    FDA Unveils Graphic Images for Cigarette Packs

    TUESDAY, June 21 (HealthDay News) -- In a dramatic bid to get more Americans to quit smoking, the U.S. Food and Drug Administration on Tuesday released nine graphic warning labels that will appear on all packs of cigarettes by no later than September 2012.

    One image shows a man's face and a lighted cigarette in his hand, with smoke escaping from a hole in his neck -- the result of a tracheotomy. The caption reads "Cigarettes are addictive." Another image shows a mother holding a baby as smoke swirls about them, with the warning: "Tobacco smoke can harm your children."

    A third images depicts a distraught woman with the caption: "Warning: Smoking causes fatal lung disease in nonsmokers."

    A fourth picture shows a mouth with smoked-stained teeth and an open sore on the lower lip. "Cigarettes cause cancer," the caption reads.

    In addition to the images, the label on packs of cigarettes will include a phone number -- 1-800-QUIT-NOW -- so smokers will know where to go for help quitting.

    By law, the labels must appear on every pack of cigarettes sold in the United States and on all cartons and in all cigarette advertising. The campaign marks the first major change to cigarette packaging in the last 25 years, the FDA said.

    "President Obama is committed to protecting our nation's children and the American people from the dangers of tobacco use. These labels are frank, honest and powerful depictions of the health risks of smoking and they will help," U.S. Health and Human Services Secretary Kathleen Sebelius said in a news release. "These labels will encourage smokers to quit, and prevent children from smoking. President Obama wants to make tobacco-related death and disease part of the nation's past, and not our future."

    Matthew L. Myers, president of the Campaign for Tobacco-Free Kids, called the new warnings the "most dramatic change in cigarette warnings in the history of the United States. For the first time the warnings are large enough to be seen and graphic enough to catch the attention of consumers."

    The labels will fill the top half of all cigarette packs.

    Myers said the images on the labels are exactly the kind of measure that has been shown to be effective in encouraging children not to smoke and getting adults to quit. But, to keep the message vibrant, the images need to be changed regularly because as people get used to them, the impact of the warning weakens, he added.

    "For the first time we have labels that not only tell people that smoking is dangerous, but provide them the kind of information they need to now how dangerous it is," he said. "The warning labels have the potential to dramatically reduce the number of our kids who start, but they will be most effective if they are complemented by comprehensive tobacco-control programs in every state."

    Many such programs have been curtailed in recent years as cash-strapped states have diverted funding from tobacco-control efforts to pay for constituent services or to hold down tax increases. In states that have maintained funding, the number of smokers continues to drop, Myers said.

    The new labels are a part of the requirements of the new Family Smoking Prevention and Tobacco Control Act, signed into law in 2009 by President Barack Obama, who has struggled for many years to quit smoking. For the first time, the law gave the FDA significant control over tobacco products.

    The FDA hopes these new warnings will have a "significant public health impact by decreasing the number of smokers, resulting in lives saved, increased life expectancy, and improved health status."

    The agency said it chose the nine images from 36 originally proposed. The agency also said it reviewed the relevant scientific literature, analyzed the results from an 18,000-person study and reviewed more than 1,700 comments from a variety of groups, including the tobacco industry, retailers, health professionals, public health and other advocacy groups, state and local public health agencies, medical organizations and consumers.

    Dr. Jonathan Whiteson, director of the Cardiac and Pulmonary Wellness and Rehabilitation Program at NYU Langone Medical Center in New York City, is concerned that the images may be too graphic.

    "The 'fear factor' of the negative message can lose its potency -- we become immune to the negative warnings over time, and if too graphic, we often hide behind the denial wall stating, 'This just can't possibly happen to me.' The more graphic the image, the more likely the message will become marginalized and thrown out as too wild and extreme a possibility for the smoker," he said in a statement."

    Whiteson thinks that to get kids not to take up smoking, messages have to convey the idea that smoking isn't cool.

    Smoking is the leading cause of early and preventable death in the United States, resulting in some 443,000 fatalities each year, according to the U.S. Centers for Disease Control and Prevention, and costs almost $200 billion every year in medical costs and lost productivity.

    Over the last decade, countries as varied as Canada, Australia, Chile, Brazil, Iran and Singapore, among others, have adopted graphic warnings on tobacco products. Some are downright disturbing: in Brazil, cigarette packages come with pictures of dead babies and a gangrened foot with blackened toes.

    Currently, the United States has some of the weakest requirements for cigarette package warnings in the world, David Hammond, an assistant professor in the department of health studies at the University of Waterloo in Ontario, Canada, told HealthDay. The text-only warnings on packages have changed little since 1984.

    Elsewhere, graphic warnings seem to be helping to drive down smoking rates. In Canada, about 13 percent of the population smokes daily, a 5 percent drop since graphic warnings were adopted in 2000, according to Hammond.

