    Kenya burdened by famine refugees; rape attacks up

    DADAAB, Kenya (AP) — Marauding gangs and criminals are attacking Somali famine refugees more frequently as they flee across the border to Kenyan camps, but Kenyan police say they don't have enough manpower to stop them.

    The lack of manpower underscores a larger problem for Kenya: Officials here say they are being overwhelmed by the influx of tens of thousands of Somali refugees, and can't stem the attacks. One 30-year-old woman who watched two of her five children die as they trekked through Somalia was raped after reaching what she hoped would be the safety of Kenyan soil.

    "I constantly ask myself, 'Would this have happened to you, or would you have lost your children if you had been in your country?'" said the woman. "My mind always says: 'You ran away from a problem and ran into another.'"

    Kenya now hosts nearly 500,000 Somali refugees, and while U.S. and U.N. officials are quick to praise Kenya for their response to the famine crisis, Kenyan officials are just as quick to tell the U.S., U.N. and world leaders that they can't take many more.

    President Mwai Kibaki told the U.S. vice president's wife, Jill Biden, during her visit to Kenya on Monday that the Somali refugee population was placing Kenya under extreme pressure and burdening its resources. Echoing local Kenyan officials who live close to the border, Kibaki advocated that refugee camps be set up inside Somalia near the Kenyan border, so Kenya does not have to accept the thousands more Somalis who arrive each week.

    The Dadaab refugee camp — the largest in the world — was built for 90,000 people. The current population is over 400,000 with thousands of new arrivals crammed into areas outside the refugee camp, waiting to be formally admitted.

    The police commander at Dadaab, Nelson Shilunji Taliti, said it is hard for authorities to adequately patrol the long and porous border with Somalia, leading to a rise in rape and other types of attacks. He said police cannot specifically say who is behind the attacks but criminals — both Somalis and Kenyans — operate along the border.

    "Most of the victims are the ones who evade border points and pass through areas they believe are unmanned," Taliti said, advising refugees to use official points.

    A pregnant mother of three who spoke to AP in Dadaab said she was gang-raped by five men after a group of families traveling together was ambushed. The Associated Press does not identify rape victims.

    "The gunmen issued strange orders. They asked each women to be raped by her brother. 'Do it immediately,' they ordered," said the woman, whom the AP is not identifying. "Some men are more audacious than others. When they were ordered to rape their sisters, they raped them to save their lives. ... Death is better than doing that."

    The attackers ordered her brother-in-law to rape her but he refused, saying: "You are men and I'm a man, and life and death is in the hands of God. Either kill me or spare me."

    They killed her brother-in-law and left his body unburied.

    "When they killed my brother-in-law, I wished they had killed both of us," she said. "A lot of thoughts went through my mind after the rape: 'It would have been better to have died at home than risked your life on the way. What have you gained? You only gained battering and robbery.' Then another thought came to me, saying: 'Don't worry, this ordeal maybe is the last one.'"

    Authorities say few cases are reported, making it difficult for them to investigate and prosecute the attackers. Charles Owino, a police spokesman, said security is adequate within Dadaab but the journey there on foot carries more risk.

    Al-Qaida-linked militants within Somalia have killed people trying to flee the worst drought in 60 years, saying it is better for Somalis to starve than accept help from Western countries. But even once inside Kenya, armed gangs lurk in the bush and prey on haggard refugees who are only miles from their destinations.

    The assailants are raping women, beating up men — sometimes even killing them — and robbing them of everything from water to food to money before they can reach the Dadaab refugee camp.

    "It is a human tragedy. I don't even have a word to describe it," said Wilson Kisiero, CARE International's gender and development officer in Dadaab.

    Sinead Murray, a gender-based violence program manager for the International Rescue Committee, said the IRC's operation in Dadaab saw a four-fold increase in sexual violence attacks in June, and that it doubled again in July and continued to increase in August. IRC is setting up safe spaces on the outskirts of Dadaab to aid in reporting and support services, she said.

    "We are also giving women and girls items like whistles and flashlights to better protect themselves and working with the community to strengthen their responses," Murray said.

      Easy cure to stop a rapist, cut off his Penis, or just shoot him in the head. Wish i could have done that to the guy who raped me. As for the gunmen demanding that each woman be raped by her brother, tie them down and let each woman rape the gunmen with a big strap on. Men who commit violence against women are cowards, worse than cowards and are not really men (or human) at all. We need an open season, no bag limit on these sicko, brain damaged sexual predators.

      There are people I am 100% sure will be in Hell. There are people I am sure will be in heaven. This man deserves to be in heaven. It takes a REAL man to be morally correct even in times like this for Somalia. Oh the women and children!! God be with those people!! forcing someone to rape a sister!!! goodness I didn't even hear that from the Nazis. Such evil!! I have more hope for Haiti than for Somalia.

      WHY is rape and sexual torture so prevalent in Africa, can anyone tell me that? I don't care whether you are starving, poor, or whatever there is no excuse for that sick behavior. There are MANY other very poor places in the world and this does not happen there. There's something genetically wrong with these people.

      Africa has been around for ages, yup, since the dawn of mankind. Yet it's never really gone anywhere. No progress, no improvments..people are still doing what they've done forever..practicing magic by killing people to use their body parts, raping, and generally rolling around in the dirt. Everywhere else, man has improved their lot, but not Africa.

It is a pity that the victims are not armed so they could end the disease which plagues Africa! There should be no leniency for these animals!
