    Ground zero building struggles to find tenants

    NEW YORK (AP) — An 80-story skyscraper under construction at ground zero will have to stop at seven stories unless the developer can line up more tenants, planners said Monday, adding to problems that have plagued the $11.7 billion World Trade Center project.

    Silverstein Properties Inc. said it is still looking for tenants to fill the first 10 floors of Three World Trade Center, the third-highest building in the planned office complex. Without those leases, the Port Authority of New York and New Jersey will not guarantee the financing that Silverstein needs to finish the building.

    Construction would end at the "podium" level on the seventh floor, with the option of building up later on, and the floors below would be filled mainly with retail stores.

    Many companies in New York are reluctant to invest in new offices because of the poor economy, and dozens are negotiating lower rents as five-year leases signed before the housing crash begin to expire. But both Silverstein and the Port Authority said they are confident the developer can get enough tenants lined up.

    "We are currently speaking with a number of potential tenants and remain fully optimistic that we will sign a lease in time to complete the tower as scheduled in 2015," Larry Silverstein, the company's chief executive, said in a written statement.

    Mayor Michael Bloomberg said that he would be disappointed if Three World Trade did not go higher, but that the city would not extend any aid to keep it going. The most important part of the project, he said, is laying the infrastructure for future construction.

    "If you did that and you couldn't keep building up, I think that's a shame," Bloomberg told reporters. "But there are things that should depend on the marketplace and investors. That should be up to them."

    The 10-story "pre-lease" requirement is included in a 2010 agreement between Silverstein and the Port Authority.

    The second-highest building planned for the complex, the 88-story 2 World Trade Center, is also on hold because of a lack of tenants. Workers are finishing the underground parts of that building but will cap it at ground level.

    The difficulty in finding tenants comes amid other problems that have dogged the World Trade Center project.

    Work on a museum at ground zero has stopped because of a dispute between the Port Authority and the National September 11 Memorial & Museum over who should pay for infrastructure costs. The Port Authority says the foundation owes it $300 million, while the foundation says the bill should be closer to $140 million.

    Planners had hoped to open the museum on the 11th anniversary of the 2001 terrorist attacks, but Bloomberg has said that's no longer possible.

    Work has also slowed on One World Trade Center, the spire formerly known as the Freedom Tower. Workers had been averaging a floor a week in mid-2011, but photographs have shown little growth in recent months.

    The Port Authority's executive director, Patrick Foye, blamed rainy weather and high winds at the top of the building, which is now 90 stories high. He spoke to reporters following a panel discussion on infrastructure at Fordham University.

    The authority also says it is having trouble finding space for the trailers that move upward with the workers. As the tower narrows, there is less space on each floor, and transferring the trailers upward takes more time.

    DCM Erectors, the New York-based company that is assembling the steel, has also had financial problems, Foye confirmed Monday. He said the authority has had to step in and pay some of the company's bills.

    Steel deliveries have continued, he said.

    "They have made arrangements with their financing sources," Foye said. "The thing that's important to us is they continue to fabricate steel and deliver it, and we continue to install it."

    DCM did not immediately return a telephone call seeking comment.

    Foye said that One World Trade Center is 60 percent leased and that the authority is still aiming for a completion date in the fourth quarter of 2013.

    The Port Authority is also fighting a lawsuit filed by AAA, the motorists' club, over its decision to raise bridge and tunnel tolls in September. The Port Authority said it needed the extra revenue to improve its creditworthiness and allow it to borrow money more cheaply for projects like the World Trade Center.

    After the toll hike, the governors of New York and New Jersey ordered a review of the Port Authority's finances. The Port Authority plans to release the first results of that review before the end of the month, Foye said.

    "It's going to be a foundation and a platform for reform of the Port Authority and growth going forward," Foye said. He would not elaborate.

        actually most people do not remember when things used to get done, get built... they are too young... that is how long it has been since the USA actually cared about it's own infra structure... too many crooks skimming off the top and short changing quality leaving sub par behind to rot... for far to long... now people expect prefab and they are happy with that...

        it's called greed. it will ruin america just give it more time. cars at redicolus prices,gas,rental properties,slum landlords, chineses goods,junk that is. on and on. its great , i'm broke to the core, now its time the rest go broke and get the picture we poe people have been bit#@hing about for the lase 4 years, when the middle man is eating in the soup line then and only then will america get the big picture. then with enough people starving will this stop. we will be like it is in syria,egypt and those other countries where people are tired of there goverment and big business wanting all the money to stuff in there pockets,,GREED got the picture people.. if not you will........

        We replaced a sign that was about 23 years old. Figured we would re-landscape and fix up our business entrance. A simple 28 sqft sign, My mistake was removing the old sign and leaving it down for 5 days while we installing new posts - in the exact same spot. I got fined for not getting a permit to remove the old sign. Then had to get a permit to put up a new sign (which was just a new version of the old sign) But now 28 Sq ft is not allowed, so I had to have a 26 sq ft sign made. Added one light, needed an electrical permit too. All in all it cost 4 times the cost of the actual sign to comply with everything. Great system.

      Again, the "foundation" has no right to haggle over anything. That money is donated by citizens and is not a job fund for the guys that control it.

      Secondly, Mr. Silverstein: You can't charge a premium price because it is "ground zero." If you want to lease the space, get your prices in line with the market. If you choose not to, no local, state of federal money should be used to "bail you out."

        Just because money is donated does not mean it should be handed over freely to the government agencies involved! I appreciate that they are making sure the money is used wisely, managed fairly, and not being taken advantage of.

      There should be an independent audit of the "11 billion dollars," that's already been wasted/stolen/spent;it shouldn't have taken that much to build a building that is only "seven stories!' Follow the money trail and it will lead to thieves!!

        The money wasn't spent on 7 floors. They're stopping at 7 floors because they don't have enough tenants to fill more than that. Builders of sky scrapers like to have tenants lined up before they spend the money to build the floors. Otherwise, they lose money, while the floors sit empty. Not audit needed, you just need to learn basic business practices.

      Whats gets me Burj Khalifa tower was built in Dubai for about 1.5 billion USD and completed in 2009, Its the worlds tallest building and very nice for those of us who been there, I know things cost more in the USA and labor but really 11.7 billion USD versus 1.5 billion USD really something wrong here labor and material cost shouldn't be that much of a difference in this down economy.

      We managed to build the Empire State Building over 80-years-ago in ONE YEAR! That ornate Art Deco building was completed w/out all the advances we have today in 1/10th the time these buildings are taking!

      I still think they should have just re-built the original Sister Towers (maybe with a more modern and better infrastructure)-but that is just me. It still feels weird visiting home, crossing the GW and NOT seeing them. It still feels, “empty.”

      The whole complex should never have been built, New York did not need it. The whole country is fallen apart because of the Chinese crap that keeps comming into this country. So more shops will be in the first 7 floors of course filled with imported crap. I know this sounds negative but folks it is pasttime to stop the imports. It is time to wake up. We don't need anymore goverment hand out just imports equal exports and a balanced budget.

      In modren America the need to cram people into small areas like Manhatten no longer makes sense. We have instant communications and I just don't understand the need for it.
      It seems to me could operate a business just as well in a building 50 miles away.

      Just the thought of 9/11 still enrages me! I can't imagine living or working at the same location where innocent people had to jump from 70 stories and up to their death instead of burning alive! As well as all the other victims and heroes that succumbed that day! Doesn't seem a appropriate way to honor the fallen!
