Israel AND the USA have tactical nuke bunker busters that ARE allowed to be used under the Geneva convention and not considered weapons of mass destruction because they are purpose built to destroy deep installations ONLY, and don't even produce the same blast wave and radioactive pulse like a convention population targeting nuclear weapon.

This is the most important point to remember in this discussion, that if someone powerful really wanted to end the program, we could GET AT IT. You don't have to target the site per se. You just wipe out those guarding it and then destroy it the old fashioned way. Cut off communications, either do or do not use a neutrom bomb to wipe out the guards, then enter the area and destroy it.
