    Libya leaders acknowledge abuse of prisoners

    TRIPOLI, Libya (AP) — Libya's new leaders said Tuesday that some prisoners held by revolutionary forces have been abused, but insisted the mistreatment was not systematic and pledged to tackle the problem.

    The acknowledgment comes a day after the U.N. released a report a detailing alleged torture and ill treatment in lockups controlled by the forces that overthrew dictator Moammar Gadhafi. The report says that Libyan revolutionaries still hold about 7,000 people, many of them sub-Saharan Africans who are in some cases accused or suspected of being mercenaries hired by Gadhafi.

    Libya's new leaders, who received the backing of the U.S., France, Britain and other countries in their fight against Gadhafi, are eager to assure the world of their commitment to democracy and human rights. Interior Minister Fawzy Abdul-Ali acknowledged that abuses have occurred but said the new government is trying to eliminate them.

    "We are trying our best to establish a legitimate system that is authorized to make arrests, detain and interrogate people," he told The Associated Press. "We are trying to minimize the possibilities of violations taking place."

    Abdul-Ali said the government plans to create special security units under the authority of the central government that will handle prisoners. Leaders are working to bolster "the authority of the new government all across the country," he said.

    Responding to the U.N. report, Deputy Prime Minister Mustafa Abushagur also acknowledged there are problems with detainees.

    "Are there illegal detentions in Libya? I am afraid there are," Abushagur told a news conference. He said any abuses have been committed by militias not yet controlled by central authorities.

    Libya's new leaders have struggled to stamp their authority on the country since toppling Gadhafi's regime. One of the greatest challenges still facing the leadership is how to rein in the dozens of revolutionary militias that arose during the war and now are reluctant to disband or submit to central authority.

    Abushagur also denied some news reports claiming that Libyan leaders are arming rebels in Syria.

    "We are with the Syrian people but we are not going to send fighters or arms," he said.

    Also Tuesday, dozens of people with relatives who went missing in Libya's recent civil war rallied in front of the main government building to demand that authorities speed up the search for their loved ones.

    Most of the missing were fighters, but there are also civilians among them. There are an estimated 20,000 people missing, according to the prosecutor for the International Criminal Court, Luis Moreno-Ocampo.

    Authorities have started trying to find and identify the missing but face many problems. For one, they need to build a DNA laboratory from scratch to match genetic material from living people with the remains in mass graves now spread across this large desert country.

      So, the people who complained most about "abuses" are now the abusers... I saw this coming way back. They just replaced a stable government with a fractional, unstable one permeated by an unstable feudal tribal tribes with high end weapons from the war..

        Actually in the 2nd world war, there are lots of cases of US military abusing or even executing POW's in retaliation for things. One jewish soldier for example heard about the threatment of jews in germany and when ordered to take 30 german soldiers back to be processed, he just exicuted them all instead... He was never punished for it, his CO "understood" why he did it, and figured he needed every soldier possable for the next part so why punish him for it.

        ....growing pains. Look at the difference between N. & S. Korea....basic rule is if you are on the U.S. side of the equation, your people will most likely be better off. Not sure why anyone wouldn't expect this type of stuff to happen. Your country may be called something else, led by someone else, but to change a countries entire culture takes time.

      dont forget about the abuse to come , sharia law doesnt tolerate rights for women , which gadippy had expanded .

      all the ladies can thank obama for their new predicament , that is if they are lucky enough to hear who obama is , sharia law also takes a dim view of women being allowed an education , so dont suppose many will be allowed to learn to read from this point on .

      it would seem obama was the ONLY one who didnt see this coming , arent we all glad that we payed $400MILLION ( and still growing ) for this debacle ?

      its kinda funny . gadippy gave up his WMD program because he was afraid of bush , but in his typical bungling way , obama couldnt let that be , and saw to it that gadippy was killed , and tens of thousands of missiles and other weapons suddenly found their way from the libyan military depots (where they were secure) to the hands of terrorists all over africa .

      from this point forward , the blood is on obama's hands for every drop spilled and every life lost in africa , the middle east , and southern asia .

      I get it now. To avoid US/NATO's humanitarian bombing, leaders need only to acknowledge abuse aka torture and claim "it is not systematic" before UN, on order from US/NATO produce a report.

      Gaddafi had support of over 90% of the people. He used profit from oil to benefit the people. Health care was provided to all citizens free. Students graduated college with no debt.       What? Another dumb article? Yes!..War is HELL!......You cannot be a wimpy warrior unless you want to lose. YES! There will be abuse. To think otherwise is DUMB! To think you will stop it is DUMB. You can reduce the amount of it, but you won't stop it. If you are faced with a difficult decision you do your best. In war shoot first, ask questions if they live. Prisoners, question, if they refuse to answer, do what you need to to get the answers. Call it torture, call it enhanced interrogation, BUT get the answer.
