Hey, Occupy Wall Street: Wealth Isn't a Civil Right

Larry Elder's column is released once a week.

There ain't no such thing as a free lunch. Everything demanded by the Occupy Wall Streeters — whether "free" health care, a "world-class education" or a "guaranteed living-wage income regardless of employment" status — costs money.

When a CEO makes a lot of money in the private sector, it is because his company — rightly or wrongly — values that CEO's services at that price. To say it is "not right" that a CEO makes (fill in the blank) times more than the janitor is to say it is not right for the marketplace to set wages. If the marketplace ought not set wages, then who or what should?

Most people work for the private sector, which cannot exist without profit.

Is the OWS objection to bank bailouts on the grounds that government should not protect businesses from the consequences of their actions? Or is the objection that bailouts should be for everybody?

We already have a huge welfare state, with entitlements — Social Security, Medicare and Medicaid — the biggest expenditure of the federal budget. Europe's welfare state is larger, with a slightly smaller "gap" between the rich and the poor. Yet its citizens also take to the street to denounce inequality. Puzzling, isn't it?

No one can legally ask about the immigration status of a public school student, so Americans and non-Americans, including illegal aliens, receive a K-12 public education at taxpayers' expense.

Per-pupil spending for public education increased 49 percent from 1985 to 2005. Community colleges are cheap, and many states guarantee a junior college graduate admission to a public four-year college.

The physical advantage that men possess over women is an increasingly small advantage — given the decline of labor-intensive jobs and the technology that makes it easier for machines to do hard, dangerous, repetitive work.

There are more tenants than landlords, which thus exemplifies the stupidity of "rent-control" laws. Rent-control laws disproportionately benefit the non-poor because the elite pull strings, work the system and are better connected than the non-poor. All of this matters when items of scarcity (in this case, apartments) are dispensed by government dictates rather than through prices.

Government possesses no money of its own. It raises money by taxing, by borrowing or by printing.

The bigger the government, the smaller the private sector.

Individuals can spend their money more wisely, efficiently and more humanely than can government.

People value and spend their money more wisely when they acquire it by their own efforts — also known as work. There are real-world, direct consequences on you for squandering your own money, as opposed to when government squanders the money of its people.

Government employees enjoy job security unknown in the private sector and are often paid more than their private-sector counterparts. Greed?

People spend their money more humanely because they won't waste as much of it. Consider that to deal with "the poor," the federal government has a vast array of agencies, programs and policies. But only about 30 cents of each dollar designated for the poor actually gets in the hands of the recipient. Contrast this with the United Way, Salvation Army and other private charities where 90 cents of each dollar donated gets to a beneficiary.

Americans agree that some people — whether faultless or irresponsible — need assistance, if only occasionally. The only issue is how they will be helped.

Americans are the most generous people of any industrial nation. We give more of our time and money than do the Germans, British and Japanese. Note that those states have a bigger public sector than we do. Maybe they feel they gave at the office.

The U.S. Constitution isn't just any ordinary document. It is the contract between the government and its people, the ones who empower government and who — once upon a time — expected the Constitution to restrain government, not empower it.

Government's involvement in housing caused the meltdown — not greedy Wall Street bankers. The same Occupy mindset caused the Community Reinvestment Act of 1977, placed on human growth hormones by President Clinton, who pushed banks into lending to poor credit risks and allowed Wall Street to play with taxpayers' money.

There is no bad guy. It's not the Koch brothers, Grover Norquist or the Maltese Falcon. There is no evil entity, snorting steam from his nose, standing in an office full of Nazi memorabilia, staring out the window with the cityscape view, laughing: "Ha! Ha! Ha! Pretty soon, all this will be mine. Mine, I say!"

Life has never been so good, with so many choices, with so many more conveniences, so much less danger of dying from disease, with so many choices for entertainment and affordable travel.

When you rob Peter to pay Paul, you can always count on the support of Paul. But at some point Peter begins to feel taken advantage of.

Social Security is fully funded by the contributions of employees and employers. Social Secruity is not welfare. Social Security is the largest creditor of the U.S. Treasury.
      • Ima 6 mths ago
Patrick..don't confuse the deluded. Facts confuse them.
      • Chris 5 mths ago
It's is also funded disproportionately by those at the higher end of the pay scale. It is a transfer of wealth. And, it is also close to bankruptcy. Regardless, how about all of the other entitlement programs? Why focus solely on Social Security in your comment?
      • A Yahoo! User 5 mths ago
Social Security is most definitely Welfare. There are many different types of welfare, but each are generally concerned with a government trying to provide for the welfare of its citizens. This may take place through social welfare provisions, social security, or financial aid. When the government is seen as supporting businesses directly, rather than allowing the Free Market to cause some businesses to fail, it is pejoratively described as corporate welfare. And when a government allows its welfare programs to grow to a point deemed excessive by critics, they may choose to describe the government as a welfare state.

