    Even Without the C.L.A.S.S. Act, Maybe It's Time to Look Into Long Term Care

    Long term care is care that is provided to people with disabilities or chronic illnesses once physical and mental conditions prevent the carrying out of activities of daily living, such as bathing, eating, and dressing. Statistical evidence and work observations reveal that life in these last years is experienced in increments of progressive debility in Activities of Daily Living (ADL)'s -- 1) bathing, 2) dressing, 3) eating, 4) continence, 5) toileting, and 6) transferring; declines often punctuated by 911 calls. Doctors with experience in geriatric rehabilitation, working to promote patient safety and functional independence in ADLs, will acknowledge the laments of many patients wishing they were home and could receive care there. It is only when people need help to get to the bathroom safely, or prompt attention to other personal care, that the laments are to be fully appreciated.     Even though it's usually associated with aging, anyone may need long term care at any time. Accidents, chronic illnesses, and disabilities can occur at any age. In reality, 40% of people receiving long term care are actually working adults under the age of 64, so it’s safe to say that someone can never be too young for long term care insurance. Policy buyers have many choices when opting for a policy, such as the length of coverage desired (from 1 year to a lifetime), amount of coverage, and which policy they see fit. Two types of long term care partnership policies available include comprehensive or facility-only. A comprehensive policy covers care in a facility and/or care received at home, or just in the facility. A facility-only policy covers care in a facility, such as a nursing home or a residential care facility. 70% of LTC recipients still live at home with friends and family. Long term care insurance allows its policy holders to choose where they would like their care provided, such as adult day care centers, assisted living facilities, hospice, nursing facility, in the home, and others even receive long term care from home healthcare agencies.

    “While approximately 628,000 Californians are 85 or older today, by 2050, an estimated 2.9 million individuals will be in this age group, a dramatic 364% increase.” (Source: California Department of Aging, California State Plan on Aging 2009-2013) Most people are wrong in thinking that their private health insurance or HMO will cover long term care costs. Usually, health insurance plans and programs only cover expenses related to an illness or injury and only cover hospital visits, doctor visits, and prescriptions. Even the most comprehensive plans won't pay for assistance with daily activities. Medicare does not even cover custodial (personal) care, laundry, shopping, and meal preparation. It also does not cover any service that is deemed medically unnecessary or services that are performed at home by a relative or household member. Also long term care insurance and disability insurance is not the same thing. While LTC insurance covers home care, assisted living, or nursing home expenses, disability insurance only replaces income when someone gets hurt or ill; a Long Term Care insurance policy is the only private insurance coverage available that offers coverage for such activities.