        Again with generalizations. I can guarantee I have more respect for you as a non-smoker than you have for people who do smoke. Tobacco is legal, and I, as a smoker do my best to not smoke around people who are uncomfortable with it. I only smoke outside, and also I do not drink alcohol, at all. And I never throw my butts on the ground. I will put it out on the ground sometimes, then put it back in the pack till I can find a proper place to dispose of it. See, respect is supposed to go both ways.

      I had my last child at the age of 45 and he'll be 11 years old on September 1st, 2011, and on that same day I will celebrate 11 years of bein' smoke free! William actually saved my life thans be to "GOD" who put the scare of death in me. On August 30th of 2000, I was in toxic shock and went to the ER on the next mornin' about 7:00 a.m. give or take a few minutes either way and my BP and sugar levels were so high which could've cause my death and almost did. I also had fluid in both my lungs and at that time I thought I was having a heart attack and I quit smokin' cold turkey all by myself and I've NEVER once looked back. I am now 56 years old and William is almost 11 years old now. There's no way on "GOD'S" good earth for me to still be smokin' and chasing after a 10 year old son 'cause I'd either be dead, close to it, or running around after a 10 yr. son while I'm huffing and puffing, as well as wheezing or hacking my head off. That boy was a Doulle Blessing from "GOD" Almighty and I mighty Thankful and Grateful to be alive. I agree with most of you who also believes that by taking the cigarette commercials off of the tv and radio yet still runs the alcohol commercials. Now both, alcohol and tobacco have been ruled narcotics which has been far too late in coming, and if one's gone then so should the alocholic commercials should be shelved as well. Yes, I said alocholic commercials 'cause all it's doin' is making more and more younger people to become full-fledged alocholics way before they're grown and that's a SIN and an ABOMONIATION before "GOD" Almighty!!! Most kids just doesn't happen to wake up one morning and say to him/her self and says, "I think I'll get drunk before lunch today and then more alochol for lunch and the rest of the day." My daddy, several brothers and a lot of the male members on his side of the family were alcholics and alcohol DID play a BIG part in thier deaths, as well as all of them being heavy smokers and unhealthy eating lifestyles. My daddy died at 48 yrs. old, my oldest brother died at 33, and my baby brother died at 37 yrs. old. When my daddy would take us all to see his all the men would gather around an old weeping willow tree and drank beer, wine, liquor and even moonshine ans my brothers would pick up a beer or whatever was lying around and would swipe a few sips here and there, then it'd be a few more sips, and a few more after that, yet my daddy nor my mama would even say one word about it, and that was the saddest part of it all. At 8 or 10 yrs. old when I had to go out the back door across a well screened porch and then my daddy would be passed out crosswise and I had to step over him to go down the back steps to walk to school I said to myself each and every and I made a Promise to myself that if this is what alochol does this to grown-ups then I'm not drinkin' when I'm one. ...And I kept that Promise and passed it on to my children and all arer grown now with families of thier own except for my 10 yr. old and I'm passing that along to him as well. Thanks for rewadin' and listenin' to one who's NEVER had a drink of alcohol and a 10 and a half years of bein' smoke free. There are those of you out there that actually thinks you are addicted to the nicotine but in reality it's only in your mind as mine was. I really believe that it's easier for those to quit than those who're truly addicted to the nicotine as those who really aren't. Even though I do not smoke anymore my husband still does but when he wants ti light a cigarette up he goes outside which most smokin' parents do not do and all I have to say to you is this, "Shame on you for subjecting your precious children to the horrows of smoking cigarettes!" Have you noticed them coughing or do they have respiratory problems maybe due to the smoke they can't get away from it espically when the children are traveling in cars with all the windows up and the car is filled with smoke.       AND.....so if we know that smoking is in no way beneficial to those who do it and those surrounding...why isn't it illegal??? Why don't they skip this obvious step of warning everyone and make it illegal already? And I don't care about where they will get the missing tax revenues. I'm tired of walking down the street having to hold my breath while some moron blackens his/her own lungs. It's not fair and I'm tired of it.

      I just have one word to say about this, hypocrits. We need graphic pictures of dead people killed by drunk drivers. How about a picture of someones liver that dies of alcoholism. And pictures of abused children who are beaten daily by alcohol. Whey can't more tax money be collected from liquor sales, from Mcdonalds and greasy spoon restaurants, etc. I think the majority of non-smokers would agree. Cigarette companies are just an easy target.

      There is always something wrong with a person who smokes, but you don't ever see anything wrong with people that drink. Cigarettes might kill people, but drunk drivers kill more people everyday. Why do they not raise the taxes on alcohol and put horrid pics on there labels.

      I got Asthma from second-hand smoke. Their choice has sent me to the hospital more than once from triggered asthma attacks. All smokers should be made to wear a filtered fish bowl helmet/mask while smoking to keep their second-hand smoke in THEIR lungs, not everyone else's.
