    Libya rebels pledge assault on Gadhafi stronghold

    HEISHA, Libya (AP) — Libyan rebels pledged Tuesday to launch an assault within days on Moammar Gadhafi's hometown, the ousted strongman's last major bastion of support, while a top official said the rebels have a "good idea" where Gadhafi is hiding.

    The rebels and NATO said that Gadhafi loyalists were negotiating the fate of Sirte, a heavily militarized city some 250 miles (400 kilometers) east of the capital, Tripoli.

    Mustafa Abdel Jalil, the head of the rebels' National Transitional Council, said that negotiations with forces in Sirte would end Saturday after the Muslim holiday of Eid al-Fitr, when the rebels would "act decisively and militarily."

    We can't wait more than that," he told reporters in the eastern city of Benghazi. "We seek and support any efforts to enter these places peacefully. At the end, it might be decided militarily. I hope it will not be the case."

    Col. Roland Lavoie, a NATO spokesman, said it's possible Sirte might surrender without a fight.

    "We have seen dialogues in several villages that were freed — I'm not saying with no hostilities, but with minimal hostilities," he said.

    Lavoie said NATO would continue its mission as long as civilians in the country are under threat, although the area around the capital, Tripoli, is now "essentially free."

    Lavoie appeared to struggle to explain how NATO strikes were protecting civilians at this stage in the conflict. Asked about NATO's assertion that it hit 22 armed vehicles near Sirte on Monday, he was unable to say how the vehicles were threatening civilians, or whether they were in motion or parked.

    A top rebel official, meanwhile, said their forces were closing in on Gadhafi.

    Ali Tarhouni, a minister in the National Transitional Council, told reporters Tuesday that "we have a good idea where he is. We don't have any doubt that we will catch him."

    He gave no further details.

    The rebels also demanded that Algeria return Gadhafi's wife and three of his children for trial after they fled, raising tensions between the neighboring countries.

    Safiya Gadhafi, her daughter Aisha and sons Hannibal and Mohammed entered Algeria on Monday, while Gadhafi and several other sons remain at large. In Washington, the Obama administration said it had no indication that Gadhafi himself has left the country.

    Algeria's Health Ministry said that Aisha Gadhafi gave birth to a girl on Tuesday. The official provided no other information, including on where she gave birth. The official was not authorized to be publicly named according to ministry rules.

    Algerian news reports had said Aisha's pending childbirth was one reason for Algeria's decision to take the family in.

    The departure of Gadhafi's family was one of the strongest signs yet that the longtime leader has lost his grip on the country. Algeria's decision to host members of the Gadhafi clan is an "aggressive act against the Libyan people's wish," said Mahmoud Shammam, information minister in the rebels' interim government.

    Rebels also said another Gadhafi son, Khamis, was likely killed last week in a battle south of Tripoli.

    "We are determined to arrest and try the whole Gadhafi family, including Gadhafi himself," Shammam said late Monday. "We'd like to see those people coming back to Libya."

    Rebel leaders said they were not surprised to hear Algeria welcomed Gadhafi's family. Throughout Libya's six-month uprising, rebels have accused Algeria of providing Gadhafi with mercenaries to repress the revolt.

    Gadhafi's children played important roles in the country's military and economic life. Hannibal headed the maritime transport company; Mohammed the national Olympic committee. Aisha, a lawyer, helped in the defense of toppled Iraqi dictator Saddam Hussein in the trial that led to his hanging.

    David Nichols, a senior executive officer with Amnesty International, decried increasing calls in the international community for Gadhafi to be tried in Libya if he is caught.

    Nichols told AP Television that Gadhafi and other officials who have been indicted for crimes against humanity should be sent to the International Criminal Court in The Hague, Netherlands because the new government in Libya will have neither the capacity nor the experience to try them fairly.

    Rebels worry that if Gadhafi is not killed or captured, he will stoke more violence.

    NATO reported hitting the 22 armed vehicles, three command and control sites, four radar installations and several other targets in the Sirte area Monday. Other targets were hit in contested regions south of Sirte.

    Some 150 kilometers (90 miles) west of Sirte Tuesday, about a dozen armored, gun-mounted trucks were parked at a staging ground in barren desert. A highway overpass provided some shade for rebels, most dressed in T-shirts and camouflage pants.

    Ismail Shallouf, a rebel commander at the staging ground, said patrols have gone 50 kilometers (30 miles) closer to Sirte, and occasionally exchanged fire with Gadhafi fighters.

    "The leadership told us to wait for now," Shallouf said. "We don't have any information about the negotiations. Maybe there will be an assault after Eid," the holiday marking the end of Ramadan, the Muslim holy month of fasting.

    Mohammed Amer, another local rebel commander, was dismissive of Gadhafi.

    "Gadhafi has no more brigades left or equipment," Amer said. "He just has mercenaries who take his money."

    A NATO officer, who asked not to be identified because of alliance rules, said on Monday there were clashes around Sirte, Bani Walid south of Misrata and Sebha further south.

    In Tripoli, rebel leaders trying to set up a new government struggled with widespread shortages of water and fuel. In one neighborhood in the capital, dozens of motorists broke into a gas station Monday and filled plastic contains with fuel. Long lines formed at other gas stations.

