    Herman Cain's '999 plan': long overdue tax reform or job killer?

    Herman Cain's political star is lately on the rise, thanks in no small part to the persistent marketing of his '9-9-9 plan' to reform the tax code. Independent economists say the plan takes us into 'unchartered territory.

    Herman Cain's political star is lately on the rise, thanks in no small part to the persistent marketing of his so-called 9-9-9 plan – the presidential candidate's blueprint for reforming what many see as a complex and unpopular US tax code.

    But Mr. Cain, who won a Florida straw poll of the GOP faithful Saturday and who now is tied for third with Newt Gingrich among Republican presidential candidates in a recent average of three nationwide polls of Republicans, promises that 9-9-9 will do much more than simplify the tax code. Cain, the former chairman of Godfather’s Pizza says it represents "a bold solution" for reinvigorating the whole US economy.

    The elements of the Cain plan are 9 percent flat tax on household income, a 9 percent corporate tax, and a 9 percent national sales tax. There are no deductions except for charity. It's a graspable concept – and one that increasingly has been getting bursts of applause during GOP presidential debates.

    “This is an attempt to shift the tax burden away from production and towards consumption, to balance the load,” says Rich Lowrie, Cain’s Cleveland-based senior economic advisor. “This taxes everything once but nothing twice.”

    Mr. Lowrie, who is not an economist, says by “ripping out a whole bunch of taxes” prices of goods will fall, US exports will be more competitive and business will thrive. He claims the plan will create 6 million new jobs as business becomes more competitive.

    “In the price of things is the embedded cost of all taxes,” he says. “We will be exporting goods without the taxes built into them and hitting imports with the sales tax. It will level the playing field.”

    Independent economists who have studied Cain's 9-9-9 plan say the plan would take the nation into uncharted waters. The US has never had a national sales tax except for gasoline. It’s not clear what would happen to state and local services. States and municipalities would be carrying a new burden since they would have to pay the tax too. And, economists say the plan would favor those with high incomes.

    “I can understand how a presidential candidate may want to start out and go a different way,” says John Silvia, chief economist at Wells Fargo Securities in Charlotte, N.C. “But, we have to know how we’re going to get from here to there – there are a lot of implications for this.”

    One of the major implications would be moving the nation away from consumption. That may not be so bad, says Mark Zandi, chief economist at Moody’s Analytics in West Chester, Pa. “The more we save and invest, the stronger our economy would be.” But, he quickly adds, “It’s not exactly what I would do, but I sympathize with the spirit.”

    If you cut down on consumption, retailers fret it would cost them sales and the nation jobs.

    “Every CEO says the reason they’re not hiring is because they’re not seeing demand,” says Rachelle Bernstein, a vice president and tax counsel at the National Retail Federation, a lobbying group, in Washington. "An additional tax on consumer spending will negatively impact that already weak demand."

    Some economists worry the plan would result in national tax cheating since retailers might offer items for sale at two different prices: one with tax and one without tax for people paying with cash. “The incentive to cheat is huge,” says Nigel Gault, chief US economist for IHS Global Insight in Lexington, Mass.

    Mr. Gault says this is the reason why most countries have enacted a Value Added Tax (VAT) that gets tacked on during the different phases of producing a product. As each tax gets added on, there is an incentive to pass it on.

    Since Cain would eliminate the business deduction for labor but not investment, the plan would most likely cause distortions that might add to the unemployment rate, says Mr. Silvia. “This would favor heavy industries that use lots of capital and penalize companies where labor is significant and capital is small,” says Silvia. The entire service sector would be disadvantaged, he adds.

    Mr. Lowrie says one of the goals is to make labor more productive. “Capital and labor – you can’t separate them,” he says. “It makes no sense to takes sides, one over the other.”

    But probably the largest economic impact would be shifting the tax burden. “It's a huge tax reduction on the very top and a huge tax increase for moderate and low income people," says Michael Graetz, a professor at Columbia University who has testified before Congress on taxes.

