    Damage from Irene appears to be less than feared

    WASHINGTON (AP) — Tropical Storm Irene's trek up the East Coast caused less damage than many had feared, a bit of reassuring news for a fragile economy.

    Insured damages from the storm will likely range between $2 billion and $3 billion, and total losses will likely be about $7 billion, according to preliminary estimates from Kinetic Analysis Corp., a consulting firm.

    Both figures are lower than had been expected, suggesting that the storm poses little threat to the nation's $14 trillion economy. Some economists said that, as with past hurricanes and earthquakes, the recovery could end up boosting growth in the coming months. Demand for building repairs might help the depressed construction industry, for example.

    "Irene left several places with black eyes, but it doesn't seem to have delivered an economic knockout," said Ryan Sweet, an economist at Moody's Analytics.

    In the short run, the costs will grow as storm-ravaged areas deal with lost business, dislocated workers and transportation delays — damage that will take months to understand. And in some areas, the impact will be measured in lost tourist dollars, canceled flights and shuttered stores.

    Irene slammed into a region that's vital to the economy's health. The mid-Atlantic and New England account for about 16 percent of the nation's economic output and about 14 percent of its workforce, Sweet said.

    But Kinetic's estimates suggest that Irene will have caused far less insured damage than the $6 billion the insurance industry paid out after Hurricane Isabel struck the East Coast in 2003. Other analysts agreed broadly with Kinetic's early estimates, saying insured losses are unlikely to exceed $4 billion. Other consultants will release their own projections this week.

    Sweet said small businesses on the North Carolina coast will likely lose two weekends of tourist activity, including the travel-heavy Labor Day weekend. Beach communities spanning the East Coast face the same threat.

    For ordinary people in hard-hit areas, Irene's costs could run high. Victims of natural disasters often lack the insurance they need to recover their losses and return to work quickly, said Susan Voss, Iowa's top insurance regulator and president of the National Association of Insurance Commissioners. People who lose homes can end up in temporary housing far from their homes and workplaces.

    Many don't realize that flood damage isn't covered by standard homeowner's insurance policies, Voss noted. A standard homeowner policy covers damage caused by wind or by rain through a damaged roof. A separate flood insurance policy would be needed to cover damage from rising water, such as from the storm surges unleashed by Irene.

    Economists said that reconstruction from Irene could increase U.S. economic growth in the October-December quarter, though the benefits will be limited by the relatively slight damage the storm caused.

    "This region is very highly insured, so a lot of money will start pouring in, and that should re-employ a lot of construction workers who are now out of work," said Mark Zandi, chief economist at Moody's Analytics. Zandi said. He said the benefits from rebuilding might extend into next year's January-March quarter.

    "That will put some people back to work, at least temporarily," said David Kotok, chairman of Cumberland Advisors.

    For now, power outages and flooding will close some businesses, costing workers pay and likely increasing some temporary layoffs. Transportation and shipping may also be disrupted. The length of the outages and the extent of public transportation problems in cities like New York will help determine the costs, analysts said.

    Such disruptions will emerge in economic data starting this coming week, when the government reports how many people applied for unemployment benefits as the storm bore down on the Southeast. Economists expect a post-storm rise in applications.

    One concern is that weak economic data, even if blamed on a natural disaster, could weigh on consumer confidence and make businesses reluctant to spend.

    But major fixtures of the economy are already returning to normal. The New York Stock Exchange and NASDAQ are preparing to open Monday. Mayor Michael Bloomberg lifted an evacuation order for lower Manhattan as of 3 p.m. Sunday.

    Airlines planned to resume some flights into and out of East Coast airports on Monday. Crews are already restoring power in Southern states hit by the storm and are starting work in the northeast.

    And Irene will add only about 15 percent to insurers' weather-related payouts this year, if the current cost estimates hold. Tornadoes, flooding and droughts in the Midwest and South have forced the industry to handle about $17 billion in weather-related claims this year.

      While the govt worked calmly and kept the citizens informed, I do believe the media overplayed this important story. Now days every time there is a storm the media spews out the dangers and then their silly reporters put themselves in harms way. I'm tired of seeing reporters standing in flood waters or being battered by winds and rain----beginning to look phony.!!!

      Thank God for not having the big super disaster. The gov't worked hard for its citizens and this time mother nature was cooperative to a degree since the hurricane lessened to a tropical storm. Thank you to all American government people who worked so diligently to protect us citizens.

