  • Sens. failed to forge a deal late Monday that would set up a vote on seven of Pres. Obama's nominees, pushing Senate Maj. Leader Harry Reid closer to exercising the "nuclear option," changing filibuster rules in a way that could have far-reaching impacts (National Journal).

  • NJ SEN Special: A new Monmouth Univ. poll of Dem primary LVs, conducted 7/11-14, shows Newark Mayor Cory Booker leading Rep. Frank Pallone, 49-12%, with Rep. Rush Holt at 8% amd state Assembly Speaker Sheila Oliver at 3% (release). Booker released a new TV ad on Monday (YouTube). Holt raised $1.1M in the second quarter, $500K of which was transferred from his House account. He has "just over" $1M CoH. '09 GOV candidate Steve Lonegan (R) has "about" $193 CoH, "about" $101K of which "came from a loan to his campaign" (Philadelphia Inquirer).

  • VA GOV '13: Ex-DNC Chair Terry McAuliffe (D) raised "more than" $1.9M in June, "more than" $5.6M during the second quarter and has "just over" $6M CoH (release). AG Ken Cuccinelli (R) raised $1.1M in June and has "nearly" $2.7M CoH (Richmond Times-Dispatch). The state Dem Party released a new TV ad on Tuesday, decrying Cuccinelli's "opposition to Social Security and Medicare" (release).

  • Boston Mayor '13: Suffolk Co. DA Dan Conley (D) "will begin airing four spots on cable and broadcast television Tuesday, touching on gun violence, education and economic development," and city Councilor Felix Arroyo (D) "will start airing a 30-second ad on Spanish-language television Thursday called 'With your help we will make history'" (WBUR-FM).

  • NYC Mayor '13: A new Quinnipiac Univ. poll of Dem RVs, conducted 7/8-14, shows ex-Rep. Anthony Weiner leading the Dem primary over City Council Speaker Christine Quinn, 25-22%, with '09 nominee Bill Thompson at 11%, Public Advocate Bill de Blasio at 10%, Comp. John Liu at 7% and ex-Councilor Sal Albanese at 1%. In the previous poll, conducted 6/19-25, Quinn led Weiner, 19-17%, with Thompson at 16%, de Blasio at 10% and Liu at 7% (release). Weiner "raised a surprising" $829K over the last two months, Thompson raised $600K and Quinn raised $463K. Quinn's camp has "nearly" $6M CoH, compared to $4.8M for Weiner; Thompson "did not report how much money he has in the bank" (New York Daily News).

  • MA-05 Special: Sen.-elect Edward Markey (D) officially resigned on Monday. Sec/State William Galvin (D) set the primary for 10/15 and the general for 12/10 (Boston Globe).

  • AK SEN: Sen. Mark Begich (D) "raised nearly" $1M in the second quarter and has "more than" $2M CoH (Politico).

  • AR SEN: Sen. Mark Pryor (D) raised $1.2M in the second quarter and has $3.92M CoH (Arkansas Times). Rep. Tom Cotton (R) raised $611K in the second quarter and has $1.04M CoH (release).

  • GA SEN: Ex-Sec/State Karen Handel (R) raised $154K in the second quarter, though she was only in the race for a "few weeks," and has $150K CoH (PeachPundit.com).

  • NE SEN: Ex-Treas. Shane Osborn (R) "raised nearly" $234K in the second quarter despite only filing for the race "in early June" (Lincoln Journal Star).

  • NC SEN: Rep. Renee Ellmers (R) raised $158K in the second quarter, "a relatively small haul" for a possible SEN candidate, and has $180K CoH (Roll Call).

  • SC SEN: Rep. Trey Gowdy (R) reiterated on Monday that he won't run against Sen. Lindsey Graham (R) (Huffington Post). Graham, at a Rotary Club meeting Monday in Columbia, on a possible primary challenge from conservatives: "I expect them to mount a challenge, and I expect to fight back and push back. ... I feel good about my re-election" (Columbia State).

  • TX SEN: Sen. John Cornyn (R) raised $2.3M in the second quarter and has $5.85M CoH (release).

  • AL-01: '12 candidate/'10 LG candidate Dean Young (R) raised $142K in the second quarter, including a $129.5K personal loan, and has $142K CoH. '10 GOV candidate/ex-state Sen. Bradley Byrne (R) raised $76K and has $74K CoH on hand. Conservative columnist/ex-Bob Livingston spokesman Quin Hillyer (R) raised $63K, including nearly $3K out of pocket, and has $47K CoH (Hotline reporting). State Rep. Chad Fincher (R) raised $46K, including a $10K "loan" (Mobile Press-Register).

  • AK-AL: Rep. Don Young (R) raised "about" $63K in the second quarter and has "nearly" $517K CoH (AP).

  • AR-02: Rep. Tim Griffin (R) raised "more than" 275K in the second quarter and has "more than" $447K CoH (AP).

  • AR-03: Rep. Steve Womack (R) raised over $123K in the second quarter and has nearly $579K CoH (AP).

  • CA-15: Rep. Eric Swalwell (D) raised $238K in the second quarter and has $405K CoH. State Senate Maj. Leader Ellen Corbett (D) raised $12K and has "a little more than" $112K CoH (San Francisco Chronicle).

  • CA-31: Rep. Gary Miller (R) raised $238K in the second quarter and has $575K CoH (Roll Call).

  • NY-11: Rep. Michael Grimm (R) raised "just over" $438K in the second quarter and has $577K CoH and $460K in debt. NYC Councilor Dominic Recchia (D) raised "over" $300K and has $655K CoH (New York Daily News).