Really, any program in which the government provides money or services to citizens who are in need is a welfare program. As such, many programs that welfare critics do not criticize are in fact welfare, and in these cases the term welfare should be seen to mean primarily programs in excess of a certain base level. At the same time, proponents of greater welfare would point to theoretical welfare programs as simply looking after more base needs, and therefore on a similar footing as existing social support systems.

What really angers me is that the government takes the money away from the domestic social programs but not from the money allocated for Afghanistan, Ukraine, Georgia and other so-called allies. I really think it's more important to support our own vulnerable citizens instead of giving millions of dollars to Israel or Palestine. There was time when we really could support every Tom, Dick and Harry. That time is long gone. I wish our politicians would realize that.
      • Gary 6 mths ago
Did you say "millions"? You understate things by orders of magnitude.
      • ks 6 mths ago
        That's how you keep allies.
      • Tatiana E. 6 mths ago
Then maybe we should stop playing the biggest bully on the block and concentrate on giving people back their benefits? We're in the process of becoming a third world country- a country where the most vulnerable ones walk around without dental care or don't have enough to EAT. Who do we think we're fooling? We're becoming a joke.
    • KeithE  •  Palmdale, United States  •  6 mths ago
I guess I see Social Security as an entitlement program......for me as I've been paying into it for over 46 years. Aren't I entitled to at least get back what I put into it?

I think at least on this issue of the OWS movement Mr. Elder does have a valid point, that being "The world does not owe you a living."

I'm sure at some of these OWS meetings there are some folks figuring out how to make a buck off of these "protests". Ah, the spirit of the capitalist! But I rant.
      • phyllis45 6 mths ago
But you're right. I've been paying into SS for about 33 years. I was led to believe that it was to be a supplement for my retirement, not an entitlement. Now they want to decrease my payout and make me wait longer since I am under the magic age of 55. Yep, I'm never going to retire at this rate. Maybe I'll just get downsized when I'm 60.
      • A Yahoo! User 6 mths ago
KeithE--the word "entitlement" is a tricky word. People who receive SS & MC are "entitled" (have a right to stake a claim) to the benefits, as far as Im concerned, because they paid into the system. But the way some people use the word, like the writer of this article, make it sound like a handout. The mistake he made when writing this article was when he included Medicaid and the word "welfare" (a handout) in the same sentence with SS and MC. Medicaid is welfare but SS and MC are not.
      • Tango 6 mths ago
You will NEVER get all back from SS that you put in. Same with all the insurance. It doesn't matter. They are out to make money....that's why it's law. "If we make enough laws, we can all be criminals."

Judging from the pic, it looks like you have an eye infection...maybe having trouble seeing things clearly.
      • penny 6 mths ago
That's the problem- there isn't equal opportunity really - esp. if you were born poor.
        The social mobility has diminished.
      • brenda 6 mths ago
You have just as much opportunity if your born poor as a matter of fact even more,

My husband and I have exactly $40 in the bank, but all our bills are paid and we have enough food to get us out of the month. Well, that's more than most folks have in Third World countries. Today I give thanks for what I've got.
      • SeaofAbyss 6 mths ago
I'm sorry to hear what you are going through. I've been there and it's very stressful. I hope things will turn around for you and your family.
      • S 6 mths ago
You are truly blessed. So many don't have that.
      • Lauren 6 mths ago
Since when did Americans start comparing themselves with the poorest of developing nations and settle for being grateful not to be in their postion. It was never un-American to understand that the higest standard of living possible for each and every citizen in the country was the American ideal. We like you are blessed and grateful. Unfortunately one healthcare crisis with us or our parents or our children could wipe us out, not to mention our home value has dropped like evryone elses so our cushion is much smaller than the one we have worked and planned all our lives to create. Thirty years ago almost everyone could retire and maybe leave a little something for their kids. I am not saying do not be grateful for what you have just stop believing the lie that it was always like this in this counrty.

welfare and social security should not be in the same sentence. the political powers that be....are trying to make it seem like seniors are doing something shady, by their constant use of the word entitlement

The pursuit of happiness is a civil right. But, there are conditionals necessary on this too. People must not interfere with other's rights in there own pursuit.
    • itiswhatitis  •  6 mths ago
There is all the difference in the world between treating people equally and attempting to make them equal. While the first is the condition of a free society, the second means a new form of servitude.”

