Gov't study: Texting by drivers up by half in 2010

WASHINGTON (AP) — Texting while driving increased 50 percent last year and two out of 10 drivers say they've sent text messages or emails while behind the wheel despite a rush by states to ban the practice, the National Traffic Safety Administration said Thursday

An annual study conducted in 2010 by the National Highway Traffic Safety Administration of drivers observed at selected stoplights and intersections found that at any given time just under 1 percent were texting or manipulating hand-held devices, such as using a Web-capable smart phone or cell phone to view travel directions, check e-mails or calendar appointments, or surf the Internet, manual dialing, playing hand-held games, and holding phones in front of their faces. But the activity increased to .9 percent of drivers, up from .6 percent the previous year.

The share of drivers speaking into headsets was also,9 percent and had increased by the same amount. But drivers talking into hand-held cell phones remained flat at 5 percent.

Eighteen percent of drivers said they've sent text messages or emails while driving, according to the results of a national telephone survey by NHTSA of over 6,000 drivers aged 18 or older. The survey was conducted a year ago and released Thursday. Among drivers 21 to 24 years old, half said they've texted behind the wheel.

The survey also found that most drivers will answer a phone call while driving and most will continue to drive after answering.

The increase in texting while driving came despite a rush by states to ban the practice. Last month, Pennsylvania became the 35th state to impose a ban.

The increase in texting while driving is alarming, said Jonathan Adkins, a spokesman for the Governors Highway Safety Association.

"It is clear that educational messages alone aren't going to change their behavior," Adkins said. "Rather, good laws with strong enforcement are what is needed. Many drivers won't stop texting until they fear getting a ticket. The increase shows what an uphill challenge distracted driving remains."

The safety administration reported earlier this year that pilot projects in Syracuse, N.Y., and Hartford, Conn., involving stepped up police ticketing of drivers texting or talking on cell phones coupled with high-profile public education campaigns produced significant reductions in distracted driving.

Before and after each enforcement wave, NHTSA researchers actively observed cell phone use by drivers and conducted public awareness surveys at driver licensing offices in the two cities. They found that in Syracuse, handheld cell phone use and texting behind the wheel declined by one-third after the increase in enforcement and publicity. In Hartford, where researchers initially identified drivers talking on their cell phones at twice the frequency, there was a 57 percent drop in handheld use and texting behind the wheel dropped by nearly three-quarters.

Cellphone use while driving is up there among the most harmful things we have ever done as a society....I know, I was hit by a driver distracted on his cellphone and am still handicapped as a result.

This isnt a surprise to me. People are addicted to technology, especially when its social technology. Even if its life threatening people tend to show no remorse for any negative feed back, I mean look at smoking, drinking, narcotics, you name it. Its what humans do, we all have a need for a little self destruction.

I know its cool to have the internet at your fingertips but updating you status should not be more important than than potentially killing yourself and someone else. Driving already has a shìt ton of distractions that you have deal with.Idea: Instead of tickets they should take a sledge hammer to the car door for texting and driving.

It's not all texting. The whole internet is at your fingers. I'm starting to use more voice commands on my droid, though. Yesterday I had google calculate my miles per gallon as I was driving just by saying the digits into the phone. And I've sent texts the same way.

Even if you're not using your fingers or your hands, you are still a distracted driver who is manuevering a 4,000 pound weapon. Why can't we just concentrate on driving for the few minutes a day you are actually on the road? Text and chat later.

Well thanks to twitter and all the other social media websites no wonder it's gotten worse. Have some common sense and respect for other drivers people especially all of you teenagers out there. Your not the only ones with families and friends out there either.

EASY FIX. If the phone GPS detects movement greater than 5 MPH the phone keyboard should automatically be disabled. Case closed, make it a required feature on ALL SMART PHONES. Driving is a privledge not a right.

Guns don't kill people. Texting drivers do.

I have been rear-ended twice and "front-ended" once by texters. The guy was texting as he was backing out of a parking space and kept backing even though I was a car and a half away. He wanted to go off-insurance and I flat out told him I fully intend for this to be ON his insurance and to make sure they know what he was doing when he hit me. I have been told that insurance and law enforcement is not collecting data on texting accidents, but I'm going to keep up telling them about it at the top of my lungs until they institute penalties and make them so prohibitive only an idiot would do it (although those who do it now are idiots, but you know what I mean).

If we let these idiots crash and burn then we will bring down the unemployment numbers and cut back on traffic congestion across the whole country. Too bad some innocent folks may be wiped out in the process, but we cannot afford to have a baby-sitter for every irresponsible person that ventures from their residence into the public domaine.

I almost got hit by a cop who ran a stop sign while on his cell phone. Another time I got a ticket for talking on my cell phone while I was parked at a gas station since "I was behind the wheel of the car and talking." Why the hell would anyone listen to these people?

Is this any different than women putting on make-up while driving? I see it every morning. Or how about reading while driving? What about eating? It's all a distraction-not just texting.

Nanny state laws = unintended consequences.

Fear of being stopped and getting a ticket isn't enough. Drivers can easily put a cell phone out of sight of an officer when driving, not to mention texting isn't easily noticed by officers watching for that. A ticket isn't enough of an enforcement if the possible consequence of texting while driving is death. I think a few days to a week the first time might be good enough.

      HANG UP AND DRIVE!
    • Sporky McCrackin  •  5 mths ago
The phones should automatically disable texting when the GPS shows the phone is moving more than 10 miles an hour. This would totally solve the problem and would inconvenience very few people.

Except for everyone who uses public transportation...
      • klutzf 5 mths ago
That might work, but what if the person is a passenger in a car, on a train, etc? Should we impose the rule on them as well?
      • Earl M 5 mths ago
It would only inconvenience every passenger in cars.

If studies show you are just as impaired while texting as you are when you are legally drunk, why not impose the same fines?
