    'Doomsday' defense cuts loom large for select 12

    WASHINGTON (AP) — For the dozen lawmakers tasked with producing a deficit-cutting plan, the threatened "doomsday" defense cuts hit close to home.

    The six Republicans and six Democrats represent states where the biggest military contractors — Lockheed Martin, General Dynamics Corp., Raytheon Co. and Boeing Co. — build missiles, aircraft, jet fighters and tanks while employing tens of thousands of workers. The potential for $500 billion more in defense cuts could force the Pentagon to cancel or scale back multibillion-dollar weapons programs. That could translate into significant layoffs in a fragile economy, generate millions less in tax revenues for local governments and upend lucrative company contracts with foreign nations.

    The cuts could hammer Everett, Wash., where some of the 30,000 Boeing employees are working on giant airborne refueling tankers for the Air Force, or Amarillo, Texas, where 1,100 Bell Helicopter Textron workers assemble the fuselage, wings, engines and transmissions for the V-22 Osprey tilt-rotor aircraft.

    Billions in defense cuts would be a blow to the hundreds working on upgrades to the Abrams tank for General Dynamics in Lima, Ohio, or the employees of BAE Systems in Pennsylvania.

    For committee members such as Sens. Patty Murray, D-Wash., Rob Portman, R-Ohio, and Pat Toomey, R-Pa., the threat of Pentagon cuts is an incentive to come up with $1.5 trillion in savings over a decade. Failure would have brutal implications for hundreds of thousands workers back home and raise the potential of political peril for the committee's 12.

    "I think we all have very good reasons to try to prevent" the automatic cuts, Toomey told reporters last week when pressed about the impact on Pennsylvania's defense industry. "That is not the optimal outcome here, the much better outcome would be a successful product from this committee."

    The panel has until Thanksgiving to come up with recommendations. If they deadlock or if Congress rejects their proposal, $1.2 trillion in automatic, across-the-board cuts kick in. Up to $500 billion would hit the Pentagon.

    Those cuts, starting in 2013, would be in addition to the $350 billion, 10-year reduction already dictated by the debt-limit bill approved by Congress and signed into law by President Barack Obama this month.

    Not surprisingly, Defense Secretary Leon Panetta has described the automatic cuts as the "doomsday mechanism." He's warned that the prospect of nearly $1 trillion in reductions over a decade would seriously undermine the military's ability to protect the United States.

    For the Pentagon, "we're talking about cuts of such magnitude that everything is reduced to some degree," said Loren Thompson, a defense analyst at the Lexington Institute, a think tank. "At that rate, you're eliminating the next generation of weapons."

    Committee members will face competing pressures as they try to produce a deficit-reducing plan. Not only are weapons and aircraft programs on the line, so is the work at major military installations across the country, from the Army's Fort Jackson in South Carolina to the more than two dozen facilities in California.

    As chairman of the Senate Foreign Relations Committee and a possible successor to Secretary of State Hillary Rodham Clinton if Obama wins a second term, Sen. John Kerry is certain to be protective of the budget for the State Department.

    Yet the Massachusetts Democrat, who recently said he would seek a sixth term in 2014, represents a state that was fifth in the nation with $8.37 billion in defense contracts this year, behind Virginia, California, Texas and Connecticut, according to data on the federal government's website USAspending.gov.

    In Tewksbury and Andover, Mass., deep defense cuts could have serious ramifications for thousands of Raytheon employees working on the Patriot, the air and missile defense system. It was heralded for its effectiveness during the 1991 Persian Gulf War and is now sold to close to a dozen nations, including South Korea, Taiwan and the United Arab Emirates.

    Whatever decisions Kerry and the committee make will affect Massachusetts-based Raytheon, which was fourth in defense contracts this year at $7.3 billion, behind Lockheed Martin, Boeing and General Dynamics. Raytheon also has operations in Arizona, home to another committee member, Republican Sen. Jon Kyl.

