    Fight over debt tests leadership of Obama, Boehner

    WASHINGTON (AP) — The fight over the debt ceiling has turned into a dramatic leadership test for President Barack Obama and House Speaker John Boehner, opponents in a divided government who've gone from negotiating in secret to facing off in public at a watershed moment for the country and their own political careers.

    As the standoff enters its uncertain endgame, it's unclear which of them will come out ahead — or if the two leaders will rise or fall together with days left to strike a deal and stave off a potentially catastrophic default on U.S. financial obligations.

    After Boehner succeeded in maneuvering Obama to the sidelines and grabbing control of the debate, the speaker's standing was abruptly thrown into question late Thursday when he failed to muster the necessary votes from tea party-backed conservatives to pass debt-ceiling legislation opposed by Obama and Senate Democrats. Boehner revised the bill to make it more palatable to conservatives, but the delay and disarray undercut the speaker's claim to be the responsible leader, giving Obama another opening to try to secure that mantle for himself.

    Obama quickly deployed his unique bully pulpit, asking the public Friday to put pressure on lawmakers. "If you want to see a bipartisan compromise — a bill that can pass both houses of Congress and that I can sign — let your members of Congress know," Obama exhorted. Congressional phone lines were flooded.

    Indeed throughout the twists and turns of the debate Obama and Democrats have appeared to come out on top politically, with polls showing that the public thinks Republicans are being less reasonable and need to compromise as the 2012 presidential election approaches.

    Yet by most accounts, Boehner and his Republicans have already won on policy, forcing a national conversation about debt and pushing Obama to focus on historic spending cuts and drop demands for new taxes. "If you're spending more money than you're taking in, you need to spend less of it," Boehner said.

    Now the question is how it ends.

    Boehner could be forced to swallow a compromise opposed by enough tea party conservatives to pose a threat to his speakership. Meanwhile, Obama is holding out for his one remaining criterion, a compromise that ensures the debt ceiling will be raised until 2013.

    A last-minute crisis-averting deal could prove a bitter victory at best.

    If they don't pull it off, though, Obama could go down as the president who lost the country' triple-A credit rating, and Boehner as the House speaker who let it happen.

    The consequential developments have played out around a first-term president and newly elected speaker who've forged a solid if not particularly warm working relationship, shot through with moments of deep frustration.

    Personally, the two have little in common. Boehner, 61, is a laid-back, sometimes emotional small-business owner from Ohio; Obama, 49, a cerebral and aloof law professor from Chicago. Their off-the-clock socializing to date started and ended with a game of golf in June.

    The two men achieved one major legislative win together when they reached a deal to stave off a government shutdown in April. They have a ways to go before they forge a relationship to rival the storied pairings of predecessors such as President Ronald Reagan and Speaker Tip O'Neill.

    But aides to both men note that they trust each other enough to have begun working together on a so-called grand bargain of historic spending cuts, Medicare reform and tax increases, although aides differ about whose idea it was. Boehner's camp says the speaker pushed the president toward the big deal in a conversation during their game of golf, while White House aides say Obama already wanted to go in that direction.

    Although each blamed the other when the deal subsequently went south, the fact that they couldn't pull it off had little if anything to do with their personal relationship, analysts said. Boehner was contending with a tea party-influenced caucus ready to revolt over tax increases, while Obama held out for a major package that could dramatically impact the deficit while taking the debt ceiling off the table through the 2012 presidential election.

    "By the time we got to June, it could have been Jesus in the White House and Buddha leading the House of Representatives and it's not clear to me that talks would have reached a substantially different conclusion," said Bill Galston, a senior fellow at the Brookings Institution.

    That hasn't kept the ups and downs of their relationship from being analyzed like a celebrity summer romance, a narrative Obama himself played into earlier this month after Boehner pulled out of talks with him for the second time.

    Obama complained that Boehner hadn't been returning his calls and added wryly, "I've been left at the altar now a couple of times."

    For his part, Boehner said that Obama had "moved the goal posts" by putting more taxes on the table, and contended that negotiating with the White House was like dealing "with Jell-O."

    At times the mutual recriminations have been strikingly similar.

    "The question is, What can you say yes to?" Obama asked of House Republicans.

    "The president would not take yes for an answer," Boehner complained.

    The conflict peaked Monday, when Obama delivered a prime-time address on the debt — and Boehner, having decided not to let Obama's appearances go unanswered, requested and got television time to follow him. That presented a spectacle usually seen only on the evening of the State of the Union address, when the president addresses the nation and a member of the opposition party rebuts him.

    But as Boehner walked away from the microphones, he made a comment not meant to be overheard by reporters: "I didn't sign up for going mano a mano with the president." Aides said it was an expression of the speaker's humility and the surreal nature of the events unfolding. But a pitched rivalry with the House speaker might not be exactly what Obama signed up for, either.

