    Cuts to first-class mail to slow delivery in 2012

    WASHINGTON (AP) — The cash-strapped U.S. Postal Service said Monday it is seeking to move quickly to close 252 mail processing centers and slow first-class delivery next spring, citing steadily declining mail volume.

    The cuts are part of $3 billion in reductions aimed at helping the agency avert bankruptcy next year. It would virtually eliminate the chance for stamped letters to arrive the next day, a change in first-class delivery standards that have been in place since 1971.

    The plant closures are expected to result in the elimination of roughly 28,000 jobs nationwide.

    At a news briefing, postal vice president David Williams stressed the move was necessary to cut costs as more people turn to the Internet for email communications and bill payment. After reaching a peak of 98 million in 2006, first-class mail volume is now at 78 million. It is projected to drop by roughly half by 2020.

    "Are we writing off first class mail? No," Williams said. "Customers are making their choices, and what we are doing is responding to the current market conditions and placing the postal service on a path to allow us to respond to future changes."

    The cuts, now being finalized, would close 252 out of 461 mail processing centers across the country starting next April. Because the consolidations typically would lengthen the distance mail travels from post office to processing center, the agency also would lower delivery standards.

    Currently, first-class mail is supposed to be delivered to homes and businesses within the continental U.S. in one day to three days. That will lengthen to two days to three days, meaning mailers no longer could expect next-day delivery in surrounding communities. Periodicals could take between two days and nine days.

    Williams said in certain narrow situations first-class mail might be delivered the next day — if, for example, newspapers, magazines or other bulk mailers are able to meet new tighter deadlines and drop off shipments directly at the processing centers that remain open.

    But in the vast majority of cases, everyday users of first-class mail will see delays of one or two days, including those who pay bills by check, send birthday cards, write letters, or receive prescription drugs or Netflix DVDs by mail.

    After five years in the red, the post office faces imminent default this month on a $5.5 billion annual payment to the Treasury for retiree health benefits. It is projected to have a record loss of $14.1 billion next year. The Postal Service has said the agency must make cuts of $20 billion by 2015 to be profitable.

    It already has announced a 1-cent increase in first-class mail to 45 cents beginning Jan. 22.

    Separate bills that have passed House and Senate committees would give the Postal Service more authority and liquidity to stave off immediate bankruptcy. But prospects are somewhat dim for final congressional action on those bills anytime soon, especially if the measures are seen in an election year as promoting layoffs and cuts to neighborhood post offices.

    On Monday, the Postal Service said it welcomed congressional changes that would give it more authority to reduce delivery to five days a week, raise stamp prices and reduce health care and other labor costs. But the Postal Service said it was opposed to provisions in both the House and Senate measures that would require additional layers of review before it could close post offices and processing centers.

    "Speed is very important to the Postal Service in our ability to capture savings," Williams said.

    Maine Sen. Susan Collins, the top Republican on the Senate committee that oversees the post office, believes the agency is taking the wrong approach. She says service cuts will only push more consumers to online bill payment or private carriers such as UPS or FedEx, leading to lower revenue in the future.

      Bobbie, it's not the workers you should be blasting, it's republican politicians who are deliberately trying to kill the postal service so they can privatize it. Once it's private, get ready to have your box crammed full of junk mail while you pay $2.00 to mail a letter. This whole "crisis" is manufactured by a republican-backed law which is forcing the USPS to fund 75 years of retirement in a 10 year window of time.

      Postal workers get off ALL the same holidays as government workers do. Maybe cutting some of those paid holidays would help. Get rid of the more than needed supervisors!! I don't see how slowing the already slow mail down is going to save them money. It's only going to drive people to use other methods. They are only killing themselves faster!!!! I'm sorry but this slowing down the mail has gone too far. It now takes a week longer to get my mail. A whole week!!!!!! Ridiculous!!!! I know I will be one of the one to seek other methods.

        For most Americans anymore, the mail box is a dumping ground for junk. Why not make them pay for it. I for one do not need delivery 6 days a week. 90% of what my household does is done by other means. The mailbox is basically for occasional cards from family/friends. By the way Howard, they are already on the internet advertising. The postal service is just a free way for them to double up on recipients. The USPS is fast becoming obsolete.

      There are more supervisors than there are mail carriers. Get those usless supervisors out on the road to deliver and cut the pork. I live in Florida and the supervisors have a tape measure to check if the carrier's shorts are the correct length. DUHH!!! This is relevant to mail delivery???

      The first class stamp is the best deal in "government" services that we have while everyone needs to fund their pension schemes can congress actualy do anything right? Most epay bill pay are still mailed contrary to popular thinking because the issuers make money on the float. As it starts to take longer for people to get their bills and payments to return how much will the late payments add up to? Will this "save" money? There are a lot of working people living pay check to pay check and mailing a rubber check hoping it gets there on time but not until there are funds to cover it is going to get harder for many

        I don't think they are idiots...Far from it actually. This was a deliberate and calculated attack on the Middle Class and Unionism. They (the right) knew that by forcing the postal service to Pre- Pay their Pension would cause financial ruin. That way they can privatize it and bring people in to work for substandard wages,no healthcare and pension. That is the America that they want. The America where you only have The Gated Communities and the Projects. What the disillusioned working class here in the South don't realize is that the other Class will be those of the Trailer Parks ... : )

      PO dudes - cept for bulkier #$%$ - scan all letters/ email these scans to their PO destination offices/ & deliver the scans to their recipients. In this way, you don't have to mail any letters.

      Try living in Chicago and relying on the USPS...I was under the impression their service AND reliability has already slowed. It's a joke here...but not funny if you're expecting something important and you had no choice in delivery service.

      See and IM RIGHT THE OPPOSTION.. .Out here where I live, My USPS is the ONLY way to order if you want anything fast.. Out in the country FED X in my area only delivers 2 days a week.. If I dont get my package by Thursday that means I wont get it until the next TUESDAY.. They run two days a week here Tue and Thur... Im not complaining about USPS speed heck I order live birds etc all the time and I get the overnight or two day usually without any problem at all.. I CANT DO THAT WITH UPS....

      Most of what we do through the mail can be done online? Not true. Maybe for basic letters and junk mail, but in fact, being a business owner and with the growth of sites like eBay, many more purchased items are shipping through the mail rather than being bought in stores, and businesses DO NOT want to be forced to use expensive and much less efficient Fedex or UPS -- worst service ever! The postal service provides great priority shipping at a reasonable price (enough to sustain the business but less than private companies that ream you), and needs to find other ways to cut costs, and there are many they are avoiding that have to deal with administration, benefits, etc.