    "While some will argue there is peril in serving on this committee, we believe there is far greater peril in leaving these issues unaddressed," Kerry said in a joint statement with Murray and Sen. Max Baucus, D-Mont., after they were selected by Senate Majority Leader Harry Reid, D-Nev.

    In February, Murray celebrated when the Air Force ended a decade-long saga of delays and missteps and awarded one of the biggest defense contracts ever, a $35 billion deal to build nearly 200 air refueling tankers, to Boeing, a mainstay in her home state.

    Boeing was fourth on the list of donors to Murray from 2007-2012, with its political action committee, individual employees and family members contributing $102,610, according to the Center for Responsive Politics.

    Michigan is home to two committee members, Republican Reps. Dave Camp and Fred Upton, and General Dynamics work on the Abrams tank. The state is struggling with a 10.5 percent unemployment rate, which is above the national average.

    Already facing the prospect of $350 billion in defense cuts over 10 years, the Pentagon could look to scale back some projects, such as the F-35 Joint Strike Fighter, the stealthy aircraft that has been plagued by cost overruns and delays.

    Lockheed Martin, in conjunction with Northrop Grumman and BAE Systems, is building 2,400 of the next generation fighter jet for the Air Force, Navy and Marine Corps, as well as working with eight foreign countries. But the cost of the program has jumped from $233 billion to $385 billion; some estimates suggest that it could top out at $1 trillion over 50 years.

    Questioned about the defense cuts, Joint Chiefs of Staff Chairman Adm. Mike Mullen recently said that "programs that can't meet schedule, that can't meet cost ... requirements are very much in jeopardy and will be very much under scrutiny."

    The Joint Strike Fighter is being built in Fort Worth, Texas, and Palmdale and El Segundo, Calif. Those are the states of committee members Reps. Jeb Hensarling, R-Texas, and Xavier Becerra, D-Calif. Lockheed Martin and BAE Systems also have operations in Pennsylvania.

    The Pentagon could decide to scrap the program or scale it back while upgrading the existing F-15 and F-18 aircraft, a troubling prospect for lawmakers from the states that benefit from F-35 production.

    In the military world, however, reducing the number could make it more costly.

    "The problem when you cut back in numbers is you increase the number for one, you increase the cost for one," said Laicie Olson, a senior policy analyst with Council for a Livable World and the Center for Arms Control and Non-Proliferation. "Sometimes it's almost better to buy more."

    Boeing, in a statement, said it has been "anticipating flattening defense budgets for some time." Company spokesman Daniel C. Beck said that while Boeing is trying to improve production and efficiency, it's moving into new markets such as cybersecurity and energy management.

        If you look at the big picture, it will probably be a good thing if they fail to come to an agreement because one side refuses to compromise in the slightest bit and the position that side holds will damage the already fragile recovery.

        Although, either way we are falked. It is a case of "do we shoot ourselves in the foot or do we just cut our throat open".

        That time was before the Tea Party and their so called purity test. When moderates and centrists are being run out of government you know things have gotten really bad. Extremists are holding the majority of the country hostage because they have corporate money backing them. Who ever heard of the Tea Party before Barack Obama was elected or Sarah Palin started her ridiculous accusations about the government. I can't help remember that her husband belong to a group that wanted to make Alaska independent of the United States. Wonder if now they bought that big house in Flagstaff if they will want Arizona to split off from the U.S. too. Yep...mama grizz is going to tackle immigration ya betcha.       Oh, that's right our government, the Pentagon, even far too many of Our Troops who continue to volunteer for mind blowing multiple deployments agree that the Global War on Terror IS NOT such a threat to our very survival that requires the Military Draft as long as children of the Middle Class and Working Poor continue to be motivated by the economic military draft to volunteer so the fortunate sons and daughters of those calling the shots (including in our government) don't have to go in harms way given they have an automatic get our of the war free card (pass) instead of a draft card.

        Have to look it up but I assume (assess) that precious few other countries are sharing the burden in Iraq when most of the Coalition of the Unwilling including NATO would love to see US take a leading role in Libya.

