    Haiti PM: US State Dept to send legal team

    PORT-AU-PRINCE, Haiti (AP) — The U.S. State Department is sending a team of experts in international law to Haiti to look at ways to strengthen its beleaguered judiciary, Haitian Prime Minister Garry Conille said Monday.

    In an interview with The Associated Press, Conille said the delegation is scheduled to arrive in Haiti this week following a recent meeting with U.S. Secretary of State Hillary Clinton.

    "We did ask them for assistance in looking at how do we make sure that we can reinforce our judiciary system," Conille said. "We need to look at how do we make sure that when a judge gives a verdict, in whatever direction, people feel comfortable, that the judge ruled in all independence."

    Conille didn't offer details about the delegation but said that one of its aims would be to look at a much-criticized ruling in the case of former strongman Jean-Claude Duvalier.

    An investigative judge recommended last month that the former despot known as "Baby Doc" face trial for financial crimes rather than the human rights abuses associated with his 15-year rule.

    The decision prompted condemnation from human rights groups and plaintiffs, who said they suspected political interference from the government.

    The administration of President Michel Martelly has said it has never influenced the case.

    The Justice Ministry filed an appeal of the judge's ruling, Martelly's office said last week.

    Both plaintiffs and the defense, which has said Duvalier is innocent on all charges, also plan to appeal.

    U.S. Embassy spokesman Jon Piechowski said the team of international experts from the State Department would be meeting with Haitian officials, but declined to give further details. The delegation is expected to arrive on Wednesday.

    Conille said he met with U.S. officials in Washington last week and discussed Haitian government proposals to revive the army, which was disbanded in 1995 because of a history of abuse.

    Haitian officials hope the "modern" army they have in mind will eventually take over security responsibilities from a U.N. peacekeeping mission that has been in Haiti since 2004, when then-President Jean-Bertrand Aristide was toppled.

    The U.N. Security Council arrived in Haiti on Monday for a four-day mission that will review the work carried out by its peacekeeping force, which has 11,000 troops in the country.

      What hillarious news this is... what will the 'liars' do but set up a path to put the people in prison.

      Saying things like once you arrest the person, you read them their rights, then you imprison them and lose the key, wait for the offer of money and bring him to a friend, who laughs in the face of the prisoner so as to offend; Who will defend you?, they'll ask and another 'liar' stands up and claims the same... If you will be so kind, CUR, as to pay me for my services...

      And they all have a good laugh at the process and send the prisoner back to the gallows... for further processing. Has he plead guilty yet to these charges we applied?

      Oh what, says the prisoner is all this waiting for... Aye, says another, it is the waiting that'll kill you... they look outside and hear the noise of the crowd as another head rolls to the ground... and they never find the key for the prisoner again, for he is never to see his friends or family. When they are through with the fathers, they work on the mothers, the children now orphaned, soon they too will be discovered.

      But those 'liars', all of them friends, invite each other to their respective mansions, oh what a life of debauchery! they cry, thinking it is that which makes them able to live in eternity.

      Its not what people think about Haiti, its what's underneath it. And if people expect a team of 'legal experts', a contradiction in terms, will solve their situation, just look at what already is their intent. It is nothing more than another feeble attempt to muzzle the people by the establishment of a 'judiciary', which these same 'legal experts' have not even been able to do in accord with OUR Constitution in the United States since WE claimed OUR Independence.

      Somebody should really take a look at this 'State' Department and their pitiful emphasis on police actions and establishing judiciaries which do nothing to rehabilitate the land, or the people thereof, but only to perpetuate themselves and their own 'name' and their own 'wealth' through oppression. We create enemies in this fashion.

      Look at the Constitution of Iraq, it could have easily mirrored something simple which does set the people free, but we set the 'liars' upon it and it turned into legal nonsense, requiring more 'liars' to interpret it. But if you ask Mahliki who owns the oil in Iraq, it is the people. And the people should be crying out for its profitable distribution.

      Ask the business owners in the United States who they depend on most for their success and money says that they will say it is the people, not a band of self perpetuating 'liars' sent in to fornicate with the people.

      Haiti needs a viable PORT, one for the people, where goods, even raw materials, can easily be received and distributed as well as processed and shipped, in other words a decent importing and exporting operation. An old captain once said, this is "My Guns Bay", and there is where an entrepreneur needs to focus.

      The megawatt generator is a start as is the new housing associated with it, even a small community of a shops will quickly spring up around them, but to put in the stench of oppression amidst the people, especially at this time, is an abomination.

      The U.S. Court system is a poor model for how other Countries shoud conduct themselves. Most rely on their decisions as law, rather than making their decisions according to written LAW.
