    House Democrats May Deny Debt Ceiling Vote If GOP Won't Talk Tax Breaks

    House Minority Whip Steny Hoyer Says He Cannot Guarantee Democratic Cooperation If Republicans Refuse to Negotiate

    The debt ceiling talks that have consumed Washington for the past several weeks might see problems of passage coming from the Left, whereas most of the problems seem to have previously been attributed to the intransigence of the Right. Steny Hoyer (D-MD), House Minority Whip, believes that Democratic cooperation with the House vote to raise the debt ceiling may not be as certain as some might think.

    Hoyer told reporters Tuesday: "I think if what the Republicans do is to try to hold hostage the creditworthiness of the United States of America so that they can slash programs that are critically important to the American people and to stabilizing and growing the economy, the answer to that is, they ought not to expect us to support that."

    Hoyer is one of the "gang of six" that have been meeting regularly with Vice President Joe Biden and President Obama. According to Politico, it is Hoyer and House Majority Leader Eric Cantor (R-VA) who are doing most of the talking in the negotiations on the debt ceiling.

    Hoyer also slammed Republicans for walking out of the negotiations, which they have done twice -- once when Cantor walked out on negotiations a couple weeks ago and again when Speaker of the House John Boehner (R-OH) walked out last week on President Obama.

    "Walking away every time when confronted with a difficult fiscal challenge will not be in the best interest of our country," Hoyer observed.

    But Republicans have flat-out refused to talk about increases in taxes or eliminating tax breaks, two factors that have deprived the treasury of funds since first enacted by Congress under the Bush administration nearly a decade ago. They refuse to discuss them even if those increases or eliminations were to come in 2013.

    They have agreed, or so Cantor signaled last week, to discussing tax loopholes.

    But President Obama announced in a press conference Monday that he expected Congress to hammer out a deal on the debt ceiling, one that would encompass more time than the limited debt ceiling increase ideas being floated by Speaker Boehner. He said that going into default was "unacceptable." He said both sides would have to make sacrifices for it to work, and he expected Democrats to give a little in their defense of entitlement programs just as he expected Republicans to compromise on tax breaks for the wealthy.

    Hoyer noted that Boehner and Cantor had both agreed to debt ceiling increases in the past and said that he found few who did not agree that not raising the debt ceiling would be irresponsible and possibly catastrophic.

    The debt ceiling has to be raised by an act of Congress. It is an artificial limit set to call attention to deficit spending, but the same law that sets the limit also insists that the federal government cannot borrow money -- for any reason -- once the debt ceiling has been attained. The debt ceiling does not stop increases in the national debt (the future amount of which becomes the debt ceiling), an amount that accrues due to current as well as past expenditures and the additional interest on loans secured to operate the government and pay for its programs.

    The U.S. Treasury has been juggling programs and deferring payments in nonessential areas since the debt ceiling was reached. Secretary Timothy Geithner warned that the nation would go into default and have to shut down if the government's ability to borrow money to operate was not returned by August 2.

    The current debt ceiling is set at $14.294 trillion. The amount was reached (and surpassed) in mid-May. The current national debt is $14.343 trillion.

    Hoyer believes Republicans, who control the House of Representatives, will need Democratic cooperation to get enough votes to pass any deal made to raise the debt ceiling. But if the deal remains weighted in the Republicans' favor, where the Democrats compromise but Republicans simply agree to talk about raising the limit as long as Democrats bow to their demands, it might be Democrats who refuse to raise the debt ceiling.

    And if a "grand compromise" is reached where Social Security and Medicare and social assistance programs are impacted, especially if they are sacrificed without any major concessions in revenue building or tax restructuring, Hoyer's prediction of Democrats abandoning a deal could very well be realized.

      As this administration warns of dire consequences (if the debt ceiling is not raised) including the possibile non-payment of Social Security - keep ONE thing in mind: It is the Treasury Department (TurboTax Geithner - appointed by Obama) and this administration that would decide what DOES or DOES NOT get paid. So, when you hear scare tactics spewed, just REMEMBER who could do what to this country's citizens and lay the blame accordingly!

      The way it works in the real world of "We the People" is our credit rating is effected by our debt to earnings ratio. So, how is creating the illusion (raising the debt ceiling number) going to increase the actual amount coming in, or make us appear to be any more financially stable? Doesn't just printing more money cause the devaluation of our currency? Do you think that the Tax Code should have been addressed, oh let's say two years ago? Do you think that government downsizing (waste, fraud and abuse) should have happen a while back? (campaign promise by both candidates)

      If our country is in a war - it's because politicians want us to be in a war. If taxes are too high - it's because politicians want them high. If gas is too expensive - it's because politicians want it that way. etc. etc. etc. We have a two headed, one party system.
      Get over loyality to a party - and elect people that will actually work to take us back to the roots of our Constitution.

        The money is there in treasury bonds issued by the govt. when it borrowed the money from the social security Lock Box. The problem 3 yrs later is that they have so many bills, they can't pay them back. That was largely due to the tax reductions, child tax credits, stimulous packages and bailouts.

        Paul, you are way off track. Clinton left office with $6 trillion or more in debt. Deficits and federal debt are two different things. Don't get cocky when you don't know what you are talking about.

        Louis, yes they wasted that money, but it wasn't nearly enough to save SS. Reid was lying, pretending that the IOUs in the "trust" fund were good when any reasonable person knows that if you have to borrow money to pay off the notes, they are worthless. Reid is talking about fancy accounting to avoid facts. Those who are telling you that SS and Medicare are broke are talking about the net effect on the budget which has been covering their shortfalls, a more honest approach that really tells you what is happening. Reid was using "interest" calculations that weren't really earned to make his point. That's been a big lefty move over the past year or so.

        Gene, Contrary to what Obama and the rest of the politicians say, Social Security checks and V.A. checks will go out as normal... Clinton tried this same stunt by praying on the Social Security and V.A. recipients back when he was in office... It didn't work then and it wont work now...

        He can strut and talk his jive, but the V.A. benefits and the Social Security benefits "ARE NOT CONSIDERED DEBT". They are Entitlements... The only thing this Debt ceiling deal affects is Debt accrued from BORROWING money, which, by the way, he wants to do AGAIN... How much of the US is China gonna own before they call in their loans???

      I ask a simple question. Why did Eric Cantor vote to raise the debt ceiling 5 times when Bush was in office. There was never any mention of tax increases or debt reduction in any of those votes. I just want an honest explanation. I'm independent, and I think fiscal responsibility is very important. But as I see it the last fiscally conservative president was Clinton.

        It's a good question, and no one can read Eric cantors mind. Other than the obvious fact they all vote along party lines, during most of bush's 2 terms the economy was pretty good on the surface, though obviously much due to the real estate bubble. The house, senate and presidents have not been dealing with the increasing deficits and need to reduce government entitlements, but they day of reckoning is now here and requires action if our kids and grandkids will have a bright future.
        As a American who has worked and lived overseas, Washington , and that goes for both parties, is pathetic,

        Think of our debt limit as a credit card. Now think of you needing to raise your credit card limit because you can not afford to pay for your life style. Your bank looks at you income and out going expense and feels you are way over extended. The bank wisely declines your request and opines you are spending yourself into bankruptcy and you need to get your spending under control. As much as you hate Bush he had not reached this threshold during his Presidency BO has and then some. I hope this helps you understand the problem. We are spending to much.

      A lot of people complain that 47% pay no taxes. There are just two reasons 47% don't pay: 1) they don't earn enough money, or 2) they get tax breaks. But the complainers won't raise taxes on those who can afford to pay or close tax loopholes. Go figure.