  • NY-19: Investor Sean Eldridge (D) raised nearly $222K in the second quarter, contributed a $215K loan and has $639K CoH. Rep. Chris Gibson (R) raised $318K and has almost $431K CoH (Albany Times-Union).

  • NY-23: Rep. Tom Reed (R) raised more than $450K in the second quarter and has $540K CoH (Elmira Star Gazette). Tompkins Co. Legislator Martha Robertson (D) raised $278K and has $248K CoH (Roll Call).

  • AR GOV: Ex-Rep. Mike Ross (D) raised $1.97M in the second quarter and has $1.7M CoH. Ex-LG Bill Halter (D) raised $92K and has $837K CoH, $640K of which "is in the form of an earlier personal loan." Ex-Rep. Asa Hutchinson (R) raised $378K and has $649K CoH (Arkansas Times).

  • IL GOV: AG Lisa Madigan (D) "ended the rampant political speculation" by announcing she'll seek reelection and won't run for GOV, "noting that her choice was largely due to the inherent conflict of concentrating too much power over state government in the hands of one family" (Chicago Tribune).

  • ME GOV: '10 candidate Eliot Cutler (I) raised "more than" $430K in contributions, according to his "semi-annual" campaign finance report. Rep. Michael Michaud (D) raised $317K "in 17 days." Gov. Paul LePage (R) raised "over" $123K (Portland Press-Herald).

  • TX GOV: State Sen. Wendy Davis (D) "raised nearly" $1M "in the final two weeks of June, much of it from small donors who sent her money after she launched her famous filibuster of a restrictive abortion bill" (Texas Tribune).

  • WH '16: MA state Dem Chair John Walsh "will step down ... this fall" to "take over leadership" of MA Gov. Deval Patrick's (D) "Together PAC," a move that "could prompt speculation that" Patrick "has grander designs" (Boston Globe). Sen. Marco Rubio's (R-FL) various cmtes raised "about" $3M in the second quarter. His SEN '16 cmte has "about" $2M CoH, and Reclaim America PAC has "just shy of" $1M CoH (Tampa Bay Times).

  • San Diego Mayor '16: Mayor Bob Filner (D) "defiantly refused to resign Monday as detailed allegations emerged of his unwanted sexual advances toward women -- including kisses, groping and derogatory comments -- and his ex-fiancée accused him of infidelity." Calls for Filner's resignation "continued unabated Monday" as Reps. Susan Davis (D-CA) and Scott Peters (D-CA) "called on him to step down" (U-T San Diego).

Hotline editors weigh in on the stories that drive the day

• Ex-Rep. Marjorie Margolies (D) garnered a ton of attention earlier this year when she launched a comeback bid 18 years after leaving Congress. But despite all the fanfare and her connections to the Clintons and other prominent Democrats, Margolies' path back to Capitol Hill isn't exactly clear: she raised the least in the second quarter of the four Dems running to replace Rep. Allyson Schwartz.

• Normally when a would-be frontrunner decides against entering a race, it leaves an opening for other candidates to run. But the Madigan-sized hole in IL GOV is different: The contest still features an incumbent gov. and a high-profile challenger, and there are no potential candidates in the wings with anything remotely close to Madigan's name ID or fundraising prowess. Instead, expect Madigan's choice to help Bill Daley, who released a poll in June that showed her powerful father's position hurting her with voters.

  • Attys for ex-IL Gov. Rod Blagojevich (D) "filed a long-awaited appeal of his conviction and 14-year sentence late Monday, arguing that U.S. District Judge James Zagel's 'one-sided evidentiary rulings' favored prosecutors and that the stiff sentence he imposed was based on vague and speculative evidence" (Chicago Tribune).

  • "He must have me confused with one of his whores, in this case an old fat one" -- Ex-NY state Lobbying Commission Dir. David Grandeau, denying he sought a charitable contribution from ex-NY Gov. Eliot Spitzer (D), as Spitzer asserts in his new book (Albany Times-Union).

  • Javier Sanchez, an LD for Rep. Michele Bachmann (R-MN), "is out of a job after allegedly stealing cash" from offices in the Rayburn House Office Building. "Capitol Police placed a hidden camera in Room 2417 April 4 and placed two envelopes, one with $80 marked 'Petty Cash' on one desk, and another marked 'Birthday Money' with $120 on another desk. The money from both envelopes was reported missing June 25" (WRC-TV).

  • "If someone wants to audition for a six-year prison sentence in South Carolina, they're welcome to do it" -- Gowdy (Huffington Post).

  • '12 MT-AL nominee David Philip Kaiser (R) "has been found safe at home after being reported missing in late June" (Missoulian).

  • "Obama is going to have his attorney general indict our current governor. And he's going to drop that bomb on everybody in October. I hope you have that in the back of your mind" -- A man at a Cuccinelli town hall meeting in Virginia Beach on Monday night. Cuccinelli replied: "There are days I have that in the front of my mind" (Norfolk Virginian-Pilot).

  • "I could draw anything, including the mayor. ... Oops. I don't know anything about that" -- Outgoing U.S. District Court Chief Judge Royce Lamberth, who will be rejoining the regular rotation for federal cases in DC. "Watching from one of the front rows of the courtroom was" U.S. Atty Ronald Machen, "who appeared to double over at the suggestion" (Washington Post).

  • "I'm sure he's a fine senator. But he's such a great comedy writer, it's almost like ... Mark Twain deciding to be a florist" -- Humorist Jack Handey, on Sen. Al Franken (D-MN), with whom he worked on "Saturday Night Live" (New York Times Magazine).