    For example, economists have a measure called marginal propensity to consume. Low income people tend to spend about 98 percent of their income, middle income people spend 97 percent and high income people spend 90 percent.

    Thus, Cain’s proposal would result in an individual who makes $20,000 per year, paying $1,800 in income taxes, plus another $1,605 in sales taxes, assuming they spend 98 percent of their income. The combined income and sales taxes would amount to 17 percent of income.

    By way of comparison, using today’s tax rates, that individual – married filing separately – would pay $2,575 in combined taxes or 12.8 percent of their income, according to the website moneychimp.com.

    A middle income taxpayer that makes $55,000 per year would pay $9,319 in combined taxes, coming to 16.9 percent of their income. Today, that individual would pay $9,875 and would pay 17.95 percent of their income in taxes.

    And, a high income earner who makes $300,000 per year would pay $49,113 in taxes, which would amount to 16.3 percent of their income. But, today, that individual would pay $83,897 or 27.97 percent of their income in taxes.

    Along the way, Cain would jettison the payroll tax (think Social Security and Medicare taxes), the Estate Tax and all deductions such as the mortgage interest deduction. And, finally, if Cain were president, he would use his 9-9-9 plan as a way to move the nation towards the so-called “Fair Tax,” a 30 percent national sales tax that would ultimately replace the income tax and the corporate tax.

    Gault, at IHS Global, thinks shifting policies would be especially difficult for people who had saved for retirement but just as they were set to retire, the income tax was virtually eliminated and a sizable sales tax was implemented. “This rewards future savings but punishes you if you have been saving” all along, he says.

    Another major issue for the Cain plan is the effect on the budget deficit. Zandi thinks the 9 percent numbers seem low. Based on FY 2010 numbers, he calculates the 9-9-9 plan would generate about $2.2 trillion in revenue which is close to 15 percent of Gross Domestic Product—about what the US collects now.

    However, the US is currently spending 23 percent of GDP.

    “That would suggest some pretty draconian spending cuts,” says Zandi.

    Lowrie, Cain's economic adviser, doesn’t disagree, but says, “That’s a spending problem.” He maintains that the Cain plan, as scored by Gary Robbins of the Conservative Heritage Foundation, would increase revenues by 15 percent.

    In the near future, Lowrie says Cain will release his plan for low income areas which he terms “empowerment zones.” People living, working, and employing people in those areas would receive tax deductions.

    In addition, Cain would eliminate Payroll taxes, which now go to fund Social Security and Medicare. That would mean both entitlement programs would be funded out of general revenue.

    “This is one of the few taxes that works well,” says Bruce Bartlett, a former advisor to President Ronald Reagan and a Treasury official in the George W. Bush administration. “It becomes very dangerous once you break the line of contributions.”

    But the money isn't in the Social Security trust fund for long before it gets used for other purposes, says Lowrie. So "why continue with the charade?"

    Under the plan, state and local governments would also have to pay the 9 percent tax. In effect, the government would pay the tax to itself, notes Mr. Bartlett.

      The Flat tax is total #$%$ It is just another way to raise the taxes. I earn around the average wage, have 1 child, itemize deductions. I am in the 15% tax bracket. My current income to tax ratio is 7%, because of current common deductions. With a 9% flat tax and a 9% consumption tax. Everyone else and I will pay a lot more taxes. Any average working person is out of their mind if they support a flat tax. What needs to be done is the current tax code needs to be corrected to close the loopholes. I would much rather hire a tax professional and pay them a few hundred dollars than to pay thousands more in taxes. Wake up people!!

