    Congress deal reached on payroll tax measure

    WASHINGTON (AP) — Congressional negotiators ended a bruising election-year fight and sealed an agreement late Wednesday on legislation to renew a payroll tax cut for 160 million workers and jobless benefits for millions more, a top priority of President Barack Obama.

    The $150 billion measure represents a tactical retreat for Republicans, who were generally unenthusiastic about the legislation but eager to move beyond the issue. With Obama up for re-election in November, they did not want the president and Democrats in Congress to be able to claim that Republicans were blocking a tax cut for middle-class workers.

    Democratic Sen. Max Baucus and Rep. Dave Camp announced the agreement, a rare burst of bipartisanship in a bitterly divided Congress that paves the way for votes in both House of Representatives and Senate this week.

    Extending the payroll tax cut and renewing long-term jobless benefits were key planks in Obama's jobs program, which was announced last September but has been largely ignored since. The measures are intended to help the economy by giving people more money to spend, fattening a typical bimonthly paycheck by $40 or so and giving the unemployed critical cash that most of them spend immediately.

    The deal would continue a 2 percentage-point cut in the payroll tax that pays for federal Social Security pensions and renew jobless benefits averaging about $300 a week for people languishing for long periods on unemployment rolls.

    Republican House Speaker John Boehner said the legislation would probably be voted on by the end of the week. Republican leaders had jump-started the talks over the weekend by dropping a demand that the tax cut be paid for with spending cuts.

    Some rank-and-file Republicans continued to grumble that the measure was flawed and that the payroll tax cut, first enacted in December of 2010, has done little to prop up the economy. But the prevailing instinct among Republicans was political survival and not wanting to look like they were getting in the way of an election-year tax cut.

    Republicans claimed victory in reducing the number of weeks of jobless benefits that workers would be eligible to receive. The maximum number in states with the highest jobless rates would be cut from 99 weeks to 73 weeks by the end of the year, according to aides in both parties. Republicans had wanted to cut the maximum to 59 weeks.

    Negotiators also dropped House-passed language that would have forced low-income people to have Social Security numbers in order to get government checks by claiming the children's tax credit, a move that was aimed at illegal immigrants and caused a furor among many Hispanics.

    The measure is partly financed by new auctions of telecommunications spectrum to wireless companies and by requiring newly-hired federal workers to contribute more toward their pensions. The pension provision was demanded by House Republicans.

        From my experience , at places of business ( like most restaurants ) that DO follow correct procedures , these guys show up with all the proper documentation AND a SS card . Now , these ID's are Counterfeit . They are Not cheap fakes . They look as real as yours or mine . They get them from Pros . So , you file the paperwork and the guy goes to work as a dishwasher , or prep cook , or busboy/barback . It is a smooth operation . It is in effect Organized Crime .
        We must insist on E-Verify and we should get some of the IRS folks off of auditing US and have them visit businesses and verify SS #'s match . No Jobs , no wave of illegals .

        Illegals can't hardly speak English (if at all) yet they have these connections to get SS cards from "Pros"? Of course they are (if illegal) are going to have forged paperwork... printed from an Epson printer by someone's cousin with a 10 year old computer... not a pro. The people hiring them usually can tell it's counterfeit but choose to look the other way and can always say later... here is the documentation that they provided. That's because they don't have to pay them a fair wage and aren't willing to do so for the American worker.
        And I personally don't need my SS information on E-Verify or any other data base where my identity can be compromised.

      my husband and i are willing to relocate, take a drug test daily and apply for no less than 10 jobs a week to get off unemployment. do you really think you can survive on unemployment? try it you won't like it. now were applying for jobs that aren't open, like yours, and will work for less money, more hours, and no benefits. free money? we worked for over 20 years for one company, that thought we make to much money. and they owe us the right to just survive, so politicians can play games with our lives? it's easy to bad mouth people on unemployment when you have a job your not worried every day about losing.

      What is wrong with needing a Social Security number to get government checks? And it's high time we stopped letting undocumented people get freebies that citizens can't. I have two degrees, been out of work three years, and can't avail for myself what an "illegal" person can. To say there's something wrong with the system is an understatement..

      Giving that little extra doesn't seem to help any at all, i would rather get it all at one time, and giving people tax credit's without social security numbers? why is that allowed for some and not all americans who are required by law now to have a social security number as soon as you are born, why give away our money to those who do not have social security numbers, our government needs to stop and think about what is best for the american citizen's first

      $40 a month more in my paycheck. I won't see it. It will go to the utility companies, insurance deductibles and groceries. And why shouldn't anybody who lives in this country not have a social security number? I'm tired of paying for benefits for illegals when my own family is having problems making ends meet.
