Keystone to be linked to U.S. highway bill: Boehner

WASHINGTON (Reuters) - Republican lawmakers will try to force the Obama administration to approve the Canada-to-Texas Keystone XL pipeline by attaching it to a highway bill that Congress will consider next month, House of Representatives Speaker John Boehner said on Sunday.

President Barack Obama earlier this month denied TransCanada's application for the oil sands pipeline, citing lack of time to review an alternative route within a 60-day window for action set by Congress.

Republicans have since been looking for a vehicle to resurrect the $7 billion project, and Boehner said that would be a House Republican energy and highway bill.

"If (Keystone) is not enacted before we take up the American Energy and Infrastructure Jobs Act, it will be part of it," Boehner said on ABC's "This Week" news program.

Environmentalists and some Democrats oppose Keystone, citing higher greenhouse gas emissions, while most Republicans say it would create needed jobs.

Republicans in the Senate also plan to introduce a Keystone bill. Some Senate Democrats back the pipeline, but its passage is not guaranteed in the body.

Parts of the House Republican plan, such as opening up the Alaska National Wildlife Refuge to oil exploration, stand little chance of passing the Democratic-controlled U.S. Senate.

Attaching Keystone to a pending deal to extend payroll tax cuts for workers, which has greater bipartisan backing than the highway bills, is another vehicle Republicans are considering.

I have been saying for a long time that congress should only vote on 1 thing at a time. 1 bill, 1 vote, with nothing attached to it. Also, congress should become part-time, with no insurance or other benefits lasting past their time in congress. Let them pay for their own insurance and retirement!

The idea of re-introducing the bill I support even though the Senate will not support it. The idea of bundling it in with another bill i do not like. Regardless of which party brings these things up, bundling things is just another way of hiding things. Let something stand or fall on its own merits.

End the filibusters and vote on one item at a time. Term limits for all, and no insider trading. No lobbying or any related jobs for ex-congressmen for at least 10 years after they leave office.

I want to be exempt from all taxes for the next five years, like some corporations are. How can I get that attached to the highway bill?

Let's cut the crap. Why not try something new, like debating the merits of the pipeline without holding hostage other needed legislation. No wonder everyone hates congress.

How about putting in a clause that all steel used in the pipeline must be made in USA and all parts made in USA. This would create more jobs. Most people do not know that the steel being used is from a Russian steel company. We should only use USA made products in any tax dollars used. USA first.

Here's an idea...stop putting stuff that people don't want in the bills for things we need. How about putting the pipeline on its own bill all by itself and see what happens.

ok people we have oil refineries in montana and we have oil fields in north and south dakota, wyoming, montana, nebraska and kansas...so why don't we build more refineries in the dakotas and have the pipline come to the new refineries that should be built?????

These short sighted noobs would attach the Titanic to a rowboat if they thought it had a chance to pass. We, the People, have to start clamoring for a bill in congress that limits the contents of a bill to its original stated purpose and stop all these extraneous amendments from getting attached. It might take a constitutional amendment, I don't know, but some lawyer reading this post would know.

Why do they have run a pipe all the way across the US to Texas, when they could build refineries near the Canadian border?.

The Canadian oil was not intende4d for domestic gasoline consumption. It's for export. The price of gasoline and diesel at the pump is because while the U.S. is the major importer of oil, it is one of the largest exporters of gasoline.

There is one simple way to make Congress do what "We the People" want them to do. Vote out every incumbent in 2012 and 2014. When "We the People" send someone to DC in 2016 they will realize that it is expected that they put the country first and not their state and certainly that themselves. It should be that every bill stand on its own merits and not be attached to another bill. If this could be done then "We the People" would know where every member of Congress stands on every issue that comes before them. What a revelation, honesty in Washington, D.C..

The reason these #$%$ Republicans are acting is because Obama is Black and no matter what he does whether it is postive,or negative they are against him and are definitley RACIST speaking out their pie hole.I hope they get their just due one way or another.

why don't they just send out as one bill instead of adding all these other bills that they know won't pass !!! everyone in congress needs to get voted out !!!
    • Larry  •  27 days ago
Still don't understand why we can't just build a Canadian/American refinery, rather than move the oil through a pipeline.