      Mr. Cain may be getting close to the mark with his 99...9 plan with two exceptions. The first one is the nine percent sales tax. It is wrong simply because it is duplitious. You pay tax on your income then you pay tax when you buy something.
      The second thing wrong with the plan is that it does nothing to make our products competitive with those made in places like China, Pakistan, Sri lanka, Honduras or India. What is needed in that respect is a high import tariff on goods that mimic our own.
      Our manufacturers can not compete with cheap, often times child labor.
      They can not compete with reverse engineering done by those countries because our manufacturers already spent a great deal of money on research and development and that money needs to be recouped in order to make a profit.
      They can not compete with those countries because they lack costly environmental laws that our manufacturers have to deal with.
      Again, what is needed is a high import tariff on cheap imports.

        isn't the tax system duplitious now??? we pay income tax, multiple sales taxes, use taxes, city, county, state taxes on top of fed taxes,,,,,,,,,,this plan would put ONE 9% tax on income and sales and do away with all the other taxes included in today's market.

      All well and good. The 9 9 9 is easy to remember, but leaves a little to be desired...I AM A STONG SUPPORTER OF THE CONSUMPTION TAX...WHICH GETS VIRTUALLY EVERYONE FAIRLY ACCORDING TO WHAT YOU SPEND...ESP.THOSE THAT HAVE ALWAYS HID THEIR INCOME. Sooo How about 9 9 3 consumption and 9 luxory...We had a LUXORY tax when I was young. 9 9 3 9... I was poor but I didn't mind the extra for makeup lol.

        the consumption tax does NOT "get" everyone fairly. The rich don't purchase. They spend much less of their income on "stuff". If they did where would they put it, int their 5th home? How many Rolex's do they buy? How many couches do they buy? They don't. They see their bank accounts grow zeros and grin all the way to the bank.

        Guess what. I bet you know a lot of people who aren't paying income tax because they get paid in cash....when they spend money they will then be paying tax.....and if you think the rich don't buy stuff....they sure do, starting with clothes, alcohol, cars, boats, toys, electronics, etc etc etc. paying tax that they probably haven't had to pay before with their loopholes. However, I want to see the "consumption" tax on all purchases except real groceries at about 3% then a LUXURY TAX at 10% starting with makeup, alcohol, ...things we don't have to have...there used to be such a tax. As poor as I was I never minded having to pay this extra for luxuries(sp?)

      If Perry and Romney keep going after each other, it will be their undoing. That is okay with me though, then Gingrich and Cain can get the nomination. They are the most electable right now, regardless of who else enters the race. They are the "can do" people. They are not bound by being "politically correct," and have the strength to deal with the slings and arrows in the process.

      We cannot be afraid of change. We have to take chances. Besides the math above is wrong.
      First it says that an individual making $20000 per year today pays $2575 per year if they were married and filing seperately. This is misleading, becasue it does not combine the true household income and taxes. I would say that the main earner in the family, who only brings in $20000 per year pays ZERO taxes once it is all said and done and probably receives some sort of tax credit of up to $1200 or more. To be FAIR, everyone must pay their share. The article also assumes that an individual making $20,000 a year spends 98% of their income. 9% income tax on $20,000 is $1800. The error is made in assuming that all spending is taxed. The majority of spending for an individual making $20000 per year goes to food and shelter. The last time I rented a 1 bdrm apartment it cost $550 a month. That's $6600 per year. Add in another $300 per month for food. That's $3600 per year. In total that's at minimum $10200 in non-taxed spending. Assuming they spend the rest of the $9800 that is left over on taxable goods, $880 of that would go to the actual National sales taxes (not counting state and local taxes). Between the income tax of $1800 and the sales tax of $880, the total is $2680 or 13.4%. (my tax credit numbers-1200, rent-550, and food costs-300, all come from personal experience in the early 90's, so they may be underestimated)
      We can either vote for real change or continue on our same course that Bush started and Obama has made worse. When was the last time things were actually better for you?

      the media is NOT going to tell us the most important parts of the 9-9-9 plan. the tax playing field becomes FAIR and it empowers individuals to SAVE......both of which are kryptonite to the money printers and the super elite.