      They are talking about stopping SS checks,Medicare,Medicaid, and other means of living. Why don't we hold the House's and Congress's checks and see how far they can get. If they have to live like the way I live hoping I will have food on the table,lights,getting my child to the doctor and other everday needs they will get something done. Let's hold their checks and see how fast they can help the little people out. It's not fair they are sitting up there with hundreds and thousands of dollar in their pocket and their bank accounts and we are struggling just to keep out heads above water. I'm drowning but I get to come up for air every once in awhile. Let's see if they can survive with only $74 a month. I know they can't do it because they are so use to living high and mighty. Someone needs to knock them back down into real life.

        That was a scare tactic by the left to get the american people to complain that this was the republican terrorist activity. the real issue with teh debates about debt talks was Oabama saying certain things had to be include or he wouldn't sign it. the dems who controlled the senate said if this is not in it, then its dead here. the media remained silent,. then the rep house said this needs to be in it or we won't sign it, and suddenly the media attacked, saying the dems and Obama had negotiated but the rep won't. they never questioned the senate about their lack of an actual plan, or the president not havinga plan. they never questioned the rhetoric of their no negotiating plan, yet they turned on the rep. fro their unwillingness to negotiate. that ids the issue, the dms have not had a budget for 2 years, not even an attempt at fulfilling their constitutional duty and nothing said, and now they want to say they had nothing to do with the debt issues, it was all GW, and you sheep just follow along, drinking the koolaid and loving it.

        @Bp: That is an unwillingness to cooperate. You can't go back after someone says, "Okay well if this isn't in here we won't go ahead." Like its so hard to simply say, "Ok, but may we add this?" If whatever they want to add is unreasonable then OF COURSE someones going to fight it cause its unreasonable.
        BTW, its NOT Obama's fault that we're in so much debut and while they do have something to do with it they are not the super majority so what you're saying is a load of bull. This debt is not just from the past couple of years or the past 8 that bush was in office. Its from ALL the past presidents and their choices. So let this sheep here keep following with COMMON SENSE.         You mean you never heard or read media that called him GW, or MSNBC that openly called him names? And although they never said george they most often said Bush instead of president Bush, so before you get too carried away, you never compalined then. The media was only too happy to report everything with a twist. Like the Air Craft carrier banner 'Mission Accomplished' which referred to teh misison of the aircraft carrier in the war which was to destroy AA guns, planes, and missiles.
        But the media chose to say it was Bush's speech that said it, while in his speech he said 'This part of the war is over, now we must find a way to win the peace, and it will take many years, so we have to remain vigulant.' that is not an exact quote, but it was the gist of what he was saying. Once again it was the intent of the sign to speak about the aircraft carrier's part in the war, not the whole war.

      I love Barack Obama he is my seventh president and clearly the best and most genuine commander in chief. I can't say enough good things about his hard work and great leadership in a tough world we face here and abroad. His real strength is listening to both sides of the story and making compromise. Maybe his work as a family social worker in the rough side of Chicago taught him something about dealing with fear and despair.

      Most of the hate in this country comes from poor education across the board in all disciplines. It's not a lack of education in basic academics, I feel it's a lack of education in tolerance leading to our country being without compromise. Maybe it stems from our society wanting to all be famous, rich winners. I don't believe the tea party is evil but I do feel many of the members share a large amount of fear and a heavy amount of intolerance against a variety in culture.

      It's funny, they have a negative label for Obama calling him socialist where before it was communist. Really what the word socialist means is "foreign" or "alien". It's covert speak for outsider not a real member of the American Fatherland. This rhetoric is dangerously close to a message that worked well in destroying most of Europe a few decades back.       I have to laugh at some of you folks. It just amazes me at how the Tea party and Republicans can look the rest of us in the eye and say they can fix this problem. The fact is they have done NOTHING in the last year other than try as hard as they can to make it look like Mr. Obama failed us. First of all, the damage was set into action when Bush gave the tax break with no reduction in spending then throws us into a never ending war and borrows money to pay for this war. How can any of you think for one second that this president should have the country back on its feet in this short of time. The GOP Tea bags fight and refuse every thing every time. The rest of the world is watching you idiots make a mockery of our government system.. This shouldnt be about winning vote's! It should be about being resonable and realistic.       Its time that the Tea Party did some self examination. Your shenanigans cost us our triple A rating. Maybe we can shore that up by writing a new Halliburton Law, one with prison terms attached to it & fines, big fines; that way we don't have to call it a tax. There are a number of people in this country that are ready to pay more taxes and to deal with the consequences of less government spending. Its time we realized that we enjoy an unrealistic standard of living; my message to Mr. Tea Party; tighten your belt and shut your mouth, that would be a nice contribution to limiting rhetoric.
