    House votes to delay controls on toxic pollution

    WASHINGTON (AP) — The Republican-controlled House passed the first of two bills Thursday to delay rules to cut toxic air pollution and mercury from cement plants, solid waste incinerators and industrial boilers.

    House Republicans repeatedly have targeted Environmental Protection Agency regulations that they view as job killers. The latest bills probably will stall in the Democratic-run Senate, even if some Democrats vote for them, and the White House has threatened to veto both measures.

    The first bill, which the House passed by a 262-161 vote, would force the EPA to rewrite regulations designed to reduce pollution at about 150 cement plants nationwide. The measure also would extend by years the time that companies have to comply with the new regulations.

    Of the plants covered by the rule, 103 are in Republican districts, according to an Associated Press analysis of EPA data. All but one of the chief sponsors of the bill has cement plants in his or her district.

    Two of the sponsors, GOP Rep. Joe Barton of Texas and Democratic Rep. Dan Boren of Oklahoma, are in a three-way tie for the most cement plants in a district with six apiece.

    House Majority Leader Eric Cantor, R-Va., said in statement that the bill's passage was a common-sense action to delay "EPA regulations that stand in the way of investment and growth." He said the legislation would make it easier for cement companies, already struggling because of reduced demand, "to succeed and create jobs again."

    The House plans to vote Tuesday on legislation to force the EPA to revise regulations aimed at curbing hazardous pollution, including mercury, from industrial boilers. That legislation is also expected to pass.

    President Barack Obama challenged the Republicans' attacks on EPA as a job killer.

    "They've said, 'We'll roll back regulations that make sure we've got clean air and clean water, eliminate the EPA'," Obama said at a news conference. "Does anybody really think that that is going to create jobs right now and meet the challenges of a global economy ... that is weakening, with all these forces coming into play?"

    The two bills, along with one passed last week by the House, postpone for years pollution controls on toxic mercury emissions from the nation's three largest sources — coal-fired power plants, cement kilns, and industrial boilers. Mercury, a toxic metal, is a potent neurotoxin that can cause brain damage in children, even as they develop in the womb.

    The cement plant and boiler bills would lower technology-based thresholds that industrial facilities would have to meet. Those facilities are now required to use "maximum achievable" pollution-control technology. The bills would force EPA to rewrite the rules to impose the "least burdensome" alternatives.

    The EPA has significantly lowered the cost of the boiler rule and delayed it until April 2012 in response to criticism from industry groups. It proposed the rule only after a court rejected the agency's request for more time.

    The regulation would require the installation of pollution controls for more than 13,000 large boilers, which burn coal and other fuels to generate steam and hot water for heat and electricity.

    The Obama administration was forced to rewrite the rule after a federal court in 2007 threw out regulations drafted by the Bush administration.

    The EPA on Thursday also announced technical adjustments to another regulation targeted by the House GOP that will relax emissions targets for nine states and for individual power plants in seven others that contribute to unhealthy air downwind. Last week, the House passed a bill that would nullify the regulation. The White House threatened to veto that effort as well.

      Again, the gop doesn't care about our aid, only the money put in their pocket. I cannot believe CANTor has even seen a cement plant, or knows where one is, but he will be #$%$ if he would lose out on lobbyist money. And #$%$ the air quality.... 2012...20102....2012

      There are some fundamental differences in the way Republican and Socialist/Democrat politicians think. Here are just 11 examples.

      1) Republicans fear that the government has too much control over individual Americans. Democrats fear that individual Americans don't know what's best for them and therefore must be controlled by our government.

      2) Democrats believe it benefits all of us to allow the government to FORCE everyone to help the unfortunate, regardless of reason. Republicans believe it benefits all of us to help foster self-reliance, confidence, initiative and voluntary brotherhood among all of us.

      3) Democrats believe large corporations will always do evil to the American people unless the government controls them. Republicans believe large corporations follow the FREE HAND of the Free Market system and learn, step-by-step, how best to serve you AND themselves, which results in BOTH a better life for you and more business for them: BOTH profit!

      4) Democrats believe everyone is entitled to basically EVERYTHING for FREE (housing, cell phones, healthcare, education, and so on and so forth...). Republicans recognize personal responsibility and initiative have consequences...as does the LACK of this behavior, and that each individual is free to act as they see fit, as long as they accept the consequences of their choices.

      5) Democrats believe not enough of our money goes to crooked unions, their executives and members who take government subsidies and pay themselves outrageous salaries which bankrupt states. Republicans believe crony capitalism is as evil as Socialist corruption.

      6) Democrats believe only more and more Federal Government spending (Keynes on steroids) and control over the American people during a recession or a time of crisis is the true essence of patriotism. Republicans believe the one most important thing that helps the American people during a recession or a time of crisis is limited government, fiscal restratint and encouraging the initiative of each and every Amercan citizen.

      7) Democrats believe that more and more regulation for everything affecting your life is the only way to make YOUR life better. Republicans believe that YOU are the best to judge what is best for you.

      8) Democrats believe the President and Congress need to work together to create jobs during a weak economy when they are not in full control. When they ARE in full control, as in 2008-2010, it's "I won. Sit in the backseat. We don't want to hear from you." Republicans believe that it is the PRIVATE SECTOR - NOT GOVERNMENT- which creates jobs.

      9) Democrats believe that corporate polluters should be made to pay for the cleanup of their pollution...unless they pay into a Democrat slush fund. Republicans believe in making corporations responsible for their actions.

      10) Democrats believe our health care system exists solely for the purpose of having the Government be in control of individual Americans' health. Republicans believe our health care system exists solely for each individual American choosing what healthcare is right for them.

      11) Democrats believe in Saul Alinsky and practice Socialism as a route to Communism (see Marx's "Communist Manifesto"), and have become unshackled MARXISTS. Republicans believe in Americans' Founding Fathers and their Founding Documents.

      Any political party or politician who is conveniently forgeting that if pollution continues there won't be anyone "healthy enough or alive" to vote for them. Guess they don't care if the world becomes so polluted everything now living will be too ill or even alive to keep them in office!Money won't do anyone any good if there's no one left to spend it....duh!

      Can anyone explain how this creates jobs? If there are regulations that keep air and water clean, then the states need to hire people to monitor emissions and the companies will need to hire people to monitor emissions. Not to mention the companies that make the components used to limit these emissions, or the folks needed to install them. Remove these regulations, you have no need for these jobs and all that crap going into the air and water will only result in higher profits and higher bonuses for the few CEOs and Board Members.
      So, how do these equate to jobs bills?

      I can see why they voted for this--Who cares what our children have to breath. Once our air gets like China it won't mater how much money we make the Dr. will end up with it taking care of us