      NEW JOBS PLAN....People are getting housing, utilities, daycare (even if they aren't working) food stamps and medical...then there are food banks all over the place. Make the able bodied go to work..min. wage.. deduct their salaries from what they are already getting and save the government, PLUS THEIR ANNUAL INCOME ABOUT $29000...putting taxes in. These people on unemployment for so long need to be cut off....I raised 5 kids working 2 jobs...they can to...They aren't going to work until the checks quit coming.. I AM NOT ACCUSING EVERYONE OF SCAMMING US....JUST MOST OF THEM.

      Herman is a very smart man. The 9-9-9 plan is just the first step in getting the Fair Tax into this country. The Fair Tax is a little more complex for people to understand and the media would demagogue it. The 9-9-9 plan is easy for anyone to understand and a lot harder for the media to criticize or demagogue. One thing no one ever mentions is that a national sales tax would bring in a lot of money that is currently not taxed in the black market. Illegal immigrants in this country not paying taxes would be forced to pay taxes to the federal government on anything new they buy. This would be the same for drug dealers and anyone hiding money when they report their taxes. This is something that should not be overlooked. Herman Cain is a brilliant man and also understands that our corporate tax rate is way too high at over 30 percent. His plan would allow companies in the U.S to bring money from overseas back into this country as well as jobs. The 9-9-9 plan would cause an economic boom not seen in this country in a long time. Herman Cain has my vote!!

IT won't take our companies long to get us enough gas...SH**& Obama gave Brazil $2 billion a few weeks ago to work on oil for us. LET'S MAN/WOMAN UP WE ARE AMERICANS.       FYI, Herman states everything sold has been taxed already. Buy a used car and so on, no tax. Guess Car-Max is thrilled by that but maybe not so much new car dealers. Look at the upside, we all buy late model slightly used cars with 2-3K miles on them, inventory will rise at new auto dealers and they will be forced to sell cars at a reasonable sale price of maybe 20K instead of 30K.
      BTW, does anyone know beside pizza, Herman has a Masters from Perdue in computer science and was a mathematician for the US Navy where he worked on missile ballistics?
      Did you also know Chairman of the Kansas City Federal Reserve Bank. He worked his way up to the chairmanship of a regional Federal Reserve bank. This is only one step below the chairmanship of the entire Federal Reserve System (the top banking position in the country). This position allowed him to see how monetary policy is made from the inside, and understand the political forces that impact the monetary system.
      Herman, you have my vote and my entire family. No lets get you to Washington to fix this mess created by the know-nothing paper pushers that are wrecking this country.

      The article also questions the revenues. Caine has addressed this with the idea that Job creation will add to the revenue base. His 999 plan is only part of his jobs creation ideas. Reducing regulations, is another big part. Just making this Nation energy independent would create over a million jobs, but they have to reign in the EPA. And it's not all about fossil fuels. Wind Farms sit idle because the EPA won't allow the power lines to them. We need some common sense and I think Herman Caine has it.

      I believe people living within their means is always a good thing. The housing market tanking, and taking the economy down with it, is partly because of this entitlement belief that everyone should be able to own a new home, reagardless of their income. Look what happened there. It is frustrating to see people on welfare on their iphones driving their SUVs, those are not needs, but wants. Somehow are society had gotten so spoiled and is overspending, as is our government. Herman Cain's proposal will curb that.

      So the 999 plan might have to be tweeked a bit, he is on the right track. Hey I like that "Newtman Caingrich." I am volunteering to help the Newt campaign, but I do believe Gingrich and Cain could easily beat Obama, "decisively," as Newt would like to do.

      The more I read about Mr. Cain the more I like him. The 999 plan may not be perfect but at least he is not afraid to publicly state his plan. I will be giving this candidate much more consideration in the future.

      Any true conservative should be running far away from this stupid 9-9-9 plan. Unlike the fair tax, this would maintain the federal income tax and add a sales tax on top of it. The liberals would love to have another tax to increase when they get back into power and all you need to do is look at other countries with their rising VATs to see where this will take us. And they're giddy about Cain's "empowerment zones" to give exemptions to people in their inner city bases like Detroit.