    Some residents filled containers with drinking water from large trucks, while others relied on wells. One of the water truck drivers, Ramzi Abu Shabaan, said the shortages were a small price to pay.

    "I don't care if we go without water for two months even — frizz-head is gone — it's worth it," using a commonly used derogatory nickname for Gadhafi.

    Shops selling clothes, shoes and toys opened for the first time since the rebels entered the city Aug. 20.

    Children accompanied their mothers and fathers into shops to pick clothes and toys for this week's Muslim holiday.

    "This will be the happiest Eid we celebrate," said Munira Omar, 30 who bought her two daughters hair clips and dresses.

      Hello there boys and girls, Uncle Gus here. Reading about the over throw of one dictator after another has brought this idea to me. Way back in time there were kings and dukes and others like that who ruled over so much land w/ a bunch of folks living there too. The folks paid the king (or whoever was top dog) a certain amount of taxes that could be animals or crops or gold, ect. What I'm getting at is this. As long as the head honcho was fair and took care of those people, then they really didn't mind. But if the head guy became a real jerk or a crazy fool who abused his (or her) power then the people would finally get mad enough and then gather their pitch forks and have a late night bar be que. The thing is. All these modern day dicatators would probably still be sitting on their thrones if they had not become gold platted jerks. If they instead had taken care of their people and allowed them basic freedoms. Then there wouldn't have been a revolt. Especially in this day and age when anyone anywhere can leran what is going on all over the planet.....People learn how in other parts of the world other people have more freedom, decent care and good food ect. Well children, that is what everyone wants. You can't hide the truth anymore. If there are any dictators reading this, than wise up if you wish to hav e a chance of keeping your palace. Follow Uncle Gus's advice. Treat your people right. Don't be a pig and hoard everything or act as a dumb #$%$ and let your people suffer. Be fair, be kind, and provide for your people. Thank a vet.

        Good thoughts in general but do you think they apply in this case? Do you really think this was the people revolting or is it outside forces at play supporting a group in basically one area with their outside help coming in as well? There was no "polling" taken to figure out if the majority wanted Qaddafi or those to come.

        A revolution by the people or a take-over? An invasion maybe of outsiders mostly, leading a few from the inside, with outside nations (NATO) bombing to support the Muslim thugs and terrorists of Al Qaeda and the Muslim Brotherhood that are leading the rebels and will control Libya as they already control Egypt?

        The "rebellion" followed the original hyena pack town-to-town after bombings, this was not a popular uprising, was it? The trail of the "revolution" followed, and the chronology, show it clearly to not be a spontaneous citizen revolt nation-wide but a take-over forced upon the residents, the bad replaced by worse, does it not?.

        Put aside politics and the emotional desire for revenge against Qaddafi for a moment and think strategically about Western and world security in the present and future. Qaddafi was a minor threat to Western and world security after 2003 compared to the Muslim thugs and terrorists of Al Qaeda and the Muslim Brotherhood that are leading the rebels and will control Libya as they already control Egypt. Do you honestly think this is an improvement?

        Do you really think the people will be any better off under the rule of the Muslim thugs and terrorists of Al Qaeda and the Muslim Brotherhood than they were under the rule of Qaddafi? Hard to see how they will fare any better. It certainly won't be better for Western or world security. The draft constitution already has Sharia Law in it thus defining an Islamic theocracy, not any true form of democratic governance, so what freedoms have been won? Changing from a dictatorship to a harsh theocracy is freedom or a better government?

        I don't like Qaddafi, he is simply the lesser of two evils, i.e, a contained Dictator Qaddafi that has been cooperating on terrorism since 2003 versus the global thug and terrorist groups Al Qaeda & Muslim Brotherhood leading the rebels. Sweet revenge on Qaddafi, an emotional desire, is not worth the risk of the global thugs taking over another country like has already happened in Egypt, though it is apparently too late to stop it from happening in Libya. The rebels will not even turn over the Lockerbie Bomber. We can hope the thugs will behave once in charge but I wouldn't lay down any bets down that they will.

        Hey uncle Gus, you truly are a moron. What happened in Libya is precisely because, Kadafi was treating his people well, in the proper sense of it ! meaning what (?) exactly to an Americain (who has to toil to make ends meet)? Libyan people were getting money put in their personal bank accounts from the oil sold to foreign powers. And that's exactly what the west did not want american people to know, for fear of a revolution at home. Unfortunately, you can't understand (it is something you are not taught in school), plus you are too brainwashed by the ill-intended media.

      Your report is a smack of none sense and from somebody who does not have moral ground without having water and electricity was a rallying cry for uprising during Ghaddafi era and now you are fine with a city without water,electricity and sanitation for two month how ridiculous are your sense of humor you are a self serving western crazy war monger whose purpose is to mislead and instigate people's heart and mind, you mention that being shoot in the leg at close point is better then being killed is that not torture, you are only against torture if it is committed by your enemy and happy and condone it when your side is committing such crime how despotic and barbaric are you in your self imagination.       I found it funny how NATO was still trying to bring up the "defending civilians" line and then when questioned, couldn't answer how bombing Sirte was defending civilians. But I'll bet that still won't stop them from bombing it again when the rebels decide to advance.
