    Democrats propose 6-week cut in jobless benefits

    WASHINGTON (AP) — House-Senate negotiations on extending jobless benefits and a two percentage point cut in the payroll tax remained stalled Thursday, despite a proposal in which Democrats urged a modest six-week cut in the maximum time unemployed workers can receive jobless benefits.

    Democrats, however, rejected efforts by House conservatives to require beneficiaries to enroll in GED classes or permit states to require drug tests as conditions of getting unemployment.

    The Democratic proposal would allow unemployed people to receive a maximum 93 weeks of benefits in states with the highest jobless rates, rather than the 99 weeks permitted now. Republicans want to cut 20 weeks from the maximum benefit, though as a practical matter, the benefit would drop to 59 weeks under their plan because falling unemployment rates mean enrollees would lose automatically 20 weeks under program eligibility rules.

    There's still no progress on the central issue of finding budget cuts to finance a cut in Social Security payroll taxes. At the hearing earlier this week, Democrats came out against GOP plans to freeze federal workers' pay and require higher income seniors to pay higher Medicare premiums.

    But Democrats have yet to come forward, publicly or privately, with an alternative roster of deficit cutting proposals to raise $160 billion or so in savings to pay for extending the payroll tax cut and jobless benefits for the long-term unemployed, as well as preventing a 27 percent cut in Medicare payments to doctors required under an outdated funding formula.

    "It's puzzling. Democrats offered no ideas on how to pay for all the new spending, rejected all of the job-ready reforms and barely changed the unemployment weeks to 93," said Rep. Kevin Brady of Texas, a GOP negotiator.

    A two-month extension of the three provisions was enacted late last year and expires at the end of the month. Republicans say Democrats are slow-walking the negotiations to pick a fight that the GOP would probably lose. Unless the pace of the talks picks up considerably, it seems unlikely negotiators will meet the Feb. 29 deadline.

    "The president and Senate Democrat leaders will not allow their (negotiators) to support a reasonable, bipartisan agreement on spending cuts," said House Speaker John Boehner, R-Ohio. "Worse, they've refused to allow any alternatives at all except for job-killing, small business tax hikes that they know can't pass the Senate, much less pass the House."

      Why is it assumed that people who are receiving unemployment benefits need a GED or use drugs. I am well educated and never used drugs--I am unemployed. Attending classes is forbidden under current rules to receive unemployment. I guess there are some "approved" programs that the government will pay for and then there are those who want to take classes but get denied unemployment for improving their skills.

        they are referring MINIMUM requirements. Those with a college degree of course would not have to take a GED class...your inability to figure that out leaves questions about your reasoning skills and could explain your current lack of employment

        I'll restate my point... If a person with a degree wants to improve their skills, they are penalized for taking classes. Unemployment is denied if a person is attending school.

        That's the truth. Unemployment is not going down, people are exhausting their benefit and are no longer on the unemployment radar. I know many smart, experienced people who can't find jobs. it's an employers market. employers want you to have a degree to clean a freakin toilet. this country is in a sad, sad state.

      I am a currently unemployed union carpenter, and at 52 years of age, I have been a hard working, taxpaying American for the last 34 years. I didn't cause the financial crisis, and I have kept up my mortgage payments and all my other financial obligations. I constantly hear talk about cutting the time I can collect unemployment, yet I NEVER hear anything about cutting welfare payments for people who have never in their lives worked, or ever contributed to society in any positive way. The people who are currently unemployed and collecting unemployment are the backbone of this country, the middle class, and the people who pay the greatest percentage of their income towards taxes. Our so called representatives in government are self serving maggots who have lost touch, (if they ever were in touch), with the populace they are supposed to represent. I have voted in election since I was eighteen, and I remember this at election time. The middle class built this country, and yet we are being painted as the problem. The problem is in Washington, and Springfield, Illinois!

        I totally agree with you and I bet like many you would have no problem taking a drug test right? I think random drug test should be a pre-req for all forms of welfare. This would lower the enrollment more effectively and encourage the deadbeats to get out and get a labor job that the illegals have been taking. we pay more to stay at home than these jobs to get bust your butt. Both issues are a problem but we can fix the staying at home getting doped up on our dime.

        Welfare isn't about the people who doesn't work, its about people whoo work but have little pay. And its also for college students so they can survive while they get an education. I had a relative work in the welfare office and people who receive it are usually white middle class americans. They put a black face with kids as the typical receiver but its more white people on it than black, please do the research....

        I agree with you also. I became chronically un and under-employed in August 2006, since then I have had 3, 9 month periods of employment. I was 54 then, next week I turn 61 and still can not get hired in a long term employment situaiton. I am an electronics tech with 30 years of experience. Like yourself paid my taxes have a home barely until the bank forecloses any day now. Employers seem perfectly happy to hire someone fresh out of tech school with no experience. Ah...to be young and stupid again!

      These people who have never lost their jobs and think those of us who have , are living the great life on Unemployment Checks have no grasp of reality . Unemployment Insurance is not enough to provide the basic needs of anyone . If you lost your job and go on unemployment , you will soon loose every thing else you have , car , house , phone and no medical coverage . Your time will be taken up standing in lines and being told , "sorry , we can't help you." And if your a single male , you are really screwed , you cant even get food stamps . So those of you who think its so great , I hope you loose your jobs so you can see first hand what its like . Your just a bunch of #$%$ and you deserve it .

      get your head out of the sand, the economy hasnt made any recovery,there are alot of unemployed who lost benefits due to the end of 99 weeks. You would think some intelligent being in washington would know how to track the REAL rate. Pepsi just laid off 8700 people,the computer tech field is about to gut themselves, but oh the automakers are back, whoopee who can afford to buy a new vehicle. How much did that cost,could have spent the money on upgrading our crappy interstate system. You will hear that all is well because of the looming election, replace them all and start over, this isnt working.