        Regarding Afghanistan, the financial and human cost (which BTW includes the cost to innocent and not so innocent civilians) being shared by NATO depends on the capability and willingness of member nations to burden share.

        I believe it is also fair to say that members of NATO have a more sophisticated Peace Movement that is not blacked out by their lame stream media the way ours keeps the focus on the US economy and intentionally fail to mention the fiscal costs of the wars as if THE WAR ECONOMY is not related to the melt down of the US economy, and high unemployment unless one is fit and volunteers (even reluctantly) to serve in the Armed Forces.

        Every time WE hear chicken hawk critics of how the National Deficit is being handled even the Tea Party remains silent on foreign policy issues.

        WHERE ARE THE REAL FISCAL CONSERVATIVES, because they left the Republican Party long time ago, and the Tea Party fails any test for being TRUE FISCAL CONSERVATIVES.

      Since I can't post links the sources of federal budget estimates comes from the Office of Management and Budget by doing a Google search for "OMB Budget of the United States Government, Fiscal Year 2012."

      I also failed to mention that spending on the Global War on Terror goes even higher when we throw in $43.2 billion for Homeland Security AND the UNKNOWN BILLIONS SPENT ON OUR NATIONAL INTELLIGENCE PROGRAM with a budget that's a SECRET!!!

      Add up the total cost to American taxpayers for Defense related spending focused on the Global War on Terror (or whatever supporters are calling it these days) and our tax dollars spend on OVERALL DEFENSE is astronomical and disastrous considering WE have not been taxed to pay such costs since invading Afghanistan then Iraq.

      It is way past time to focus not on which politician can bring PORK and other things that supposedly concern the Tea Party back to their states or Congressional Districts so they continue getting campaign funding from the Defense Industry and keep such industry workers employed (this approach is beneficial only to the Defense Industry and all who work for it).

      It is also way past time to get over the FEAR that WE will hurt our troops feelings if we pull out of military operations where ever or that people will suffer whose freedoms we were supposedly fighting. We also must get over the moral and ethical questions asked by the Peace Movement (one that in no way compares in size to the Vietnam Anti-War movement), because the American people cannot related to nor care about the moral and ethical issues surrounding the roles of our military and government in the Global War on Terror, because WE have never been asked to shared in the sacrifice of our troops by our government.

      But, there is one thing ALL US AMERICANS do understand and that is the almighty $.

I simply don't care how many times our troops volunteer (some quite reluctantly) to endure untold multiple deployments to a combat zone for although they are paying for it (in blood and money) a growing number of Americans are coming to their senses and know beyond a doubt WE THE PEOPLE can no longer afford wars.

        We may be now burden sharing given the impact the Global War on Terror has on the US economy regardless if we realize or not that is those of us who were half decent at Math in school and intelligent enough to connect the dots between $$$ on loan from countries that one day may challenge or claim to an international empire in order to pay for the wars - IT'S THE WAR ECONOMY - PERIOD!

        Oh that's right the Yellow Ribbons slapped on vehicles that increase during an election where the war(s) have been debated and disappear once the election is over. OK, throw in the Old Guard and Younger Veterans Service Organizations, especially those that wear the funny looking garrison caps, and even WE are a minority of the entire US population. OK throw in the Support Our Heroes efforts - both the legit ones and scams that came out of the woodwork post-911 and still we make up a significant minority of the American population.

        The vast majority of American HAVE NOT shared in the suffering and sacrifice of real American patriots not wannabes who exploit patriotic symbols and know very little about American history or the true meanings behind the symbols used today such as the Don't Tread on Me flag and banner. One day I'd like to stop at one of the few homes flying that Tea Bag banner and ask the folks living there just how much do they get into American History and how many historic sites they've visited in their lifetime. The response of very little would not surprise me.

        No sir, reality is that only the phony politicians with the phony American flag lapel pins on their SUITS calling the shots, and an officer corps top heavy in the kids and adults from Middle Class America, and NCO corps of both Middle and Working class Americans, and the farm boys and girls from what's left of rural American are at War.

