EU foreign ministers fail to agree on new Russia sanctions

BRUSSELS (Reuters) - EU foreign ministers failed to agree on Thursday on fresh economic sanctions against Russia, diplomats said. Ministers' final statement from their meeting in Brussels made no mention of preparing new measures against Russia, according to people briefed on the issue. An earlier draft of the statement seen by Reuters stated that ministers would ask EU diplomatic services to prepare "further restrictive measures."