      It is to bad so many who comment on this article suffer from scarecrow syndrome ( if I only had a brain ) If one would take the time to think about how the storm tracked. If it would have gone either a little to the left or to the right it could have made devastating difference. We should all be very thankful the damage is as light as it is in comparison as to what it could have been.

      After reading so many articles on the pending disaster and now reading how it did not quite happen as anticipated it strikes me the media actually hoped for more than they got, almost the scent of disappointment in some of these. Nothing sells news like bad news; I guess this one just wasn't bad enough for them. I am glad for those on the east coast who were in the storm’s path and although I am sure damages will be in the billions the loss of life seems to have been low and that is wonderful.

      The constant linking of this overhyped storm to Obama is asinine, desperate and obvioulsy childish. Bush's Katrina response is NO DOUBT the impetus behind this over-reaction and prompts all of these Politicians to basically not respond like Bush did. Hence the hysteria...

      P.S. If all the GOP can produce is Bachman, Perry and Ron Paul, Obama can pull a drive-by and still get re-elected so cut the crap...no one is gonna vote for crazies...wake up!

      I knew it wasn't bad when the Golferinchief didn't cancel his T-time for yesterday. Obama thru sources was excited his drives were going 800 yards. About 798 yards farther than normal. When asked about the economy and without the aid of his teleprompter, O'dummy stated, yeah, we've almost destroyed it.

      On a lighter note, sharks hunting off the coast were helping in rescue efforts by throwing New Yorkers back on the beach.

      It was ridiculous. Katrina was a much worst hurricane and it got barely the coverage of this Cat.1 because it was affecting the center of the world NYC.

      Bloomberg's PR machine went into overdrive forecasting the end of the world like Chicken Little. We've had worst storms and nor'easter than this one. Now Bloomberg and his cronies can sit back and pat themselves on the back for a well done job and then re-elect himself again next year as dictator Mayor of NYC.

      To all of you idiots whop are posting about how "over hyped" the media, governors and weather bureau played this storm: You obviously have not listened to the facts. NYC for example did have flooding for some and also hundreds of trees and other things totally destroyed. The ONLY reason that NYC did not get hit as hard as forecast, in which case many of you would be trapped if you stayed in your flooded homes or maybe not even have a roof or windows, is because the storm both sped up, and also alot of the energy that continued down in the Carolina's and Virgina (and some of which is now pounding the H*ll out of Philadelphia) took the energy away from what ended up hitting new York City. So Harvey, and Jp, and "George Washington" (what a clever and original pen name) with your cute comments, bringing politics into a non-political serious weather event: Get a clue and a life! You who are whining and playing "after the event experts" would be the FIRST ones on here and other places #$%$ and moaning because you were not given adequate warning, and your house got ruined, flooded, or you had no food or enough water, or a radio from which to get news. I could guess at your ages, but it doesn't matter. If you are dumb at age 18 you are going to be dumb at age 70. People have died from this storm!! Four MILLION are without power, and hundreds of thousands are flooded. You happened to luck out if you did not get the serious flood surge or high winds or *tornadoes* that many got and are today in shelters or even dead as a result. I doubt any of you on here who are either politicizing this or berating CNN's or the National Weather Service's meteorologists have ever been in a war, or you would know that in any emergency there are alot of unknowns and the only smart thing to do, if you value your life and property & those around you is to prepare for the worst, and hope for the best. It kept me and alot of my men alive in two war situations, and I am happy to be over prepared and ready than under prepared and dead or in need of rescue by the government paid people some of you are taking pot shots at here. Thanks to all who did help and are still helping! The rest who are using this as a place to sound smarter and wiser than the experts can float away in the next storm or have your home destroyed with you in it for all I care. You are totally disrespectful of those in real trouble now, and in general, ignorant and self centered.

      Guess the east coast is important enough to take EXTRA measures just in case it is a huge, destructive storm. Unlike Katrina and New Orleans where the feds seemed to say..."What ever doesn't get blown or washed way, we'll try to get fixed in the next 10 years or so."

      As early as last Monday the NOAA, you know the real meteorologists, were estimating Irene to become a Cat 1 by the time of US landfall. These facts were simply ignored by the media and corrupt politicians, they wanted that armageddon story badly.