        When is the last time we've heard the American masses talking about or debating some body else's war(s)? Nope most of the American public cannot relate to the wars being fought by somebody else's kid.

        I did my time in the Army enlisted, Air Force as an Intelligence Officer, and Navy as a civilian, so I know first hand how our military families, especially National Guard families are isolated (if not alienated Thank God) from the rest of American society.

        If you seriously believe there is burden sharing and sacrifice for the war effort by the vast majority of Americans then just ask young Veterans looking for jobs or attending college right now how much those around them want to talk about THEIR WARS.

        However, the ultimate test that would prove you Wrong Liberal is simply three words THE MILITARY DRAFT. If our government was to really lose their minds and implement THE DRAFT watch how fast (1) our troops catch hell and the blame for being enablers for the Military-Industrial complex and related War Profiteering efforts to include Support Our Heroes patronizing groups.

        Nope Liberal, I find it very hard to believe that any American has forgotten September 11th even those who seriously desire to, for our government consistently reminds us, exploits, and patronizes that horrible day to keep the precious few volunteers enduring multiple combat tours that blows their minds, ruins their families, increases the number of disabled Veterans we have but enlarges the potential members of the Old Guard Vet Service Organizations with the funny looking garrison caps.

        Nope Liberal, I do not buy the we gotta kill them over them so they do not kill us while working our farms or 9 to 5 in most any American city.

        Tell us something Liberal, exactly how many terrorist commandos launched the infamous September 11th Day of Infamy? Was it an Army squad size unit, was it a platoon, company, battalion, regiment, or division? Exactly how many terrorist made fools out of our National Security and Intelligence apparatus supposedly the most technologically advanced on earth. You and other critics who promote exploitation of September 11th fail to recognize the fact that with the exception of the Plane taken down in PA, their terrorist mission was a success. This to me Lib is the most shameful thing about 9/11 the fact that THEY were able to get away with it. OK, so we finally got revenge heck we still are. Yet the fact remains that a Seal Team sized unconventional warfare unit pulled off a very successful terrorist attack.

        Not really, I'm all for a smart defense budget that continues to save lives despite our nation not fighting for our very survival thus NO MILITARY DRAFT. I'm all for continuing to stop terror attacks but to think that we have to subdue Iraq and Afghanistan in order to prevent future terrorist attacks to me is the same as the American sheeple believing that they cannot trust their government, or National Security apparatus to protect US. Just because our government and intelligence apparatus was not able to protect us on 9/11 does not mean that they learned no lessons about their failures to protect symbols of America's one time economic might - the Twin Towers.

        The ONLY way America CAN recover is with TAXES. NO TAXES, NO MONEY = NO RECOVERY.       Of course the cuts in defense will be to military retirement, veterans' benefits and the military health-care system. Congress will never cut defense contracts the big companies have lobbyists there to make sure that doesn't happen. The only people that will get screwed will be military men and women.

      The United States DOES NOT need 1.5 million active duty service personnel whose primary mission is to defend foreign countries, and pad the balance sheets of multinational defense contractors. We ARE NOT the world’s policeman, and it is not our national duty to export democracy, freedom or liberty, to the oppressed of the world.

      Fat cat defense contractors for DECADES have been bilking the American public out of hard earned tax dollars. Get a grip. The military is no different than any aspect of the government -- they need to be accountable for what they do. Perhaps if these "doomsday" cuts are put into place, the Pentagon will think twice about buying a million dollar hammer.

      Bring all our troops home, no more warmongering for greedy politicians and their buddies. Our military was never intended to be the police of the world. Our forces should be here secureing and guarding our borders. These death dealing corporations would do well to concentrate on wepons for us, not selling them to foreign countries to gain leverage for their idiotic ideas, putting puppets in power then turning on them when they don't follow Americas political plan. Its no wonder everyone hates us.
