Energy and environment bill heads to Conn. gov

Connecticut lawmakers send Malloy bill on energy efficiency and environmental conservation

HARTFORD, Conn. (AP) -- Connecticut lawmakers are sending Gov. Dannel P. Malloy a broad proposal intended to improve energy efficiency and conservation.

The Senate approved the measure, 28-3 on Wednesday, following passage in the House of Representatives over the weekend.

The bill establishes a privately-financed program to improve residential energy efficiency and increase renewable energy initiatives. It calls for a grant and loan pilot program to support onsite electricity generation at hospitals, police and fire stations and other facilities.

It also reduces the maximum sulfur content of heating oil.

The legislation requires the state Siting Council, which regulates cellphone and television towers, to consider how building new facilities will affect public health and the environment.

It also expands the ability of utility companies to trim trees near their electric and telecommunications lines.
