programs that garners the Liberals votes. If the Congress had not "borrowed" from SS, it would be solvent and over-funded. Nope, in their infinite wisdom to show they know better than the citizens, they borrowed from the fund, never paying it back. Let's call in the markers that are out from WWII and after and put those funds back into SS. Let's bring home the troops from over one-hundred countries and put those funds in the SS account. Let's cease foreign-aid for twelve to twent-four months and put those funds into SS. Just think how "solvent" SS would be............and, start talking about cuts in spending elsewhere and living within our means.

        Social Security IS an entitlement that WE pay into all of our working lives, with the stipulation that we get it back during retirement. Freebies and social services are funded by tax dollars and is completely separate from SS.Same goes for all the other issues you speak of.

        There appears to be a misunderstanding about the Social Security surplus. It does exist, but it is entirely invested in US Treasury bills. In order to pay it, The T-bills have to be redeemed with general tax revenues. The Social Security trust fund is counted as part of the national debt, just like the T-bills that China holds. Borrowing from the Social security and Medicare trust fund is not the real problem. All of the Social security and Medicare assumptions count on that money being paid back with interest. The real problem is demographic. Back in 1950, each retiree's benefit was divided among 16 workers. Today, that number has dropped to 3.3 workers per retiree, and by 2025, it will reach--and remain at--about two workers per retiree. Each married couple will have to pay Social Security retirement benefits for one retiree. In order to pay promised benefits, either taxes of some kind must rise or other government services must be cut

What happen to the Golden Years for Seniors? Social Security is not entitlement. We pay into it and to raise it to 70 is absurd.
      Leave Medicare and Medicaid alone. I will tell you they need a salary freeze like many people in Society have had to do to perserve their jobs. Coburn, you should be ashamed to even think of raising the Social Security age. How old are you?

      I am 67 years old and I draw 1600.00 mo social security and I DO NOT HAVE ENOUGH TO LIVE ON. iI have to pay my medicare out of that, pay 157.00 for private ins to pick up what medicare does not pahy. I am not eligible for medicaid to help pay for my ins,meds or food. By the time I pay my mortage, utilites,ins, property ins and God forbid if I need medicine . I HAVE ABOUT 175.00 LEFT TO BUY FOOD AND GAS ON. If our congressmen, president are any other goverment OFFICALS had to live on that They would scream louder than me. I think instead of cutting our social security they should cut their own wages down that WE AMERICANS PAY THEM FOR WHAT THEY ARE SUPPOSE TO BE DOING FOR US. AND IT APPEARS THAT THEY ARE NOT DOING ANY THING FOR US SENIOR CITIZENS EXCEPT PUTTING US TO WHERE WE ARE HAVING TO LIVE LIKE A THIRD COUNTRY.

      Dr. Coburn was the best Dr. my mother ever had. He is trying to help and I do not hear any other Republican doing any honest imput into doing anything. I agree the poor and the militasry wounded can not afforde these cuts. If we have to take them then let some of the rich pay a share too. This is a big mess and start by looking at pennies, and the dollars will take care of themself. If I buy the store brand and save .10 cents a week that is $5.20 a year. I do this on many items so I can pay my DR. I will soon be asking for assistance if any more comes out of my only income Social Security. I do not wish to impose on this system, but have no choice as I am not able to work. Let us see more ideas and combine them. Like Coburn says do not complain if you do not have a better plan. Obama is working hard fr us and all I hear is some real harsh remarks. All the elected need to do the job we rired them to do and get this mess cleared up. We all will have to take some losses but that is what a family does. We are the United States, I think so many have forgotten.

      I have paid $29,751 into SS and $6,984 into medicare during my working years (employer also paid that amount in on my behalf). I would like to opt out and receive a refund of those contributions - I am pretty sure that I would be a better steward of that money than the federal government has been.