Its an employers market out there.. im retired by force right now from company downsizing..but in 2004 some of us were told by supervisors when we would complain or ask about a raise.. We were told there is a long line of people out there waiting for your job .. If you dont like here then quit...So you needed your job and kept your mouth shut.. The problem started when there were too many people looking for work and not enough jobs for them even back then..Suddenly my company stopped even taking applications from people unless they had a college degree in something.. They even encouraged us employees who had the jobs for years to go back to school and get a degree if you want to stay here.. The employers had so many choices to pick their employees from they decided to only hire college degree people to cut the line down from too many wanting a job...I live on ss now that Im glad I paid for. well now everyone even wants to take that away from me.. thats mine and I deserve it...I worked over 30 yrs to earn that its not free money. So if you have not put in 30 yrs and payed for this I suggest you stop complaining about soc. sec. The govt. borrowed from this fund too often and cant pay it back.. It should have been left alone and would still be in fine shape... Tell your Govt to pay back what they borrowed and stop blaming the people who are supposed to be getting their money paid back to them by ss.Its not our fault your Govt let you all down and ruined everything. We trusted our Govt. to leave our money alone so we all got put down now by the rest of the country. We should be protesting.

Time to vote for the good of the country NOT the party! The Gov has grown FAR beyond its original purpose and has become a corrupt and self self serving monster. Its time for a REAL outsider to break up the country club!
    • berneemc  •  6 mths ago
The occupiers should really stick to the original cause, GET BIG BUISNESS OUT OF GOVERNMENT, AND GET CONGRESSMEN,SENATORS,SUPERIOR COURT JUDGES, AND THE PRESIDENT, OUT OF GOVERNMENT WHEN THEY TAKE MONEY FROM CORPORATIONS.
    • andreww  •  6 mths ago
social security and medicare are not entitlements , i've been paying for them through payroll deductions all my working life . the only reason thier in trouble is because congress has stolden the surpplus money to fund thier shady dealings

I am solidly in the middle-class. I have a nice house with a manageable mortgage, two cars and a truck, three grown children, a good job, low debt, and I am starting an independent business. I am not a socialist. I resent government intrusion into my personal life. I am not looking for a handout. I strongly support America.

I am part of the 99%. I strongly oppose socialized risk taking and privatized profits. I am incensed at all of the money in politics, and believe that our government must be returned to the people. I believe that corporations must be returned to the stockholders.

I am extremely concerned about the growing inequity and lack of upward mobility in our country - if not on moral grounds then on purely pragmatic grounds ... a highly polarized society is an unstable society. You must have a strong middle class if you are going to have a capitalist and consumer society.

I stand with Occupy Wall Street.

The immeadiate re-instatement of GLASS-STEAGAL, the immeadiate instatement of TERM LIMITS at ALL levels of government--- THAT'S a good start! ---the government surely has FANNIE MAE, but it surely DIDN'T conceive of COLLATERALIZED DEBT BUNDLING and a MYRIAD of other so-called 'financial products' which is just a euphemism for Mr. Potter coming up with new ways to FLEECE THE PUBLIC... ---and since when did the word MONOPOLY get exchanged with 'TOO BIG TOO FAIL'?!?!?

I've worked hard all my life and I will not apolize to anyone for what I have today. I lived within my means and did without the fancy cars, homes, cloths ect. I don't have a lot but what I have is mine. If you want something in life get a job work hard and live within your means. If you make $50,000 a year don't spend $75,000. Buy modest housing and used autos. Don't think everyone owes you. No one owes you anything.

Too many frauds hammering away at the American economy since 2000:
The California electricity crisis caused by proven market manipulation, Enron (Ken Lay -- dead).
Blaming Iraq for 911 and fake nukes -- and involving a former CEO of Haliburton that profitted immensely from the Iraq War -- trillions of dollars. They said oil would be cheaper.
The price of oil shooting up from 20$/barrel to 150$/barrel -- Oil speculation and market manipulation.
The stupid, stupid, greedy real estate bubble -- so many smart financial professionals making millions off of an obvious bubble, knowing all the information that they had, knowing how it would end.
The Wall Street bailouts -- headed by a former CEO of Goldman Sachs, bailing out AIG with $182 billion dollars -- several billion of which goes directly to Goldman Sachs -- free -- with no payback terms.
The stupid, stupid derivatives, CDS crappolla -- the smart Finance guys created this crap; they made tons of money on this crap; know all the private information on it, and they know/knew how much this pile stinks and where it will make a mess.

      No justice. Ugh.

If life has never been better, then how come when I was a kid, an average family could live on one parents' paycheck, doctors made house calls, four percent unemployment was considered high, and oh yeah, we could afford to go to the Moon?
