    Deal could yield years of labor peace for Boeing

    SEATTLE (AP) — Some unionized workers at Boeing say they hope their vote Wednesday on a four-year contract extension augurs a new, peaceful era in their relations with the company.

    The Machinists union announced last week that it had reached a tentative deal following secret talks initiated by the company. If workers ratify the pact, as expected, the Machinists say they'll drop their National Labor Relations Board complaint over Boeing's decision to open a nonunion plant in South Carolina, and it would guarantee a long stretch of elusive labor peace.

    The relationship between Boeing Co. and the union's 28,000 workers in Washington state, Oregon and Kansas has been contentious, to say the least. The Machinists have gone on strike in 1987, 1995, 2005 and 2008, the last being a 58-day bruiser that helped delay delivery of the new 787 and cost the company dearly.

    "It's been a rough ride the last 25 years," said Robley Evans, a forklift driver and union official. "To think about having five years of labor peace and not the standard stuff we go through, it's good. We're hopeful this is the new way of negotiating."

    The deal calls for annual wage increases of 2 percent, cost-of-living adjustments, an incentive program intended to pay bonuses between 2 percent and 4 percent, a ratification bonus of $5,000 for each member, and improvements in the pension program. But it also would raise workers' share of health costs.

    Crucially for the union, it would ensure that jobs for Boeing's updated 737 line — the 737 Max — stay in the Puget Sound region. Boeing said in July it was studying other locations for the new 737.

    Industry analyst Wayne Plucker, of the San Antonio, Texas, research firm Frost and Sullivan, said the agreement is good for both sides. Considering the looming Defense Department budget cuts that threaten defense contracts across the industry, Boeing is going to need solid performance from its commercial airplanes division, Plucker said.

    "Boeing needs a peaceful time," he said. "Their competition with Airbus and their challenges to come on the defense side made it kind of a pivotal thing to have a quiet, peaceful time, labor relations-wise.

    "It's also a big deal for the Machinists union. They got the agreement that the 737 will be done in Seattle — that's a huge deal. There are far more of them built than there ever will be of the 787. So it's a win for the union, and for the Seattle area."

    Aside from reiterating that it plans to build the new 737 Max in Renton, Washington state, Boeing has said little about the deal publicly, choosing to defer to the union until its members had a chance to vote.

    Several of the workers called the agreement a good deal Tuesday. But, they said, the company would need to do more work to regain their trust after the acrimonious contract talks of 2008 and the decision to open a nonunion assembly line for the 787 in Charleston, South Carolina.

    The NLRB complaint arose because it said Boeing opened the second plant to avoid legal union strikes in Washington state.

    Terri Myette, a shop steward and factory-customer coordinator in Renton, said the agreement was "OK for the economy we have."

    "But out on the floor, they don't trust the management," she said. "Boeing has said things before and then not followed through. They have to earn our trust."

    John Carter, a maintenance lead and 25-year Boeing veteran, echoed that, saying the Chicago-based company intimated it would build the 787 in Washington state before opening the $750 million South Carolina plant.

    But he remained hopeful that the deal would mark the start of a new era in relations with the company.

    "It's almost too good to be true. It's peaceful. It's almost like you wonder, what are they up to?" he said. "But you want to trust them. Hopefully it goes well."

    Voting ends at 6 p.m. PST Wednesday (0200 GMT Thursday).

      Gee, as a former Eastern Airlines mechanic (1979-1984) I can't ever recall a "Ratification Bonus" during our contract negotiations. What in the hell is that??? Hmmm, what is that? A bribe? A payoff? Vote for this and I'll give you a $5,000 bonus....less taxes of course which will leave you about $3,000 and then you will have to claim all of the $5,000 again at the end of the year as income only to be taxed again....what a deal!

      And the American worker cant figure out why jobs are being created overseas! Cant figure out why companies don't want to hire the spoiled fat and ungrateful workforce we have in this country. $5000 ratification bonus?!! Smells like a payoff to me.         Joe, get a visitor's pass to watch the manufacturing process of an airplane. It isn't just insert tab A into slot B when building an airplane the public will fly in for over 20 years. There are well over a million parts involved in one aircraft, with hundreds of man-hours to go from concept to flight. People get hurt along the way (in many ways), and have to pay more out of pocket expenses, because the company can't afford to pay all the premiums of health insurance, retirement benefits, etc., and still turn a profit to pay the thousands of shareholders. I put in over 25 years, driving rivets to hold an airplane together, and now my knees, shoulders, wrists, etc. are all worn out from the vibrations and the positions I had to be in, in order to complete my portion of the process. I don't blame the company (they constantly strive to make the workplace more employee-friendly), so much as the speed in which technology keeps advancing and the public keeps demanding all the amenities the airlines have to provide, for the public to use them.

      Unions and their constant grab for "Benefits" so they can go to the workers and tell them how good they are and how necessary it is for them to be paid fat cat salaries, have made the US wages about the highestin the world. Thus, US manufacturers cannot longer compete against other nations without such strangling agreements. When will the Unions understand that work place safety, pleasant, clean conditions un good relations with the company management are far more important than raises and costly "Beneifts. When the workers go on strike everyone loses. In the highly competitive field of commercial aircraft they should have enough sense to help production rather than help competitors. Airbus is going to take world leadership in production if Boeing does not watch it's step. The fault will lie entirely with the Unions and strikes as well as financial demands that drive up the cost of the aircraft. If boeing cannot compete - the end will come soon. And - Airbus is not the only manufacturer. MD is still in business and so are other companies. The once proud, great and productive Boeing will go out of business as a result of Unions, strikes and acrimony.

      Unions once brought US industry form sweatshops, indifference to workers needs, safety and good conditions to a bunch of greedy people constantly trying to increase the lining of the pocket without thoughts of the consequences of strikes and costs of laboe compared to competition. You cannot have something for tnothing. There is no free lunch. Increase wages, incresase costs. Give the advantage to the competitor and he will put you out of business. At that point, when you have lost your job as a result of union strikes and wage/cost increases, will the union pay you for the rest of your non-working life.
      Unions were necessary. Unions once did a good job of bringing equality to worker and management. Today, they are putting US manufacturers out of business or out of the country. Wake up people, Strikes and wage increases are a lose-lose situation. It cannot go on. The outside world becons with workers who make no such demands. The US worker, like US business is in competition with foreign workers. Guess what - you are losing the battle. That is why US business in moving overseas and why China is the growing economy. Please, for the sake of the United States, Ask for less and give a bit more to make the USA the once great manufacturing nation it was - More than the rest of the world combined. If Union demands don't stop everything you buy will have one label - Made In China. Is that what you want???

        And you are saying the union workers are educated? I disagree, I have plenty of upper management experience with union companies. The union employees are on the same level at best,or worse on education. So go blow your union horn somewhere else! I would like to see the books on the new plant after two years and compare it to the union and see how they differ!
